X This is Amendment A0001 for the Replace Air Compressor in the Chiller Plant area of the James J. Peters DVA Medical Center, located at 130 W. Kingsbridge Road, Bronx, NY 10468

The purpose of this amendment is to provide the following:

1. Mandatory Site Visi t Sign in Sheet from 4/10/19 at 10AM

2. VA Responses to RFI's submitted + Clarifications to existing scope and additional requirements (SEE CONTINUATION PAGES)

3. Confirm that the RFP period is closed and no additional RFI's will be accepted or responded to.

4. Confirm that proposals are due on Friday, April 19, 2019 at 4 PM EST.

5. Confirm that all amendments must be acknowledged and signed/submitted with each proposal.

Contractor submitted RFI’s and VA Responses are provided below:

RFI 1: Requesting VA to specify the power source/electrical panel for the new compressor.

VA Response: Power source was to be located and determined by contractor at mandatory site visit conducted. Existing compressors (2) disconnects are located and powered out of the main Boiler Plant Operators office as part of the Motor Control Center.

RFI 2: Please advise if existing wire is required to be replaced.

VA Response: Existing wiring to be replaced, for all wiring needed to support the electrical needs of the 2 new compressors, and ensure a fully functioning, operational system. Specific wiring will depend on electrical requirements of the compressor being supplied. Contractor must field verify all electrical wiring needs, and ensure that there is a continuous run to Motor Control Center power source.

RFI 3: The existing 60 amp rated switch in the Motor control center (mcc) is not sufficient for a new 50 hp compressor. A replacement 100 amp rated switch and a 100 amp location on the mcc is required. Is it the intention of the VA that the replacement would be part of this project?

VA Response: Yes, contractor to include a 100 amp rated switch to replace the 60 amp switch in the MCC.

RFI 4: The solicitation indicates:

“Install Two (2) Quincy QGV50 Variable speed drive (or equivalent), Rotary screw air compressor, Aircooled, 460volt, Base mounted. Each unit must be rated for 255CFM @ 100PSI. “ Please note the Quincy QGV50, 50HP, is only capable of 240psi at 100psi.

Kindly advise if the parameters are correct and the unit should be upsized or if the specified unit is correct and parameters are not correct.

VA Response: The 255 CFM @100 PSI is a typo/error. Contractor to provide 240 CFM at 100 PSI.

*NOTE: Clarification to SOW and additional contractor requirements:

Contractor to comply with all SOW requirements as stated in solicitation.

As field verified at site visit on April 10, 2019, existing electrical service will need to be completely replaced, including but not limited to; wiring, conduit, controls, motor control center, equipment control panel, circuit breakers, local disconnects, amp rated switch as stated in above RFI #3, etc. Contractor is responsible to ensure that new compressor equipment and all pertaining parts is compatible with existing set up, and must make any field modifications necessary to ensure a complete and fully functioning installation. Contractor is responsible for any shutdown required to tie in new units, and provide a minimum of a 48 hr notice for coordination with Boiler Plant personnel and/or VA Electrician.

Contractor must replace all electrical boxes that tie in related power to new compressors, must utilize compression fittings, ensure that all work is UL rated/approved, conform to all NEC code requirements, NFPA requirements, and be compliant with the Buy America Act as specified in FAR Part 25 for all federal procurements (USA made).

The Contractor shall perform training on equipment operation and maintenance to VA Maintenance personnel, as well as provide equipment manuals. The training should be scheduled at least 48 hours in advance to ensure VA personnel can attend the training.

Contractor must firestop any, and all penetrations made or used for electrical runs, etc.
