1.0 SCOPE OF WORK
A. The A/E shall develop all Field Reports, Expansion/ Master Plan, Phasing Plans, Construction Documents, Construction Administration Services, Technical Specifications, and Cost Estimates, for the "Community Living Center (CLC) Non-Recurring Maintenance (NRM)” Project at the Veteran’s Affairs (VA) Medical Center – Erie, Pennsylvania (Station 562).
B. This project will include minor construction on the CLC to include creation of a loading dock and modification of the entryway as well as exterior improvements leading to and around the CLC, parking garage and Building 8. Project shall include equipment planning and site preparation, necessary improvements to the physical structure and also addressing documented deficiencies in the area. Salient design features for the design include the following considerations:
I. The A/E shall be responsible to review existing conditions surrounding the areas planned for development. This shall include all existing utilities (above and subterranean), roadways and structures.
II. The A/E shall review and field verify dimensions and site conditions of areas to be developed. Lengths and dimensions provided by the VA are order of magnitude estimates unless otherwise noted.
III. The A/E shall exercise engineering judgement and analysis when determining locations for major design features and if other alternatives exist for the features. Locations and features that have been suggested by the VA can be modified provided the A/E can show the alternate locations and features will accomplish the intended purpose while providing a benefit above what was provided by the original location. A/E shall look at factors such as, but not limited to site layout, flow of pedestrian and vehicular traffic, impact on CLC residents and impact on operations and space usage to determine optimal placement of project features. Analysis and rationale of alternative placements shall be documented in the design narratives provided to the VA. VA shall make the final determination on location of features based on factors including veteran input and A/E analysis.
IV. The A/E shall investigate a minimum of three design options for each major design feature and give their recommendation to the VA as to what they believe the best option is. The A/E shall provide sufficient data and information to allow for the VA to compare and contrast the options and make an informed decision: information that shall be included, but not limited to initial construction costs, annualized maintenance costs, expected maintenance activities, expected life span and pros and cons of the system. Information and recommendation shall be provided in the design narrative and will be done starting with the first schematic design submission.
V. The A/E shall review and plan for creation of an ADA Accessible Sidewalk in two separate locations to allow for safer pedestrian traffic around the parking garage and CLC. The first location shall be on the eastern edge of the parking garage, connecting the east-west sidewalk along the southern edge of the parking garage and running north to the entrance of the first floor of the parking garage. The second location starts at 38th Street and will run south until the southwest corner of the CLC building and will connect to the proposed Security/Access road that is also a part of this project. Landscaping work to include grading and planting of several trees. The amount of 4 inch thick and 6 feet wide sidewalk is estimated by the VA to be approximately 675 feet. A/E will be responsible to ensure that the sidewalk and its characteristics will comply with ADA regulations.
VI. The A/E shall review and plan for creation of a sidewalk Security/Access Road to allow for quicker emergency response. The Road connects the sidewalk near the entrance to the CLC, running west and connecting with the sidewalk coming south from 38th Street, running south along the western borders of the parking garage and Building 8 and connecting to the western edge of the Building 8 parking lot. Landscaping work to include grading and planting of several trees. The amount of 6 inch thick and 12 feet wide sidewalk Security/Access Road is estimated by the VA to be approximately 600 feet. A/E shall be responsible to ensure that the vehicles used by VA first responders will be able to utilize the Security/Access Road without damage to either the Road or the vehicles traveling on it.
VII. The A/E shall review and plan for exterior landscaping to include the creation of two courtyards for use by CLC residents to improve quality of life for CLC residents. Courtyard areas to be graded and landscaped to a design to accommodate possible activities and equipment such as bocce, shuffleboard, horseshoes, grilling, picnics and gardening. Design will be based upon VA and veteran input.
VIII. The A/E shall review and plan for an addition to include new entryway to include room for storage. Entryway modification to include new exterior and interior finishes that are warm and inviting to residents and guests as well as coordinates with existing finishes. A/E shall ensure that new exterior and envelope of the building shall not allow for moisture infiltration and does not allow for conditioned air from inside the CLC to escape. The addition shall encompass some of the currently planned for sidewalk in front of and adjacent to the current entryway. The amount of space that the new entryway and storage space cannot exceed 1,000 square feet.
IX. The A/E shall review and plan for the creation of a covered loading dock/carport to ease supplying of the CLC. The dock/carport is currently proposed to be adjacent to the new entryway. The size of the loading dock/carport is estimated by the VA to be 450 square feet. The A/E shall ensure that the new roof and exterior shall not allow for moisture infiltration into the CLC and sealed sufficiently to not allow for the escape of conditioned air from inside the CLC.
