(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Include DUN & Bradstreet number on all quotes. The Department of Veterans Affairs, Buffalo, NY has a request to procure Shuttle Buses.
(ii) The combined synopsis solicitation number is VA242-20-Q-1222. It’s issued as a Request for Quotation.
(iii) This combined synopsis solicitation RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2005-89 (7-14-2016).
(iv) The combined synopsis solicitation is 100% Set-Aside for Small Business. Offeror shall provide evidence of being an Authorized Reseller (Distributor) for product offered. This can be substantiated with a link to Manufacturer’s web site that supports offeror’s distributorship or other proof from the manufacturer.
The NAICS is 336211 (please include NAICS code if different). Note, Interested Veteran Owned Small Business Quoter must be listed and certified in www.Vetbiz.gov. All vendors must be registered in System for Award Management (SAM) www.SAM.gov prior to being considered for Award.
Award will be made as a Firm Fixed Price contract.
(v) FBO destination See attached SOW, includes required salient characteristics.
(vii) Contractor shall deliver all equipment to the Bath VA Medical Center, 76 Veterans Avenue, Bath, NY 14810.

(a) Definitions. As used in this clause— “Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—

2. Contract Title: The Department of Veterans Affairs, Network Contracting Office 2 and the VAWNYHS anticipate a new, limited source (brand name) firm fixed procurement action for four (4) Frontrunner Low Floor Busses Mod# 083 manufactured by New England Wheels.
3. Background: The VHA Buffalo Medical center Transportation Department requires four (4) Frontrunner Low Floor Busses, Mod# 083 to replace two aging fleet of current buses that are at/near replacement dates.
4. Scope: The equipment and supplies to be provided are four (4) new Frontrunner low Floor Busses, Model# 083, manufactured by New England Wheels and available through contract
Please see section 5 Salient Characteristics for specific technical details and requirements.
5. Salient Characteristics: Only vehicles that have passed the FTA Altoona test shall be considered (5 year/150,000 mile test). The specific vehicle selected achieved a 91 out of 100 on the evaluation.

8. Performance Monitoring: Contact with the vendor will continue after the equipment is purchased and delivered to ensure vehicles are operating correctly. The VHA Buffalo Medical Center Transportation Department will ensure all vehicles are delivered with all components/accessories and properly operating as part of the acceptance process. Final acceptance will be provided to the VHA Buffalo Medical Center Acquisition Utilization Specialist Ian bush, 716-862-8681, ian.bush@va.gov by verification of receiving report.
