1. Section 02 83 33.13 part 1 - general 1.1 Summary A Section Includes: Removing and disposal of lead based paint at interior and exterior locations indicated in existing conditions report.
please provide existing conditions report indicated above, specification refers to report that has not been provided by VA.
Response: See attached Regulated Materials Survey Report dated 2020-06-23.
2. On Drawing EP101 at the Cooling Tower and in Sheet Keynote #6 we are directed to provide (4)
Vapor tight Exterior LED Light fixtures on the cooling tower but no spec for a manufacturer or catalog number is provided; please provide the same.
Response: VA does not allow specific manufacturer or model numbers to be included on engineered drawings. Contractor shall take the fixture information provided in keynote 6 and submit a light fixture that conforms to keynote 6 for review by the engineer.
3. On Drawing E601in the existing 480V MCC we are directed to remove and dispose of (2) 25HP and (1) 50HP Starters and replace them with new Starters; does the Owner presently have a particular vendor or supplier who maintains this MCC who we could contact for information and pricing?
Response: Scott testing Inc. maintains the MCC. The drawings call for removal of (3) starters and reinstallation of (1) starter and (2) circuit breakers. The 50-HP starter to be demolished is located in a newer Cutler-Hammer Freedom Series 2100 section of the MCC. The (2) 25-HP starters to be demolished are located in the original Federal Pacific section of the MCC.
4. On Drawing E601in the existing 4160V Substation we are directed to remove and dispose of (2)
200 Amp Fused Switches and replace them with new Switches; does the Owner presently have a particular vendor or supplier who maintains this Substation who we could contact for information and pricing?
Response: Scott testing Inc. maintains the MCC.. The (2) fused switches to be demolished are located in the original Federal Pacific section of the 4160-volt MCC.
5. Pump schedule indicates pumps as being a vertical split case pump. Detail on Dwg M-501 shows a horizontal split case pump. Please provide detail for vertical split case pump.
Response: See attached sketch SKM-01 – Vertical Split Case Pump Detail.
6. Who is the in house ATC contractor? Please provide contact.
Response: Delta Connects, INC. Robert Hermano, 609-860-6600. This information is also on drawing M-801, under controls general notes.
7. Is there a sequence schedule for chiller, cooling tower, & pump removals / installation of new?
Response: There is no mandated construction sequence for the removal and installation of the new and existing equipment. Scheduling of replacements to be coordinated with VA after award.
8. Please confirm that the new chillers are to have variable frequency drives. The schedule indicates a VFD/variable speed operation however the spec refers to a standard starter.
Response: New chillers shall have VFDs per Bulletin #1 drawings.
9. Drawing E-601(Electrical Motor Control details & schedule: Please provide name plate details of the existing Federal pacific 4160V substation & 480V MCC-DN.
Response: See question #2 for information on the newer section of 480-volt MCC-DN. The remainder of the substation is an original vintage Federal Pacific lineup. The 480-volt section if a type RA-3. Additional model numbers are not available or can be provided by the VA if required.
10. Drawing GI002 sheet keynote nos. 2 and 3 states to provide plastic barrier to deck above… --
Please inform what is the deck height and provide construction details of the plastic barrier.
Response: Reefer to specification 01 35 26, section 1.12.
11. Are manometers required for the ICRA work, if yes how many units?
Response: Reefer to specification 01 35 26, section 1.12.
12. Drawing ABT-1 the abatement keynote no.1 is shown at one location only. Please confirm removal and disposal of pipe floor penetration packing is at one location only.
Response: As indicated in the attached Regulated Materials Survey Report dated 2020-06-23, there is only (1) penetration containing ACM.
13. Spec section 01 91 00 and 23 08 00 is for general commissioning and commissioning of HVAC system respectively. Please clarify if all this commissioning work is VA responsibility and confirm that contractor does not have to hire any third-party agent for this work.
Response: The VA, at its discretion, may contract with a third-party Cx agent for this project.
The contractor will be responsible to provide all required Cx support, including pre-functional checks, contractor tests, systems functional performance testing, training, etc. as outlined in
Specifications 01 -91 00, 23 08 00, and 26 08 00.
14. Spec section 02 83 33.13, Para 1.1.A1 states removing and disposal of lead-based paint at interior and exterior locations indicated in existing conditions report. – There is no report in the bid documents and no work shown on drawings and specs, please identify on the scaled drawings locations/areas of these lead-based paint or provide quantities, also Para 2 states to use chemical stripper, can this chemical stripper used for both the interior and exterior locations?
Response: Please see attached Regulated Materials Survey Report dated 2020-06-23 for potential locations of lead-based paint.
15. Drawing S-002 Finishes – Flooring note no.1 C states shot blast floor or mechanically abrade floor area… --- is the existing floor paint lead-based paint?
Response: Please see attached Regulated Materials Survey Report dated 2020-06-23. Based on this report the concrete floor paint may contain lead.
16. Spec section 05 12 00 page 3, para 1.4 states AISC certified fabricator and erector is required. Is this correct and mandatory requirement?
Response: An AISC certified fabricator and erector is required.
17. Drawing S-002 Finishes – Flooring note no.2 states ‘Contractor to cover floor with epoxy paint with scattered media’ --- Please provide basis of design or manufacturer’s name and correct name of the paint system.
Response: VA does not allow specific manufacturer or model numbers to be included on engineering drawings.
18. Will VA have their own industrial hygienist for air monitoring for the work of asbestos abatement and lead-based paint removal and disposal? Please clarify in detail.
Response: Contractor shall provide the services of a CIH during all abatement activities per 02 83
33, Section 1.3.D.
19. Spec section 01 45 00 para 3.4 states to have a CQC system manager as one of the personnel requirements. Please clarify if this CQC system manager will be a full-time personnel and whether contractor’s site supervisor can simultaneously perform the duties of this CQC system manager? Also please clarify if there is any other full time personnel required to be hired by contractor for this quality control work, there is an extensive spec section with requirements so please clarify in detail.

