Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 4, VA Pittsburgh Healthcare System, Critical Care Service Line, University Drive C, Pittsburgh, PA 15240.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Procurement is for additional Brand Name Philips Cardiac monitoring equipment and supplies, which are needed to install new Philips cardiac and hemodynamic monitoring system in the 3E-ICU at VA Pittsburgh, University Drive C, Pittsburgh PA 15240.
IGCE: $149,266.66
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
In 2017, Philips Healthcare is the manufacturer of the cardiac monitoring system which was selected to replace the old system in the Emergency Department (ED), the Critical Care Units, and the 9 West Observation Unit at the VA Pittsburgh, University Drive C, Pittsburgh PA 15240. The system was installed in June of 2018. Philips understands the structure, and specific requirements which are needed to install the cardiac monitors. Philips is familiar with the cabling necessary to provide connectivity to the cardiac monitoring system. Allowing a vendor to install the cabling and additional equipment with little to no knowledge of the standards specific to the Philips system risks the possibility of compromising the performance of the monitoring system which costs approximately $2.1 million dollars.
Without the purchase of this cabling for the new equipment, patient care can suffer if a patient is not monitored properly and goes into cardiac arrest. This will prevent adding additional capacity for the ICUs. Philips patient monitors are designed to match the pace and unique needs of adult intensive care; anesthesia and peri-operative care; and cardiac care environments. Utilizing cables which are not certified by the manufacturer places an unnecessary risk of equipment failure.
4. Description of market research conducted and results or statement why it was not conducted:
Looking at previous market research, historical data, and the previously awarded contract for this facility, it’s in the best interest of the government to post an RFQ on FBO for three days. The previous contract received 3 SDVOSB responses.
