The purpose of this Amendment #A0001 is to provide answers to the following questions and to make an update to the the Statement of Work (SOW), 52.212-1 - Instructions to Offerors, and the SF 1449 which are included herewith.

Question 1: OEM’s do not offer training to 3rd party repair companies, (we are their competition), therefore will this be a disqualifier if the contractor does not provide these certifications?

Answer 1: There has been an update to the training and certification required. Contractors shall be ISO 9001 and ISO 13485 certified, and the OEM certification requirement is removed.

See changes to the SOW and 52.212-1 below.

Question 2: Would an ISO certification exempt us from needing the OEM technician certification due to the fact that the ISO certification holds us to the same OEM standards to qualify for certification?

Answer 2: There has been an update to the training and certification required. Contractors shall be ISO 9001 and ISO 13485 certified, and the OEM certification requirement is removed. See changes to the SOW and 52.212-1 below.

Question 3: Is the VA looking for a pricing schedule for repairs or an all-inclusive pricing for all the equipment?

Answer 3: We are looking for pricing that encompasses all repairs for all the equipment.

Question 4: Referencing the solicitation document, can you please confirm the number of endoscopes (52 vs 57) as well as the number of option years (3 vs 4)?

Answer 4: There are 57 endoscopes and 4 options years. Please see the SF1449 correction below.

Statement of Work Update: Section 3, Qualifications

Original:

The contractor shall provide certified technical personnel or Field Service Engineer (FSE) certified in servicing all equipment listed, for a minimum of two (2) years, prior to award. The personnel shall have received service training from the original equipment manufacturer (OEM) 36C24225Q0022 specifically on the model(s) listed and shall provide certification of specific training to the COR and Contracting Officer (CO) upon request.

Updated:

The contractor shall provide certified technical personnel or Field Service Engineer (FSE) ISO 9001 and ISO 13485 certified and shall provide documentation of certification. A minimum of two (2) years experience servicing the required endoscopes, prior to award, is required. The personnel shall have received service training from the original equipment manufacturer (OEM) 36C24225Q0022 specifically on the model(s) listed and shall provide certification of specific training to the COR and Contracting Officer (CO) upon request.

52.212-1 – Instructions to Offerors Update: Section (b) 2

Original:

A technical capability statement that clearly and concisely describes how the offeror will provide the required services without parroting back each section of the statement of work. This should be a maximum 5-page technical capability statement demonstrating the Contractor’s technical capability to meet all the requirements of the statement of work. See Provision 52.212-2 for evaluation criteria. This should include the following:

(a) Contractor shall discuss proposed schedule to meet all the requirements of this solicitation.

(b) Contractor shall be certified in servicing the equipment listed for a period of no less than two

(2) years prior to award.

(c) Contractor shall provide name, address, contract size, and a point of contract of all past experience for reference.

(d) The contractor’s representative shall have received service training from the equipment manufacturer specifically on the models listed. (e) Contractor shall provide evidence of current applicable certifications from the Original Equipment Manufacturer (OEM).