System Manager. No other full-time personnel are required for this quality work.
20. Please provide whom is BMS vendor.

1.0 INTRODUCTION
Mabbett and Associates, Inc. (Mabbett®) performed a survey for regulated building materials (RBM) as part of the A/E Design to Replace Both 900-ton Chillers at the East Orange Veterans Affairs Medical Center (VAMC) located in East Orange, New Jersey, VA Project No. 561-18-125. Site survey work was performed on April 30, 2020 by appropriately credentialed regulated building materials inspectors, and consisted of the following activities:
A review of the existing 50% A/E Construction Documents;
An Asbestos Containing Material (ACM) survey of suspect materials (Analysis by Polarized Light Microscopy
[PLM]; and Limited Lead Containing Paint (LCP) sampling (Analysis by atomic absorption [AA]).
The survey was limited to the two 900-ton chillers and associated equipment located on the ground floor of the building and areas anticipated to be disturbed and identified on the 50% construction set drawing, dated March 31, 2020 which was provided to Mabbett prior to the survey. Areas and materials outside of this scope of work were not surveyed by Mabbett.
2.0 ASBESTOS SURVEY
A visual screening inspection was conducted by EPA trained and accredited asbestos inspectors to identify locations of suspect ACM and conceptualize the sampling program. Only areas that were accessible during the field work phase were inspected, with reasonable efforts made during the initial field survey work to access areas as necessary to complete the asbestos survey and sampling program.
Prior to the execution of this survey, provided Chiller Plant plans were examined and VA engineering personnel interviewed to discern the age and condition of existing materials, as well as the renovation history of the areas being surveyed.
2.1 Sampling Methodology
Site inspection work was performed on April 30, 2020, by EPA trained and accredited asbestos inspector Mr. Kevin Donovan. Bulk asbestos samples were collected using EPA National Emissions Standards for Hazardous Air Pollutants (NESHAP), 40 CFR Part 763, and Asbestos Hazard Emergency Response Act (AHERA) protocols. The inspection was limited to areas that may be impacted by the proposed renovation project. Bulk suspect ACM sampling was generally conducted according to the following sampling protocol:
Friable surfacing material:
At least three bulk samples shall be collected from each homogeneous area that is 1,000 ft2 or less.
At least five bulk samples shall be collected from each homogeneous area that is greater than 1,000 ft2 but less than or equal to 5,000 ft2.
At least seven bulk samples shall be collected from each homogeneous area that is greater than
5,000 ft2.
Thermal system insulation:
At least three bulk samples shall be collected from each homogeneous area of thermal system insulation.
At least one bulk sample shall be collected from each homogeneous area of patched area of thermal system insulation.
Sufficient samples shall be collected from elbows and fittings to determine if they contain ACM.
Bulk samples shall not be collected from any homogeneous area where the state licensed asbestos inspector determined that the thermal system insulation is fiberglass, foam glass, rubber, or other non-ACM.

Miscellaneous material:
At least two bulk sample shall be collected from each homogeneous area that is less than 100 ft2.
At least three bulk samples shall be collected from each homogeneous area that is greater than 100 ft2.
Areas that were inaccessible, or where the survey was limited to visual observation only, are identified below:

2.2 Analytical Methodology
The collected bulk samples were submitted under chain of custody (COC) procedures to AmeriSci of Midlothian, VA for polarized light microscopy (PLM) analysis of bulk materials using EPA Methods 600/R-93/116. AmeriSci is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP) and is licensed by the New Jersey Department of Environmental Protection (NJDEP) (Certification No. VA012) for asbestos analysis.
All bulk sample results from this inspection are summarized in Appendix A, Summary of ACM Building Survey Results.
The EPA, Occupational Safety and Health Administration (OSHA), and the NJDEP defines any material that contains greater than one percent (>1%) asbestos as being an ACM. As such, the analytical laboratory identified bulk samples as positive for asbestos that met the regulatory criteria of greater than one percent (>1%) asbestos. Laboratory reports and COC documentation are provided in Appendix B of this report.
2.3 Summary of Asbestos Containing Materials Findings
Mabbett identified ten (10) areas of homogenous materials and collected thirty (30) representative bulk ACM samples. Asbestos sampling locations and results are identified on Figure HA-101. The laboratory reported analytical data indicated that one (1) homogenous material had greater than 1% asbestos and was identified as ACM.

