Synopsis:
Please note that this is not a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, James J. Pers VA Medical Center, Bronx, NY, is conducting market research to find qualified vendors to provide chiller repair.
Please see draft statement of work for full description. The North American Industry Classification Systems (NAICS) is 238220; the size standard is $16.5 million. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should be provided in a capabilities statement which includes: 1) Offerors name, address, point of contact, phone number, and e-mail address; 2) Offerors interest in bidding on the solicitation when it is issued; 3) Offerors capability to perform a contract of this magnitude and complexity and three examples of comparable work performed within the past five years with a brief description of the project, customer name, and dollar value of the project) ; and 4) Offerors Business Size (Large Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a)) and DUNS number. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM) (see internet site: http://www.sam.gov).
Responses to this notice must be submitted in writing (email) and received by July 20, 2020 at4:00 PM EST. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. BROAD CHILLER #5 REPAIR
1.1 Scope of work:
This is a service contract for the James J. Peters Veterans Affairs Medical Center, 130 West Kingsbridge Road, Bronx, New York 10468 to furnish all labor, equipment, parts, tools, and supplies necessary to fully repair and service the Broad Absorption Chiller #5 equipment in accordance with standard industry practices for yearly start up, maintenance and repairs.
All repair and service work must comply with the applicable federal rules and regulations, mechanical codes, regulating chiller units.
The Broad Chiller #5 is identified as the following:

1.2 All parts replaced by the vendor must be of correct design and compatible with existing components. Parts are to be installed in accordance with manufacturers’ recommendations. All replacement parts shall be new unless the use of rebuilt or reconditioned items is approved by the James J. Peters VA Medical Center.
2.1 Broad Chiller #5 Repair Service
2.1.1 The contract price shall include the cost of the overhaul and repair work, tools, equipment, and transportation during the service calls for Chiller #5.
a. Charging nitrogen, drain rest waste LiBr solution to drums/container
b. Remove water boxes internal enhance bar to make enough room to access the tubes
c. Charging nitrogen with little positive pressure to prevent air corrosion during whole process
d. Pull out damaged tubes
e. Use sandpaper and rag to clean each tube hole
f. Put all new tube in position
g. Pre-expand each tube in first time to set the correct position
h. Expand each tube again for both side by machine
i. Install LiBr solution regenerator and circulation pump
j. Replace solution isolation angle valve
k. Flush entire machine and drain
l. Clean solution pump strainer, clean Refrigerant water pump strainer –
m. Replace all Vacuum seals for HTG, replace rupture disk
n. Nitrogen pressure testing, leaking hunting –
o. Evacuate machine and purge
p. Hold vacuum 2-3 days for vacuum status verification
q. Weld back the water box internal enhance bar
r. Close all water box, replace the water box gasket
s. Machine internal passivation, fire up machine without water, make internal coating by chemicals inhibitor reaction for 24 hours
t. Cool down machine and vacuum again - Re-commissioning
2.2
j) After Contractor has started the machines and unit is on-line, all temperatures within the absorber, condenser, evaporator and generator must be recorded on the Broad Chiller #5 unit and submitted with a report on the performance of the unit against optimal manufacturer design operational guidance.
k) Contractor shall check the refrigerant level once the system is operational and add refrigerant as required. Contractor shall furnish refrigerant.
l) Service/replace, clean, test, and inspect the main motor starter
n) Perform all repair work on Unit #5 to make it operational, safe, and functioning properly.
3.1. Certified Technicians
Certified technicians are required in the performance of work under this contract. All testing and certifications shall be performed by Broad certified technicians.
3.2 Cleanup and Disposal
1. Housekeeping:
a) The contractor shall maintain a clean work environment, keeping surfaces in the area free of dust and debris. Dry sweeping or compressed air for cleanup is not authorized.
b) At the end of each work period, the contractor shall use a HEPA vacuum to ensure all dust and debris have been properly collected and contained for disposal.
c) If the COR and/or designated representative, finds the area unacceptable, the contractor, at his/her own cost, shall re-clean until acceptance is gained.
2. Disposal of Trash and Hazardous Waste:
a) The contractor shall be responsible for the cleanup and removal of all trash and debris from VA property after the Government’s final acceptance of work.
b) The contractor shall comply with OSHA, EPA, the Department of Transportation (DOT), State, and all other applicable regulations governing the proper handling, disposal, and removal of all waste and debris.
3.3 Testing and Acceptance
All equipment shall be tested prior to the Government’s final acceptance. All testing reports and specification documents must be provided to the Contracting Officer Representative.
3.4 Cost Liability
The James J. Peters VA Medical Center does not assume responsibility and does not bear any liability for cost incurred by a bidder in the preparation and submittal of a bid proposal in response to this request for proposals.
The contractor shall be responsible for the actions of all individuals provided to work for the VA under this contract. In the event that damages arise for work performed by contractor provided personnel, the contractor shall be responsible for all resources necessary to remedy the incident.
The Contractor shall be responsible for ensuring all provided personnel are properly licensed to operate a motor vehicle if operating a motor vehicle on VA property is required.
3.5 Protection of Work and Property
a) The contractor shall continuously maintain adequate protection of all his work from damage and shall protect the James J. Peters VA Medical Center property from injury or loss arising out of this contract. The contractor shall make good any such damages, injury or loss, except such as may be directly caused by agents or employees of the James J. Peters VA Medical Center.
b) The contractor will erect barricades and railings, give warnings, display lights, screens or signs and exercise precautions as may be reasonably necessary to prevent injury or damage, and to avoid inconvenience to pedestrian movements.
3.6 Additional Work
Should additional work be required, which is beyond the scope of this request for proposal but is related to the overall contract, the vendor will be requested to submit a written proposal and upon approval, a purchase order will be issued to authorize the work.
3.7 Performance Schedule
All work shall be performed Monday through Friday (except Federal Holidays), 8:00 AM Eastern to 4:30 PM Eastern