X. The A/E shall review and plan for the covering of sidewalks around the CLC and leading to Building One. The covering shall shield pedestrian traffic traveling from the CLC to Building One via the Parking Garage. Sidewalk covers shall be continuous from the entryway of the CLC, the sidewalk along the northern edge of the parking garage leading to the entrance of Building One and shall be broken up only by the presence of roads. Sidewalk covers shall be chosen to allow for shielding of pedestrian traffic from moderate weather events, ease of cleaning and maintenance, life cycle cost and appearance and look that can blend in with the exterior of the buildings it will be adjacent to. A/E shall plan for necessary structural support for sidewalk coverings that may include, but are not limited to supported curbs, purlin supports or concrete foundations and piers. The amount of covered walkways is estimated by the VA to be approximately 500 feet.
XI. The A/E shall review the existing lighting fixtures and determine if any need to be repaired or replaced. In addition, review existing lighting levels and determine if it is sufficient.
XII. The A/E shall coordinate the existing Access Control and Security Camera system and coordinate it with the Facilities’ new Security System Standard.
XIII. The A/E shall provide analysis for two (2) design options of exterior finish materials that can be used for the new entranceway and loading dock/carport. The design option shall be accompanied by a written narrative describing how the exterior finish materials tie with the existing building exterior finishes. The narrative shall include a cost estimate.
C. Phasing – A/E shall include construction plans indicating a proposed sequence of work to illustrate that Contractors will not be able to work the entire project at once. Buildings will remain in operation for the duration of the project so access for Veterans as well as egress MUST be maintained at all times.
D. Site Work – A/E shall include construction plans including documentation of site restrictions as necessary to complete this work. Areas affected by the installation of brick masonry, areas for staging, areas for mixing and restricted areas that must remain open such as egress routes.
E. The project to provide all necessary modifications to VAMC existing building structure, mechanical, plumbing, electrical, and telecommunication work necessary to complete the exterior renovation.
F. All above work shall be in accordance with IBC, NEC, EPA, and VAMC regulations.
G. A/E shall provide and document life cycle cost analysis for the proposed entranceway, loading dock and covered walkway. The life cycle analysis for each proposed design shall calculate and present the following results: the annual costs of maintenance and first costs of construction. Options with different service lives shall be compared. The A/E shall provide a report describing the preliminary life cycle cost results for each design option no later than the design development phase of design and a final report prior to the final system selected by the VA.
H. A/E shall be responsible to review and evaluate existing conditions surrounding the area planned for development. This shall include all existing utilities and structures.
I. Upon request from the VA, A/E shall be required to provide a computer 3D model and prepare various 3D renderings to present to the VA throughout the design phase to adequately represent material, site conditions, lighting, and etc.
J. Integrated Design – Use a collaborative, integrated planning and design process that initiates and maintains an integrated project team in all stages of a project planning and delivery. Establish performance goals for siting, energy, water, materials, and indoor environmental quality along with other comprehensive design goals and ensures incorporation of these goals throughout the design and lifecycle of the building.
K. A/E shall develop a phasing plan and also develop deduct bid alternates for project award which will be based upon available funding of $1,500,000.
L. All work shall be coordinated with the upcoming and current projects to prevent any duplication of efforts. New design shall be accomplished in accordance with latest VAMC guidelines, codes and specifications.
M. All designs shall comply with applicable sections of VA publications, "Planning Criteria for Medical Facilities", H-08-9; and "Equipment Guide List", H-08-5; also NFPA, OSHA, ANSI, JCAHO, VA Standards and other applicable Federal, State and Local code requirements, including IBC. A/E will be responsible for complete functional design and provide biddable documents meeting all the requirements.
N. Applicable chapters of VA Master Construction Specifications will be prepared by the A/E, including any necessary adaptations. VA Construction Standards JH-08-3,VA HVAC Design Manual, VA Sustainable Design and Energy Reduction Manual, and, ASHRAE Standards 90.1-2007, shall apply to specific design requirements. Particular attention is called to CD4, "Symbol Identification of Contract Drawings", and CD5, "Contract Drawings Requirements". Equipment symbols shall be in accordance with Handbook H-08-6, "Standard Drawing Details". Handbook H-08-4 shall be utilized to the greatest extent practicable.
O. The A/E shall carefully review all requirements of the latest edition of the Accreditation Manual for Hospitals, of the Joint Commission of Accreditation of Hospitals, with respect to design and operating requirements and report all conflicting conditions in writing.
