The purpose of this amendment is to answer RFI questions from the site visits.

Canandaigua – Back Flow Preventers Project RFI Questions

1) It this a tax-exempt project?

Answer: Yes

2) If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors?

Answer: No

3) Will the VA provide a spot for the Prime Contractor employee(s) to set up an office or should contractors include monies for a temp office, utilities, etc.? We ask this because we know the VA has very little spare real estate.

Answer: Contractor should include monies for a temp office.

4) Can the Superintendent be shared across multiple projects or should they be dedicated full-time to this project and this project only?

Answer: No, IAW Spec Section 01 45 00, para 3.1: The project superintendent maintains a physical presence at the site at all times and is responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer.

5) Can the Superintendent fulfil multiple roles?

Answer: Superintendent may fulfill multiple roles as long as the duties as superintendent are fully satisfied.

6) If so, can they also fulfil the Quality Control Manager role?

Answer: Yes, IAW Spec Section 01 45 00, para 3.4 B: The CQC System Manger is assigned as CQC System Manager but has duties as project superintendent in addition to quality control.

7) What about the SSHO role?

Answer: Yes, IAW Spec Section 01 35 26, para 1.7 C: These Competent Persons can have collateral duties as the subcontractor’s superintendent and/or work crew lead persons as well as fill more than one specialized CP role (i.e. Asbestos, Electrical, Cranes, & Derricks, Demolition, Fall Protection, Fire Safety/Life Safety, Ladder, Rigging, Scaffolds, and Trenches/Excavations).

8) It appears the Superintendent is the only full-time onsite employee of the Prime Contractors management staff. Please confirm this is correct.

Answer: that is correct based on answers above for the Super, CQC, and SSHO.

9) Will the VA allow use of Edge Guard ICRA panels in lieu of the hard wall panels shown in the drawings?

Answer: Class II ICRA’s are anticipated for all locations. Fire resistant Poly barriers are acceptable.

10) Does the VA anticipate this project will require off hours work?

Answer: Off-tour work is not anticipated, although If the contractors means and method impact the veterans and employees, off-tour work may be required per general requirement “O” in the SOW.

11) If so, what trades or scopes will be required to perform off hours work?

Answer: Refer to RFI 10 response.

All Contractors providing a sealed bid must acknowledge amendments on the SF 1449.