3.0 LEAD CONTAINING PAINT SURVEY
The limited LCP survey included the collection of paint chips from painted surfaces and systems in the areas surveyed that may be impacted by the planned renovation. Seven (7) samples of different homogenous areas of paint were collected during this survey. Paint chip samples were submitted under standard COC procedures to Environmental Hazards Services, LLC (EHS), via AmeriSci. Analysis was conducted using EPA Method SW846 7000B:
Flame Atomic Absorption Spectrophotometry.
The results of the limited LCP sampling are summarized in Table 2, with laboratory reports provided in Appendix C.

The Occupational Safety & Health Administration (OSHA) does not recognize a “safe” level of lead in paint.
Depending on the method of removal used, even trace amounts of lead in paint may result in airborne concentrations of lead during removal. An employer or contractor who disturbs or removes lead paint must comply with OSHA Standard 29 CFR 1926.62, “Lead Exposure in Construction; Interim Final Rule.”
4.0 CONCLUSIONS AND RECOMMENDATIONS
4.1 Asbestos
Identified ACM must be abated and properly disposed of prior to disturbance by state licensed and properly trained contractors. All abatement must be performed in accordance with federal, state and local requirements. Any suspect materials encountered during demolition or renovation activities that were not identified in this report as being non- ACM, should be assumed to be ACM unless sample results prove otherwise. Suspect ACM that may be present within operating equipment, walls, above inaccessible hard ceilings, or in other inaccessible locations, should be assumed to contain asbestos if discovered during any demolition or renovation process or until otherwise verified.
4.2 Lead Containing Paint
The purpose of the limited LCP survey was to identify similar areas of LCP. During the on-site survey, representative samples of similar areas of interior and exterior building coatings were collected and analyzed for lead content. The regulations addressing LCP in non-residential buildings are focused on occupational exposures involved with paint-disturbing activities and related waste-disposal activities.
Occupational exposure to lead during construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction,” as well as other applicable state and local regulations. These regulations involve air monitoring to determine worker exposure levels when disturbing paint containing measurable levels of lead. This LCP survey

However, this report is intended to provide guidance as to the location of LCP so it can be controlled, abated or disposed of properly during this project’s construction related activities. Information gathered during this LCP survey should be used to determine where worker exposures to airborne lead may occur. Additionally, this information should also be used to assess the potential for exposure to workers, and for determining appropriate controls necessary to limit his or her health risks during this project.
A concentration of lead greater than or equal to 0.5 percent by weight or 1.0 mg/cm2 exceeds EPA and HUD residential standards and is considered an indicator of risk. Representative samples of LCP waste to be generated during building renovation, or following demolition but prior to disposal, should be collected and analyzed using toxicity characteristic leaching procedure (TCLP) in accordance with 40 CFR Part 261. Management and disposal of lead containing waste must be done in accordance with all applicable local, state, and federal regulations.
OSHA regulations may require certain procedures for any paint that contains lead, even if it is below these levels. All LCP identified, regardless of the lead content, should either be sampled and analyzed by TCLP and then handled/disposed of accordingly, or segregated from other large-scale debris and then managed as hazardous waste in accordance with federal, state and local hazardous waste disposal regulations.
5.0 LIMITATIONS
This survey report is the result of a diligent and thorough inspection for regulated building materials of the designated areas and materials that may be impacted by the renovation project. Inaccessible areas were not included in this survey. Although a comprehensive inspection of these areas was performed, Mabbett does not claim to have identified all hazardous materials that could be present in the facility (for example, materials potentially located within the inaccessible areas). Mabbett has conducted this assessment with reasonable care and has performed this project in accordance with generally accepted industry standards. There can be no assurances, and Mabbett makes no assurances, that the information, research, and technology used to prepare this report may not change in the future, thus affecting the results reported herein.

The 30 samples contained in zip lock bag were shipped to AmeriSci via UPS1Z5AR1431500259080. These samples were prepared and analyzed according to EPA PLM Method (EPA 600/R-93/116 Section 2.2). The required analytical information, analysis results, analyst signature and laboratory identification are contained in the PLM Bulk Asbestos Report. If TEM analysis was requested for selected samples the gravimetric reduction data (by Sec 2.3) and TEM Asbestos % (by Sec 2.5) are included in Table 1 along with a summary of Asbestos % by PLM for all samples analyzed.
This report relates ONLY to the sample analysis expressed as % asbestos. AmeriSci assumes no responsibility for customer supplied data such as “sample type”, "location", or “area sampled”. This report must not be used to claim product endorsement by AmeriSci, NVLAP or any agency of the U. S. Government. The HUD lead guidelines for lead paint chips are 0.50% by Weight, 5000 ppm, or 1.0 mg/cm². The Reporting Limit (RL) for samples prepared by ASTM E-1979-17 is 10.0 ug Total Pb. The RL for samples prepared by EPA SW846 3050B is 25.0 ug Total Pb. Paint chip area and results are calculated based on area measurements determined by the client. All internal quality control requirements associated with this batch were met, unless otherwise noted.