P. Project Schedule is 180 days to complete Schematic Design, Design Development, Construction Documents, Technical Specifications, and Cost Estimates of Construction. Completion of Construction Administration Services will be dependent upon award of Construction Contract.
| 2.0 | GENERAL | |
| A. | The A/E shall develop design criteria for the project using an Owner’s Project Requirements (OPR) document. The OPR will be a written matrix of design features, assumptions and key performance requirements based on information collected by the A/E from the VA through project meetings, correspondence and interviews of VA for the proposed design. The OPR shall indicate appropriate orientation by the VAMC offices of Engineering Service and VISN Contracting. The A/E shall prepare all necessary drawings including, but not limited to post construction as-built drawings. The degree of completion and the stages of submission shall be as hereinafter specified. The VAMC will provide all standard details, master specifications, design criteria, etc. All provided materials shall be adapted to the specific requirements and conditions of the project. | |
| B. | A/E discussion with the VA Medical Center personnel concerning requirements will be arranged by and participated in by appropriate Engineering and Contracting Service personnel. The A/E shall participate, when required, with the appropriate Project Chief and Project Engineering and other Services in review of project scope, design review comments, etc. An OPR document will be used as a clearing house for all collected design information and criteria. The OPR shall be submitted to the VA for review and approval at each phase of design. | |
| C. | The floor plans for the structural, HVAC, plumbing and electrical drawing shall be at the same scale as the architectural drawings to facilitate checking. | |
| D. | In each submission, the A/E shall re-submit the material specified in the prior submission, revised according to the comments made by the VAMC at the prior review. The A/E shall document and provide written response to all design review comments received from the VA and firms working for the VA, such as a commissioning authority. | |
| E. | The A/E shall pay particular attention to the fact that during the construction document stage, plans are not subject to change at the request of the VA Medical Center staff without the approval of the Chief, Engineering Service, 138, and Contracting Officer, Acquisition and Materiel Management Service, 90C. | |
| F. | The Original Design Documents and As-built information are available in electronic form in the files of the Engineering Service, VA Medical Center. The drawings are not to be expected to be accurate in all respects, and the Architect-Engineer is to verify all features affecting the project by field investigation. A sample of this information is included in this document. | |
| G. | The A/E shall design all systems to maximize energy conservation and comply with requirements of VA HVAC Design Manual, VA Sustainable Design and Energy Reduction Manual, and ASHRAE Standards 90.1-2007. | |
| H. | The A/E shall develop the project utilizing Building Information Modeling "BIM" and Computer Aided Design “CAD” software. Submittal drawings shall be full size plots suitable for half size reproduction. CAD files are available of the existing building. The AE shall update all existing drawings and background drawings based on field observations. The AE shall provide complete orthographic drawings of all submitted drawings in an AutoCAD format approved by the Erie VAMC. The A/E shall provide copies of all electronic drawings in PDF and DWG file format. The A/E shall provide a secure method of downloading all submitted electronic drawings via a secure FTP site or other approved method. The A/E shall include all information such as pen settings and external references with CAD files. | |
| I. | A/E shall utilize BIM software to develop architectural design drawings, renderings, construction documents, and record drawings at completion of construction. At each scheduled submittal date the A/E shall submit to the VA, a list of the submitted files that shall include, The Model, 3D Views, Facility Data, and CAD Data Files. | |
| J. | BIM Model minimum requirements shall be developed to include the systems described below as they would be built and the processes of installing them, and to reflect final as-built conditions. The deliverable model at the interim design stage and at the final design stage shall be developed to include as many of the systems described below as are necessary and appropriate at that design stage. | |
| 1. | At a minimum the Model shall include but not be limited to the following; Architectural/Interior Design, Square Footage/Volume including Room Names and Numbers, Architectural Schedules, Walls and Curtain wall Sizes, Shapes, and Material Data. Doors, Windows, Louvers, Roof, Floors, Ceilings, Vertical Circulation, Architectural Specialties and Woodwork, Signage, Schedules, Furniture, Equipment, Structural, Foundations, Shafts and Pits, Mechanical, HVAC, Plumbing, Electrical/Telecommunications, Power and Lighting, Exterior Building Information, Fire Protection/Alarms, and Civil Engineering Data. | |
| K. | The VA has ownership of the rights at the date of Closeout Submittal to all CAD files, BIM Model, and Facility Data developed for the Project. The VA may make use of this data following any deliverables. | |
| L. | For preparation of project specifications the VAMC will provide master specifications available at the VA website (http:/www.va.ww.va.gov./facmgt) in "Word" format. The A/E shall supply copies of the specification files to be electronically transported to the CO for incorporation into the VA specification booklet. |

T. Drawing Data Information - Shall list all basic information including but limited to the following: File names, fonts, layer names/types color, blocks used, hatches, etc.
