DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:____36C244-19-AP-1270_____Radios_____________

1. Contracting Activity: Department of Veterans Affairs, VISN 4, Altoona Medical Center- Station 503

2237 503-19-1-769-0001

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: 18 portable two-way radios and 3 multi-unit charging stations. Communication and operations. Total amount of the requirement is $48, 207.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Recently upgraded to P25 compliant two-way radios and base stations.

P25 Compliance is required by FCC, FEMA and PEMA. The P25 capability allows all first responders to share a radio channel for emergencies. Motorola has only one territorial approved vendor in the Altoona area.

The facility recently has a construction project that replaced the old two-way radios and base stations with new P25 compliant two-way radios and base stations. P25 compliance is required by FCC and is necessary to be able to communicate with PEMA and Community Emergency Response Agencies as well as Blair County 911. The P25 capability provides an encryption key that allows first responders communication that guarded so that vital information can be shared to other agencies and hospitals.

This upgrade was completed by Com Pros who was hired as the proprietary Motorola dealer for this local territory. Com Pros provided all equipment, installation and training. Com Pros is the only local facility that has access to the encrypted radio channels needed for the Altoona VA to communicate with local agencies and hospitals. It would be prudent and cost-effective to recommend sole source to Com Pros to ensure continuity of operations and communication operability. The edition of these radios is imperative to the facility’s communication capabilities for incidents and emergencies. Com Pros has provided a letter stating their proprietorship for the encryption service they provide.

4. Description of market research conducted and results or statement why it was not conducted:

The radios will be purchased as brand name only from Com Pros they have proprietary rights on the encryption and will not quote to any other vendors. Com Pros is a small business.
