Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 04, VA Pittsburgh Healthcare System

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This purchase is for SPiN thoracic navigational system that allows for transthoracic and endobrochial biopsies. Estimated value: $149,900.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The SPiN Thoracic Navigation System is a minimally invasive electromagnetic navigation system that allows physicians to biopsy lung nodules either endobronchially or percutaneously for the potential early diagnosis of lung cancer. It is an endoscopic, electromagnetic navigated bronchoscope that allows for more accurate localization and biopsy of small, peripheral lung nodules that are outside of an airway. The SPiN system is the only system that offers a both radial and linear EBUS. This purchase will improve yield of lung cancer diagnosis for small, peripheral nodules.

4. Description of market research conducted and results or statement why it was not conducted: VIP shows several VOSBs/SDVOSBs under “thoracic navigation” but this equipment is manufactured by Olympus, which has an exclusive SDVOSB partnership with Alliant. FPDS example shows Alliant has fulfilled this exact requirement for VA. Items are not on GSA or NAC. Recommend unrestricted competition.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