U. All submitted construction drawings shall minimally conform to the content requirements defined in the VA standards for construction. Specifically the content features of PG-18-15 Minimum requirements for A/E submissions. See http://www.cfm.va.gov/contract/aeDesSubReq.asp.
V. The A/E shall provide and designate a single point of contact (POC) to represent the A/E’s design team throughout the design and construction administration. The POC shall coordinate all communications between the VA and the A/E and act as a central path of communication. The designated POC shall communicate directly to the VA through written requests and responses and provide weekly documentation to the VA in the form a design progress/issues log. Upon request, an example of the approved issue log format will be provided. The design progress/issues log shall:
a. Summarize current design progress made during that week
b. Log all sent and received requests for design information as well as other pertinent matters of communication
c. Document all pending matters that will potentially affect the delivery schedule defined in this document
d. Identify upcoming actions that may require advanced preparations (i.e. on-site project meetings, walk though visits, site visits, construction administration visits).
W. The A/E shall develop and furnish an owners project requirements (OPR) document that details and logs the development of salient features of the project design. Upon request, an example template of the approved OPR matrix format will be provided. The A/E shall collaborate with the VA and VA designated Commissioning Authority that is contracted to the project. The A/E shall update the OPR documents with each progressive stage of the design.
3.0 PROPOSED SCHEMATIC DESIGN SCHEDULE
A. A/E shall note that the above schedule is for guidance only. This schedule may be adjusted to meet the needs of the VA Medical Center for obligation of funds and other consideration. The above proposed design schedule includes government review time.
B. The first schematic design (SD-1) submission shall be submitted within thirty (30) days after award of contract and shall include a set of:
a. Schematic design options (prints – 2 copies) ½ size sets and (1 copy) full size set.
b. Field Report – follow up from the Survey including keynoted photos
c. Preliminary Scope of Work.
d. Narrative description for all structural, mechanical, electrical, plumbing and telecommunications systems and including design option comparison, information and recommendation.
e. Preliminary Cost Estimate for schematic designs and design options to be considered.
f. Preliminary Owner's Project Requirements (OPR) document including a matrix of design features
g. Preliminary Life Cycle Cost Analysis
h. All submitted information shall be made available for secure download to the VAMC.
C. The first submission shall include site plan and 3D massing model (Sketchup) views of each layout. Consideration for site access, arrangement of spaces/connections, massing, and scale of addition to existing medical center shall be addressed.
D. There will be a ten (10) day review of the first submission by VAMC.
E. The second schematic design submission (SD-2) shall be submitted fifteen (15) days after receipt of the VA review comments from the first schematic design submission.
1. Schematic design options (prints) (2 copies) ½ size sets and (1 copy) full size set.
2. Preliminary scope of work.
3. Narrative description for all structural, mechanical, electrical, plumbing and telecommunications systems and including design option comparison, information and recommendation.
4. Cost Estimate for schematic designs and options to be considered.
5. An Owner’s project requirements (OPR) document including a matrix of design features.
6. Preliminary Life Cycle Cost Analysis
7. All submitted information shall be made available for secure download to the VA.
F. There will be a ten (10) day review of the second submission by VAMC.
G. A/E shall note that the above schedule is for guidance only. This schedule may be adjusted to meet the needs of the VA Medical Center for obligation of funds and other consideration. The above proposed design schedule includes government review time.
4.0 PROPOSED DESIGN DEVELOPMENT SCHEDULE
A. The design development submission (DD-3) shall be submitted thirty (30) days after receipt of the VA review comments from the second schematic design submission and shall include (2) sets of:
a. Preliminary drawings (60%) (prints – 3 copies) ½ size sets and (1 copy) full size set
b. Design narrative report.
c. Design scope of work.
d. Cost Estimate.
e. Life Cycle Cost Analysis.
f. Updated Owner’s Project Requirements (OPR)
g. All submitted information shall be made available for secure download to the VAMC B. There will be a ten (10) day review of the design submission by VAMC. Final VA user group approved plans and locations will be obtained from this submission.
C.
5.0 DESIGN DEVELOPMENT SUBMISSION REQUIREMENTS
There will be one (1) submission of design development documents. The requirement for each design submission is described below.
