Correct FCA Electrical Deficiencies – 693-13-115
General Note Regarding Working Hours:
*All work that is outside with regard to duct banks, near parking lots, and buildings should be done after hours (3:30PM to 12:00AM). The only outside work that may be performed during normal working hours is the area by Wilkes Wood as it won’t disturb operations of the medical center.
(Reference Drawing E107: The area to the southeast of parking lots L and M over to new manhole #8 can be performed during normal working hours). Interior work shall be done after hours, 3:30PM to
12:00AM.
1. There is a note for repairing an oil leak on the transformer?
A. This has been revised under the amendment 1 drawings to a replacement of the transformer.
2. For excavation, has there been rock identified on a geotech report?
A. The geotechnical engineering report is included with the specifications document.
3. For 15k switchgear and cabling replacement how is it to be carried out?
A. The design intent is to install the new 15kV duct banks, cables and switchgear prior to replacement of existing cables in existing duct banks. All tie-ins, switchovers or terminations to existing downstream distribution equipment will be performed during scheduled weekend shut downs .
4. What are the requirements for NFP-70E and live work?
A. There will be no live work, all equipment, feeders, branch circuits, etc. must be de-energized.
5. What should contractors do with existing MC branch wiring?
A. Existing branch circuit wiring that is type MC or Type HFC shall remain in place. All new branch circuit wiring and conduit shall be as per the specifications.
6. Are some of the basement closet panels critical? Will there need to be back-up plan for generators?
A. Yes, some of the panels are critical but there are not any patient care areas in the basement area, so no generators will be required. Like the other power panels in the existing closet shutdowns for crossovers and tie ins will be coordinated with the VA for off hours or weekends.
7. For the arc flash, what type of software is used?
A. The existing arc flash data available that will be available to the contractor was performed with SKM Power Tools Software.
8. On Solicitation page 5 of 54, “Normal Work Hours” are identified as 3:30 PM to 12:00 AM, Monday through Friday and weekends for major electrical site utility work, excluding national holidays. On Solicitation page 8 of 54, “Contractor Normal Work Hours” are identified as 8:00
AM to 4:30 PM, Monday through Friday, excluding federal holidays.
A. Refer to General Note Regarding Working Hours above.
9. Can you provide a contact/company for the sprinkler quote that are talked about in the drawings?
There are no specific contact/companies that are authorized vendors of the Wilkes-Barre VA
Medical Center. Fire protection contractor qualifications are as follows:
1. Qualifications:
a. Provide a copy of the installing contractor’s fire sprinkler and state contractor’s license.
b. Provide a copy of the NICET certification for the NICET Level III or Level IV Sprinkler
Technician who prepared and signed the detailed working drawings unless the drawings are stamped by a Registered Professional Engineer licensed in the field of Fire Protection
Engineering.
c. Provide documentation showing that the installer has been actively and successfully engaged in the installation of commercial automatic sprinkler systems for the past ten years.
10. The new sub CH-1 shows new conduit and wire to building 11 to 800 amp CB, chiller mcc, and chillers 1 and 2…Can you please provide a drawing showing locations of equipment so that we can scale off lengths?
Reference Drawings E108 and E109: Delete the requirement for replacement of new conduit and wire from new unit substation CH-1 into Bldg 11. The existing conduits and feeders will remain in place and will be re-terminated on the new unit substation secondary switchboard circuit breakers.
11. Drawing asks for communications cable to be ran through boiler building 11… Can you please provide a drawing showing location of this room to be able to figure out conduit and wire lengths?
For the communications cable requirement please include 120 linear feet of 1” galvanized rigid steel conduit, 6-90 degree elbows, 3-6”x6” pull boxes (indoor), and supports as per NEC requirements.
12. They have in the spec about alternate 1 as being a cost for sub CH-1 switchgear... the original drawings before addendum 1 called out for this gear just to be painted and new high voltage feeder to it… Then, the addendum 1 came out and had this as being new gear and new feeders, wire to the 2 chillers a 800 amp CB, and a mcc nothing on drawing saying it was an alternate .
My question is if the VA does not take the alternate, what is the scope of work to be included in base bid?
As a clarification: Alternate No. 1: The replacement of unit substation CH-1 is a bid deduct therefore the replacement should be included as part of the base bid. No new conduit and feeders are required under either the base bid or alternate no. 1 as per the response to question 10 above.
