(i) This is a combined synopsis/solicitation for BREAST BIOPSY SYSTEM, BRAND NAME OR EQUAL, as prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A firm-fixed price purchase order is anticipated.

(ii) The solicitation number is 36C24418Q0189and is issued as a request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95

(iv) This solicitation is set aside 100% for Small Businesses and the associated NAICS code 339112 has a small business size standard of 1000.

Statement of Work Summary The Corporal Michael J. Crescenz VAMC Diagnostic Imaging Department is in need of an Imaging/Biopsy machine for the Mammography section. Currently these studies are being referred to the community and are quite expensive. It would be a better standard of care and more fiscally responsible if these studies and procedures were conducted in house instead of referred to the community.

Project Scope This SOW covers the following activities and deliverables. The scope of work is delivery of a quantity of one (1) breast biopsy system with imaging technology, one (1) breast biopsy system reusable driver, one (1) breast biopsy system adapter, one (1) standard mammography chair, and one (1) trade in for our current DBI Table. The specifications required are described in the vendor’s quotation and technical specifications attachment supplied. The expectation of the vendor is to install the equipment, configure the equipment and ensure that it is functional and working properly upon delivery.

Salient Features

· Reusable device driver and disposable biopsy needle

· A new, variable aperture design

· Integrated pain management

· Advanced, touch-free tissue handling during and post biopsy

· Physician-inspired user interface

· Remote system control

· Interactive setup and system-aided troubleshooting

· PACS integration

· Wireless connectivity

· System components for vacuum-assisted breast tissue biopsy

· System components for x-ray generation and image acquisition under stereotactic X-ray or tomosynthesis image guidance.

· User interface for data entry, patient selection, and image acquisition and review is on the imaging display.

· Biopsy device driver is electromechanical component powered by the console.

· Device driver propels the rotation and the advancement of the cutting cannula in the biopsy needle.

· Device driver also arms and fires the biopsy needle.

· Biopsy chair includes adjustable backrest (0-90degrees), arm supports, and headrests, lateral back support, electronic lift, three position braking system, max patient weight of 330 lb, and standard one-year parts and labor warranty through original manufacture.

· Additional features available on the technical specifications attachment.

Key Assumptions The Contractor will be paid the full amount once all work has been completed and the VA confirms the delivery and install are acceptable.