5.1 FIRST SUBMISSION - DESIGN DEVELOPMENT DOCUMENTS
A. Architectural:
a. Submit final 1/8" scale design development plans with all of the revisions from the first submission incorporated into the plans. This includes the fire plans and exit calculations. The 1/16" scale preliminary floor plans should show net program area of each room with the designed net area. Outline and label activities or services as required for first submission.
b. Submit 1/8" scale floor plans for each floor showing all plumbing fixtures, program room codes (from Space Plan), room names, room numbers, door locations and swing, and the net program area over the designed net area (which will not be shown on the working drawings). Outline and label activities and services, as required for the first submission.
c. Show schematic sections, as needed, to define that building concept.
d. Submit elevations at all significant sides of the building in sufficient detail for the VA to judge its appearance. All significant materials, including their colors, must be indicated. This includes rooftop mechanical equipment and any architectural screens.
e. Submit a sample sheet of filled out finished Interior Finish schedule forms. The Medical Center will provide Interior Design input, review, and approval.
B. Transport Systems:
a. Provide recommendations for new transport systems necessary to complete this project.
C. Heating, Ventilating and Air Conditioning:
a. Provide complete economic analysis of the approved HVAC and central refrigeration systems. Provide completed feasibility analysis of the approved energy conserving concepts. Provide full documentation of the computerized methodology and full explanation of all coded and abbreviated terms. Make recommendations for the preferred system.
b. Provide updated calculations for block load for each building, sizing of central equipment, and all air handling units with psychometric charts. Provide calculations for pumps, fans, duct mains, water mains, steam mains and steam converters. Provide catalogue cuts of all central equipment and air handling units.
c. Provide the following for the recommended systems:
i. Plans with complete single line diagrams for ductwork and piping showing sizes of mains. Include flow diagrams for air, water and steam.
ii. Schematics of the control systems with an outline of the sequence of operation. Include main aspects of fire and safety controls.
iii. Plans showing all mechanical rooms and chiller rooms with block diagrams of all major equipment. Provide typical samples of plans and sections in 1/4" scale.
D. Steam Generation
a. Describe the basis for design including present and future fuel costs which will be used in subsequent computations. Submit a written description of proposed fuel systems for final economic and energy analysis of best fuel or fuels.
b. Develop probable steam demand for building heat losses and ventilation (including humidification) based on "block building" calculations. Provide estimate of steam lead reduction due to heat recovery devices on HVAC systems. Submit a separate estimate of steam requirements for each of the following process steam loads, to the extent proposed for the new building(s). (Show total connected load and diversity for each.)
i. Domestic hot water heating
ii. Laundry hot water heating, if applicable
iii. Laundry equipment, if applicable
iv. Sterilization equipment if applicable
v. Kitchen equipment if applicable
vi. Therapeutic pool water heating if applicable E. Plumbing and Sanitary:
a. Show and identify all plumbing fixtures. Show location of pumps, compressors, tanks, therapeutic pool equipment, and other major central plumbing equipment.
b. Complete plumbing layout for work required in existing buildings including pipe sizes and plumbing fixture identification.
c. Identify smoke partitions, fire alarm zones and fire sprinkler zones on plumbing drawings.
F. Electrical
a. Show preliminary sizes of major components of the electrical one-line and riser diagrams, including high voltage and normal and emergency distribution equipment.
b. Provide preliminary updated load calculations.
c. Show tentative locations of primary distribution, switchgear/switchboard, engine-generator sets, unit substations/ pad mount transformer, manholes, and other major items. Indicate the electrical equipment (panel boards, transformers, etc.) to be installed in the proposed electrical closets based on the preliminary riser. Show fire alarm risers and locate fire alarm devices.
d. On typical floor plan indicate location and type of lighting fixtures to be used in each space. Show special features such as under floor raceways, power outlets, exit lights, fire alarms and signal system devices, and panel boards. Show typical circuitry of branch circuits including receptacles, lighting and power for one major representative area.
e. Electrical drawings shall show fire alarm zones and smoke partitions.
f. All drawings shall show room designations.
g. Existing or demolition work shall be shown by dashed lines.
Sustainable Design & Energy Efficiency: Submit LEED® Silver Certification checklist. Submit narrative addressing how the design will meet Federal Mandates for sustainability and energy efficiency. Submit ASHRAE 90.1 Compliance Forms for Chapter 5-Envelope, Chapter 6-HVAC, Chapter 7-Water Heating, Chapter 9-Lighting, and Appendix G-Performance Rating and refined ASHRAE 90.1-2007 base-case energy model and as-designed energy model, including all assumptions used, targeting compliance with the 30% energy reduction goal, or exceeding the goal. Submit refined indoor and outdoor water use analysis. Submit lighting calculations including computer-generated point-to-point photometric analysis and narrative for all proposed lighting controls including use of occupancy sensors, daylight harvesting and other energy-conserving strategies as appropriate. Submit preliminary commissioning specifications.
