Synopsis:
Please note that this is not a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, James J. Peters VA Medical Center, Bronx, NY, is conducting market research to find qualified vendors to provide tree removal and pruning services. Please see the draft statement of work attached.
Please see draft statement of work for full description. The North American Industry Classification Systems (NAICS) is 561730; the size standard is $8 million. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should be provided in a capabilities statement which includes: 1) Offerors name, address, point of contact, phone number, and e-mail address; 2) Offerors interest in bidding on the solicitation when it is issued; 3) Offerors capability to perform a contract of this magnitude and complexity and three examples of comparable work performed within the past five years with a brief description of the project, customer name, and dollar value of the project) ; and 4) Offerors Business Size (Large Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a)) and DUNS number. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM) (see internet site: http://www.sam.gov).
Responses to this notice must be submitted in writing (email) and received by July29, 2020 at 2:00 PM EST. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. STATEMENT OF WORK
James J. Peters Medical Center
Introduction and Background
The Department of Veterans Affairs (VA) James J. Peters VA Medical Center (JJP-VA) has a requirement to have a vendor remove (35) dead trees and prune (19) trees on located on VA property. This is to avoid possible incident/injury to veteran’s, patients, staff, visitors and general public.
Objective
The VA James J. Peters Engineering Service is requesting the procurement of labor, materials, and equipment necessary for the removal of dead trees and pruning on Webb/Sedgewick Avenues.
Specific Requirements
1. Contractor will have a team of (10-12 min.) landscapers required to do removal/cutting/pruning of trees.
2. Contractor will be escorted by VA Police Security.
3. The contractor shall provide his own storage for materials. The VA is not responsible for loss of tools, materials, equipment, etc.
4. The Contractor is responsible for any damage caused by his employees. All damages shall be repaired and/or replaced at no additional cost to the government.
5. Contractor shall submit schedule to VA for approval. The Contractor shall not perform any work on utility services without prior coordination with COR and VA Engineering Team. The contractor shall not interfere in any way with Hospital operations.
6. In the performance of all work, the workers must be in compliance with safety regulations governing worker safety (OSHA: 29 CFR 1926 Safety and Health Regulations for Construction; NFPA, Life Safety Codes, etc.).
7. All work will be done during hours 8a-4pm as provided by the VA James J. Peters Engineering Service. Monday through Friday.
General Requirements
1. The contractor shall be required to have VA issued identification badges for all of his/her personnel working on VA property. Anyone observed without VA identification will be asked to leave VA property. No VA identification, no work, no exception.
2. There will be no smoking at this facility except in the smoking shelter, located in the rear of the facility. No exception. Those caught violating this requirement will be required to leave the facility and/or be escorted off the facility by Police.
3. The contractor is responsible for obtaining his/her own vehicle parking.
4. Vendor personnel must complete VA “privacy and information security awareness training”. This is a mandatory training for all VA and non-VA employees working at this facility. This training must be completed annually. Completion certification must be provided for each employee that will be onsite, if applicable.
5. The contractor shall ensure that his/her personnel conduct themselves in a professional manner; i.e., no profanity; proper attire; no discourteous behavior to VA employees, etc.
6. In the performance of all work, the workers must be in compliance with safety regulations governing worker safety (OSHA: 29 CFR 1926 Safety and Health Regulations for Construction; NFPA, Life Safety Codes, etc.). The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work and hold the Contractor in default.
Safety
· Contractor is responsible and shall continue management and implementation of a safety and health program throughout duration of the repair.
· The Contracting Officer and VA staff reserve the right to suspend work when patient, staff and contractor's safety and health program is inadequate or non-complying.
· Contractor shall provide all Personal Protective Equipment for the workers as per the requirement of the site. Work will be stopped in case the proper protection equipment is not found with the workers and the lapse of time shall be at the Contractor’s expense.
Acceptance Procedure
The Contracting Officer’s Representative (COR) will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. No invoices will be processed for payment prior to the completion of POC inspection.
