1. Can you please confirm the new FTE requirement? The previous Sources Sought and Pre-Solicitation indicated up to 5 FTE’s providing Sterile Processing services to the 2 locations. Can you please confirm that one (1) FTE is all that is required and whether or not this 1 FTE will be assigned to work both locations or just a single location? If just a single location is requesting the services which location Manhattan VA campus or the Brooklyn VA campus? If multiple campuses are requesting service by a single FTE will the VA consider adding a mileage stipend to support commute efforts?

Per our SOW, contract SPS techs will be requested on an as needed basis. The VA can call up to 4 techs a day to work at Manhattan and Brooklyn. The Government will not add a mileage stipend for commuting efforts. Please note that our facility has ongoing recruitment efforts so needs will fluctuate.

1. I’m drafting the proposal for the RFQ cited above but don’t see answers to questions that will be key to our response. Will those be posted soon on SAM.gov and if so, can we expect an extension in case I need to adjust the narrative? Yes, the due date is extended to July 28, 2021 at 5:00PM EST.

1. Is there an incumbent for the contract-yes and if so what is the current total contract value? Please submit FOIA request. Which wage determination class code is expected for these positions? Wage Determination No.: 2015-4187 Code 01410

1. Is there historical data available to let us know which shift(s) and location requires the most support from the temporary SPTs?

With the current contract in place (From 8.2019 to current), we have not used contracting techs at Brooklyn VAMC. For Manhattan VAMC, there have been many occasions that we have used up to 4 techs on a given pay period. To provide clarification for the new contract requirement, it is estimated that we will be requiring 1 FTE for Brooklyn VAMC and 3 for NY VAMC.

Estimated Shift Requirements:

Brooklyn VAMC – Mon to Fri 11 am to 7:30 PM NY VAMC – Mon to Fri – variable shifts (mostly mid shift and evening shift) and as needed.

1. May we submit completed CPARs in lieu of PPQs? Please seek PPQs before CPARS

1. Would the government like the proposal submitted all together in one volume or separate volumes? (e.g, I-Technical, II-Past Performance, III - Price) Separate volumes are preferred.

1. 1--Page 55 of the solicitation states: "Submit (1) redacted and (1) un-redacted file for technical capability (Factor I & Past Performance (Factor II) a detailed description of the work performed." What data does the Government want bidders to redact in the redacted versions of these files? Any information that identifies the offeror/Vendor.

1. Is this a Lowest Priced Technically Acceptable (LPTA) solicitation? No, see E.5 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014).

1. Page 20, section E.1 states: "The Contractor shall run a background investigation on all contracted personnel before submitting them for consideration of a contract at VA NYHHS Facilities and submit the results with the applicant’s profile." It is illegal to run background checks on individuals without first offering them the job/issuing an offer letter and obtaining their signed consent to undergo a background check. Can the Government change this requirement or change the phrasing of this requirement to make it clear the Government is not asking for background checks to be run contrary to Department of Labor (DOL) and state background check regulations? Background investigations are initiated after the contract is awarded.