G. Cost Estimating: Final DD submission cost estimate shall be developed with the BIM software.
H. Preliminary Construction Phasing
a. Complete phasing and bid alternates information in written form and/or chart form.
b. Complete pictorial representations of construction period laydown areas for each construction phase accompanied by a Gant chart estimates of major construction milestones.
Design Narrative Report:
c. A written narrative describing the major design features, expected operations and performance. The report shall be divided according to major systems. Key components shall be described individually. Design options shall be described in terms of impacts to project: cost, operational, maintenance and environmental concerns. 6.0 PROPOSED CONSTRUCTION DOCUMENT SCHEDULE
A. A/E shall note that the above schedule is for guidance only. This schedule may be adjusted to meet the needs of the VA Medical Center for obligation of funds and other considerations. The above proposed design schedule is exclusive of government review time.
B. The first working drawing submission (CD-4) is to be a 95% Construction Document Submission, and shall be submitted within twenty (20) days after VA approval and comments of the 80% submission. This submission shall include a set of:
a. Construction drawings prints (2) copies ½ size sets and (1) copy full size drawings.
b. Design narrative report.
c. Marked-up/edited specifications (2 copies)
d. Cost estimates
e. Scope of work
f. Life Cycle Cost Analysis
g. Phasing plan (detailed)
h. All submitted information shall be made available for secure download to the VAMC C. There will be a ten (10) day review of the 95% submission by VAMC.
D. The final design submission (CD-5) is to be a 100% construction document submission and shall be submitted within twenty (20) days after VA approval of the 95% submission. This submission shall include a set of:
a. Construction drawings prints (3) ½ size sets; (1) full-size set
b. Edited specifications (2 copies)
c. Detailed final cost estimates
d. Detailed scope of work
e. Detailed life cycle cost analysis
f. Commissioning Plan
g. Detailed phasing plan
h. All submitted information shall be made available for secure download to the VAMC E. There will be a ten (10) day review of the final submission by the VAMC and VACO. Any additional comments shall be incorporated into final documents (CD-6). Provide six (6) sets of copies/prints submitted within fourteen (14) days after VA approval of the final submission as follows:
a. Final sealed construction drawings (3) ½ size sets, (3) Full size sets.
b. Final sealed specifications (3 copies)
c. Final design narrative report.
d. Final cost estimates
e. Final detailed scope of work
f. Final detail life cycle cost analysis
g. Commissioning Plan
h. Specifications and drawings on CD-ROM (complete with all drawing data info including CAD files).
i. All submitted information shall be made available for secure download to the VAMC
7.0 CONSTRUCTION DOCUMENTS SUBMISSION
There will be a first (95%), second (100%) and final submission of construction documents. The requirements of each submission are described below.
7.1 MINIMUM REQUIREMENTS FOR FIRST (95%) SUBMISSION OF CONSTRUCTION DOCUMENTS
A. General:
a. Contract drawings and all related documents shall be fully coordinated, and ready for reproduction for bidding and construction purposes at this review.
b. The A/E shall deliver the original working drawings to the Contracting Officer for signature after review and approval of the review material. The working drawings shall bear the seal of the Registered Architect, Registered Landscape Architect, or Professional Engineers for the design and the principal CIH on project.
c. The A/E shall make any changes to the working drawings, calculate any specifications identified as necessary during the Second Submission review conference.
B. Calculations: Assemble complete computations and engineering data including basis of design, systems narratives, equipment selections, pipe and duct sizing. Recapitulations, from which the basic heat load calculations served, sound attenuation for high pressure systems and computations and like data for this submission. Provide a separate volume for each discipline with an index and numbered pages, bound with removable metal fastenings.
C. Specifications:
a. When the drawings and specifications are nearing completion, the A/E shall furnish the VA with a brief description of work for inclusion in the Invitation for Bids.
b. Submit original, photocopies of VA Master Specification sections to marked-up suit the project requirements and, also, four (4) copies of any sections originated by the A/E. Editing and marked-up of Master Specifications shall easily identify modifications, deletions, and insertions. Specifications shall be typed after the review.
