A.3 SCOPE OF WORK

A.3.1 GENERAL

a) The Bath VA Medical Center 76 Veterans Avenue Bath NY 14810 has a requirement for commercial fire restoration services to remediate a fire and smoke damage in a 6,390 square foot 9 bay garage (building B108). Cleaning shall include the main garage area, mezzanine level, attic, exterior and excludes the welding shop. The vendor shall also clean and deodorize two ambulances. All labor, parts and travel expenses shall be included in the cost of this service agreement. All work shall be done by technicians with Institute of Inspection, Cleaning and Restoration Certification or an equivalent certification. All work shall be completed 30 days after given notice to proceed.

A.3.1.1 HOURS OF WORK

a) Regular work hours shall be defined as Monday through Friday, from 8:00 AM to 5:00 PM, excluding federal holidays. All work shall be performed during regular work hours unless requested or approved by Contracting Officer’s Representative (COR).

b) Federal Holidays are:

New Years Day, Labor Day, Martin Luther King Day, Columbus Day, President’s Day, Veterans Day, Memorial Day, Thanksgiving, Independence Day, and Christmas When one of the holidays falls on a Sunday, the following Monday will be observed as the legal holiday. When holiday falls on a Saturday, the preceding Friday is observed as the legal holiday.

A.3.1.2 MAIN GARAGE AREA

a) The vendor shall install a vapor odor counteracting system for duration of the clean-up.

b) Before commencing work the vendor shall Install 6mil. poly sheeting over all service garage equipment, vehicles, contents and tools during the cleaning services.

c) The vendor shall clean using a HEPA vacuum all horizontal and vertical surfaces to include:

1. All metal roof decking

2. All support beams

3. All exposed conduit, pipes and wires

4. All overhead doors

5. All overhead door openings and hardware

6. All door and windows, hardware and openings

7. All caution lights, exit signs, outlet boxes, switch boxes and electrical panels (Panel Exteriors Only)

8. All shelving units

d) The vendor shall Machine scrub all floor surfaces then steam clean, followed up with a category 3 water extraction of all floor surfaces.

e) The vendor shall deodorize the area using an ozone treatment.

f) The vendor shall HEPA vacuum all contents, vehicles, tools and service garage equipment

g) The vendor shall Clean all contents, vehicles, tools and service garage equipment

A.3.1.3 ATTIC

a) The vendor shall install vapor odor counteracting systems for duration of the clean-up

b) The vendor shall clean using a HEPA vacuum all horizontal and vertical surfaces to include:

1. Top side of all rolled batt faced insulation

2. All roof framing, rafters and decking

3. All exposed conduit, pipes and wires

4. All outlet, switch boxes and light fixtures

c) The vendor shall deodorize area using an ozone treatment

A.3.1.4 MEZZANINE LEVEL:

a) The vendor shall install a vapor odor counteracting system for the duration of the clean-up.

b) The vendor shall HEPA vacuum all vertical and horizontal surfaces to include:

1. All metal roof decking

2. All support beams

3. All exposed conduit, pipes and wires

4. All walls and hand railings

c) The vendor shall machine scrub all floor surfaces then steam clean followed up with a category 3 water extraction of all floor surfaces.

d) The vendor shall deodorize area using an ozone treatment.

e) The vendor shall HEPA vacuum all contents, vehicles, tools and service garage equipment.

f) The vendor shall clean all contents, vehicles, tools and service garage equipment

A.3.1.5 EXTERIOR:

a) The vendor shall clean all overhead doors and openings on side of building exposed to fire

b) The vendor shall clean all exterior man doors on side of building exposed to fire

c) The vendor shall clean all siding, soffits and gutters on side of building exposed to fire

A.3.1.6.VEHICLE CLEANING & DEODORIZATION:

a) Clean and deodorize all interior and exterior surfaces of two (2) ambulances
