DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-20-AP-3938

1. Contracting Activity: Department of Veterans Affairs, VISN 4, 642 - Philadelphia VA Medical Center, 3900 Woodland Ave, Philadelphia, 19104. VAMC Sterile Processing Service – Patient Care Services

PR: 642-20-3-330-0039

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Philadelphia VAMC Sterile Processing Service (SPS) has a brand name only requirement for additional Pegasus interconnecting shelving and components needed to accommodate the relocation of surgical instruments and to work within existing space constraints.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

In accordance with FAR 6.302-1, Only One Responsible Source, Pegasus brand name shelving is required to maintain continuity with existing Pegasus shelving currently utilized throughout the facility. Staff in the SPS department are familiar with and have been trained to use the existing Pegagus shelving systems. Utilizing another manufacturer’s shelving would not only mean additional time and training required for staff, but also incompatibility issues with the existing Pegasus shelving. No other shelving is capable of being utilized with or is compatible with Pegasus shelving. Should any damage occur while trying to use shelving other than Pegagus, the warranty on existing shelving would be voided. Pegasus shelving systems are unique in that:

Pegasus Stainless Steel container/pack beds will not rust and are scratch resistant.

Unlike plastic or powder coated shelves, their stainless-steel beds will not release unwanted particles into our sterile environment.

Pegasus offers a complete modular system: spacing between shelves can be reconfigured by the end user without the use of tools.

Pegasus shelving allow access to the entire Container/Pack via 110% retractable extension slides.

Pegasus beds have raised side and back walls to assure containers/trays will not fall while beds are moved in and out.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted in both the GSA and VETBIZ databases, and an informal quote was provided directly from the manufacturer, Pegasus, as part of the customer’s market research package. The manufacturer, Pegasus, additionally provided the names of four authorized distributors, 3 of which are SDVOSB concerns.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