D. Architectural: Submit completed plan, elevations, details and schedules.
E. Heating, Ventilation and Air Conditioning (HVAC):
a. The drawings and calculations shall be complete.
b. Duct sizing and pipe sizing computations shall be complete with system layout and tabulated data.
c. Show complete equipment schedules.
d. Show complete control diagrams.
e. Details, elevations, sections and legends on the drawings are to be completed. Show a section of each critical point in corridors indicating the location and space allocation intended for all ducts, piping, and larger conduits regardless of trade.
F. Structural: Include all structural plans, elevations, sections, details, schedules, and general notes necessary to complete the drawings.
G. Plumbing and Sanitary:
a. Submit complete drawings.
b. All piping shall be drawn and all pipes sized.
c. Submit legend, notes, details, plan views and sized riser diagrams, equipment, etc.
H. Electrical:
a. Submit complete electrical plans.
b. On drawings, show outlets circuited all motor outlets, complete riser diagrams, switchboards, panels, and feeders. Show panel and switchboard schedules for all equipment with sizes of mains and branches determined.
c. On detail drawings, show symbols, lighting fixture details and construction details.
d. Electrical floor plans shall be complete with panel location and major components located.
I. Sustainable Design and Energy Efficiency: Submit final documentation demonstrating LEED® Silver Certification. Where proposed Credits will not achieve all federally-mandated strategies for sustainability and energy efficiency, submit documentation showing compliance with federally-mandated strategies. Submit final ASHRAE 90.1-2004 base-case energy model and as-designed energy model based on the Construction Documents, including all assumptions used, demonstrating compliance with the 30% energy reduction goal. Submit final models for all other systems. Submit final commissioning specifications.
J. Phasing:
a. Complete phasing and bid alternates information in written form and/or chart form.
b. Complete pictorial representations of construction period laydown areas at for each construction phase accompanied by a Gant chart estimates of major construction milestones.
K. Estimating:
a. Follow the same general instructions as first working drawings submitted.
b. Furnish additional details to the estimator, as design progresses, to show sub-headings under each major numerical heading.
c. Show unit quantity, unit measure, unit cost, and total cost of labor and material for sub-heading.
d. Show a subtotal of labor and material for each sub-heading.
e. Show taxes and insurance on labor.
f. Show sub-total of the total cost.
g. Show applicable sub-contractor's mark-up as a percentage of cost.
h. Show total cost of each sub-heading.
i. Show total estimated cost of each major heading.
j. Show summary of major headings.
k. Provide Data Sheets.

L. Asbestos Abatement
a. Drawings shall be complete and show containment areas, suggested location(s) of decontamination facilities, negative pressure (HEPA) units, building/site access routes, all piping/equipment requiring stripping of asbestos contaminate insulation, rounded-off quantities, etc.
b. Specifications shall be completed.
c. Show phasing as it relates to rest of the project.
M. Comments: Incorporate all comments shown on the 65% design review.
N. Design Narrative Report: A written narrative describing the major design features, expected operations and performance. The report shall be divided according to major systems. Key components shall be described individually. Design options shall be described in terms of impacts to project: cost, operational, maintenance and environmental concerns. M. Design Narrative Report
1. A written narrative describing the major design features, expected operations and performance. The report shall be divided according to major systems. Key components shall be described individually. Design options shall be described in terms of impacts to project: cost, operational, maintenance and environmental concerns. A/E recommendations shall be included along with rationale. The narrative shall include an executive summary, support standards, and analysis calculations.
7.3 MINIMUM REQUIREMENTS FOR FINAL SUBMISSION
A. General:
a. Complete any corrections noted from the previous submissions.
b. Contract drawings and specifications and all related documents shall be completed, fully coordinated and ready for reproduction for bidding and construction purposes.
c. The A/E shall deliver the original working drawings and specifications to the Contracting Officer. This shall be in the form of an electronic drawing files (DWGs and PDFs), hard copy and CD-ROM of the BIM Model.
d. When requested, the A/E shall deliver three (3) reproduced drawings and specifications to the Contracting Officer. The sets shall be collated, bound and ready to issue for bids. The Contracting Officer will provide the legal portion (front section) of the specification prior to reproduction. The three (3) sets of construction documents are in addition to necessary review submissions. The A/E shall also provide one complete electronic set of drawings and specifications.
e. Submit a final cost estimate utilizing the BIM software of construction costs for the project, estimating to further clarify changes or modify previous estimates based on projected construction award date.
f. A/E interior designer shall submit final finish board or 3-ring binder of finish samples labeled with manufacturer’s data and referenced to finish schedule. Coordinate with VA Interior Designer on submission requirements.
g. Architect to provide a minimum of 3 renderings of the project from the street showing, the addition and enough of the existing architecture and site to express the design and how that it complements the existing architecture. Renderings shall accurately reflect materials, textures, light and shade, and site context.
