About this file
This document is a justification for a sole source award of a federal contract. The contract is for WaveMark RFID-enabled smart cabinets to be used at the Manhattan VA Medical Center. The total estimated value of the contract is $378,772. The period of performance is 60 days from award. The justification for restricting competition to WaveMark is that their RFID cabinets are already integrated with and match the configuration of existing medical equipment at the facility. A change to a different brand would not be cost effective and could introduce barriers to care. The contract was awarded sole source to WaveMark on August 30, 2021 under solicitation number 36C24221Q1346 for the products and services described.

Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): This is a brand name-only request for the WaveMark RFID Cabinets. The purchase of RFID Smart Cabinets for the new construction Hybrid Operation Room (OR) suite at the Manhattan VAMC is needed urgently. These RTLS cabinets will match the configuration of the current IR suite and the Cardiac Cath-lab with seamless tracking of inventory supplies. In addition, the purchase will include the Point of Use Station, licenses, and all necessary accessories, including tags, dividers, and interface cables.
Precise measurements of the HF3000-series smart cabinets have been taken and planned accordingly to the design of the hybrid OR procedure room and the clean storage room with data and power requirements taken into consideration during construction.
The WaveMark RFID Cabinets are currently in use at the Interventional Radiology Suite (IR suite) and the Cardiac Cath-lab facilities, and they require additional RFID Cabinets to support their mission. Wavemark RTLS cabinets are also the standard smart cabinets they have been using in their IR suite and Cath-lab to ensure proper inventorying of high-cost supplies such as catheters.
The integration between the RTLS servers has already been set up and seamlessly integrates

To remove or overcome barriers to competition in future acquisitions for this requirement, the agency would have to replace all the existing medical equipment, furniture, and alteration to the current Hybrid Operation Room for the Manhattan Campus VAMC. The time, cost, and installation to use different brands would not be cost-effective. Therefore, no other source can provide the proprietary components required to meet the Government’s needs. CO will continue to monitor the market.
