In addition, the solicitation closing date is being extended from 9:00AM 2/04/2019 to 9:00AM 2/07/2019.

1. On page 9 of 72 of the General Requirements under topic 2 items b and d it discusses tuning of combustion systems and safety device testing once a year each. However, VA directive requires every 6 months. Should this be changed to every 6 months instead of the once a year stated in the documents?

Response: The safety device testing will be annual as stated in the scope, the VAPHS USRO staff are trained and perform the semiannual in December to meet the VA guidelines for semiannual safety inspections.

2. On page 13 topic 1 item l Calibrate the AARELL- SCADA, what are the requirements for calibrating? Topic 1 item m... What is required for "parts, test instruments, flash drives, or storage disks" to be provided to the VAPHS? Please elaborate.

Response:

a) Calibrate the AARELL- SCADA: The contractor will verify the steam, gas, oil, water flow meters output readings match and record accurately. Example the meters reading out puts are calibrated and match what is indicated and recorder within the AARELL- SCADA system. Verify all monitored points are functioning properly, record accurately and populate properly within the electronic logs.

b) Contractor will provide all calibrated testing equipment, test gasses, parts, fittings to perform the required combustion testing and sensor calibrations as per the manufacturers recommendations. Contractor will provide all the necessary equipment and materials to perform the boiler efficiency and designed performance standards tuning. Also provide required testing equipment to perform manufacturers recommended calibrations for optimal performance and efficiencies.

3. On page 15 topic 1 it states to provide tuning report results "for each fuel source, at all 12 fuel curve points." There are actually 28 curves. Should this be changed from 12 to 28?

Response: There are 28 curves for gas and oil combined; change the 12 to 28 fuel curves.

4. On page 16 and 17 it states to calibrate the following items. The Vortex steam flow meters and oil flow meter cannot be calibrated in place. To calibrate they will need to be removed and factory calibrated. They can be field verified and zeroed in the field. How should this be handled?

Response: Calibrate all vortex meters to 0, meaning shut off all fuel, steam or water supply and ensure the meters fall to a zero reading. The manufacturer of the Vortex meter recommends a bench test calibration after 7 years of service, that falls outside the scope of this contract and will be handled separately when recommended.