8.0 CONSTRUCTION PERIOD SERVICES
A. Contract Procurement:
a. Attend contractor's Pre-Bid site visit and respond with recommendations to any questionable items. If necessary, develop amendments or assist with project procurement. A written response is required.
b. Attend one (1) pre-construction meeting, meeting after award of construction contract.
c. Attend one (1) commissioning/project schedule coordination meeting after award of construction contract (telephone attendance mandatory, site attendance optional).
B. Construction Administration and Submittal Review:
a. The A/E firm shall review and respond to all: submittals, change orders (construction materials and equipment and proposed by the contractor for use in construction of this project), commissioning reports, equipment startup reports, functional test reports, and commissioning issue reports. All submittals and change order proposals will be reviewed for compliance with the specifications and reasonable costs and returned to Engineering Service within five (5) calendar days after receipt.
b. The A/E shall support commissioning inquiries related to the designed mechanical, electrical, plumbing, fire protection, lighting, and other building systems included in this project’s scope. Where required by the commissioning authority, the A/E shall actively respond to design intent clarification requests that occur while inspecting and testing the systems as outlined in the LEED® Reference Guide and per applicable ANSI/ASHRAE Standards and the Commissioning Plan developed during design.
c. As directed by the VA, the A/E shall provide review commentary for functional testing and startup issue troubleshooting.
C. Site Visits (In addition to site visits listed in Item ‘A’ above):
a. The A/E shall visit the site at the request of the Contracting Officer to answer technical questions and/or provide clarification to documents due to errors or omissions at no additional cost to the government. These meetings will not count against required meetings set forth below.
b. One Pre-Construction site visit. Attend and assist with site inspections at the 25%, 50%, 85%, and final inspection of percent complete for all project phases. 4 visits total.
c. Spot checking of contractors progress (Intermediate Inspections) based on Four- (4) hour site visits when requested by the VAMC contracting officer. These meetings may also be used to answer technical questions and/or develop minor changes due to site conditions, etc. This is in addition to item C.a and C.b above.
d. 50% Completion – One team visit.
e. Final inspection of construction – One team visit.
f. Post-construction, final commissioning report meeting (telephone attendance mandatory, site attendance optional).
D. Commissioning Support:
a. Provide procurement selection criteria and a written scope of work for procurement of a construction phase commissioning authority upon VA request.
b. Participate in commissioning project meetings (i.e. Pre Bid, Pre Construction, Cx kick-off meeting, Acceptance Testing Meetings, Lessons- learned project t close-out meeting). Remote attendance is permissible with CO approval.
c. Coordinate commissioning plan efforts and answer design questions of project commissioning authority.
d. Review and respond to commissioning agent inquiries, comments and recommendations (i.e. project progress meetings, Site Visit Reports, Pre-functional checklists, Functional Test Procedures, TAB reports, Issues Log, Start-up test reports, Operations and Maintenance Manuals, Systems Manual, Final Commissioning Report, Cx Training materials, and seasonal testing reports )
e. Provide systems diagrams and other appropriate data to the Commissioning Agent in electronic format for development of a Systems Manual.
f. Provide and report resolution of any issue identified as a Design Issues.
E. As Built Drawings:
a. The A/E shall modify design drawings based on marked drawings supplied by the contractor and are to be verified by the A/E in field. As-Builts to include all addendums and Bulletins issued by the VA and the A/E during construction. The changes shall be incorporated into the final BIM Model with the revision documented on the title block as appropriate. These changes shall be bubbled and dated. The A/E is to reformat the drawings based on the VA layering system before final submission. The A/E will receive these required layer standards under a separate cover. A reproducible hardcopy and the electronic model of the “As-Builts” are to be submitted to the COTR on CD-ROM. Any approved shop drawings with major differences from contract drawings, supplemental agreements processed change orders, etc., shall be incorporated. The A/E shall obtain master INDUS drawings and revise/update per VA PG-18-4 VA CAD standards and the VA National CAD Standard Application Guide.
b. The A/E shall deliver completed as-built drawings no later than construction close out.
9.0 PRIVACY TRAINING
A. VA Privacy and Information Security Awareness and Rules of Behavior Course (text version) must be completed by all contractors and subcontractor employees assigned to VA accounts prior to delivery of service and annually thereafter as long as the contract is in place.
