This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC_2020-04 01-15-2020.

The associated North American Industrial Classification System (NAICS) code for this procurement is 339112, with a small business size standard of 1,000 employees.

The VA Healthcare System – NEW YORK HARBOR VAMC, Manhattan Campus is seeking the purchase of Solaire Overhead Track Storage System racks for their The Sterile Processing Service.

All interested companies shall provide quotation(s), for the following (please note this is Brand Required equivalent items cannot be quoted):

Supplies

The purpose of this procurement is to obtain high density storage racks, including miscellaneous related furniture and accessories, white glove delivery and installation services. The requested racks are the QUICK!TRACK – Overhead Track Storage System racks. The QUICK!TRACK overhead track storage systems instantly double storage space economically. They are designed to provide quick access to instruments and trays, maximize floor space, and allow air and light circulation throughout the system.

The vendor will furnish, assemble and install the following requirements

Installation

MATERIAL SPECIFICATIONS

• Posts: 1” diameter stainless steel

• Shelves: wire, stainless steel

• Guide Bar: stainless steel

• Guide Blocks: polyethylene

• Casters: 5” polyurethane

• Tie Bar: stainless steel

Other requirements:

· Conduct a mandatory site walkthrough with VA staff to acquire requirements for the installation of the QUICK!TRACK Overhead Track Storage System. Some modifications might be required due to height restrictions, shelf spacing, etc. Also ensure all racks and their locations are ADA compliant.

· Create documentation and drawings for the installations.

· Submit in writing results of the on-site walkthrough and the project requirements set forth by VA NYHHS Engineering Service and Patient Services staff.

· Furnish and install all necessary equipment to enable storage racks to be functional.

· Warranty the entire installation for a minimum of one year from the date of acceptance.

· Provide a designated supervisor present and responsible in charge on the project site during all phases of the installation.

· Test storage racks for safety and to ensure they are functioning effectively.

· If applicable, provide a project maintenance guide with all manufacturer specific operating and maintenance instructions for all necessary equipment installed. Provide manual with basic system overview and instructions for routine use.

· Provide all labor, materials, transportation and equipment to complete installation.

· It is the sole responsibility of the Contractor to verify all dimensions and take field measurements to confirm that a particular installation effort can proceed.

Award shall be made to the quoter, whose quotation, offers the best value to the government, considering price and other related factors.

The following solicitation provisions apply to this acquisition:

1. FAR 52.212-1, “Instructions to Offerors–Commercial Items” (Oct 2018)

2. FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items” (Oct 2018)

Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.” If paragraph (j) of the provision is applicable, a written submission is required.

The following contract clauses apply to this acquisition:

· FAR 52.212-4, “Contract Terms and Conditions–Commercial Items” (Oct 2018)

· FAR 52.212-5, “Contract Terms and Conditions Required to Implement Statutes or Executive Orders” (Jan 2019)

· 52.219-14, “Limitations on Subcontracting (DEVIATION 2019-01) [use in lieu of FAR 52.219-14 for supplies, services and construction if any portion is set-aside for small business and contract amount is expected to exceed the SAT, includes multiple-award contracts when orders may be set-aside for small business concerns, as described in FAR 8.405-5 and 16.505(b)(2)(i)(F), includes 8(a) participants]”.

· 852.211-70, “Equipment Operation and Maintenance Manuals (NOV 2018) (formerly Service Data Manuals) [solicitations and contract for technical medical equipment and other technical and mechanical equipment and devices where requiring activity determines manuals are a necessary requirement for operation and maintenance of the equipment]”.

The following subparagraphs of FAR 52.212-5 are applicable:

All quoters, shall submit the following: 1 (one) copy and authorization from OEM (original equipment manufacturer)

This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes, must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

OR

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"

quoter shall list exception(s) and rationale for the exception(s).

Submission shall be received not later than 1500 hours EST 07/21/2020 to Steven.abbey@va.gov Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). e-mailed quotes will be accepted.
