VENDOR QUESTIONS (20190724)
1. CLIN 0011 identified labor hours and rates, is the intent for each respondent to utilize the identified hours and rates, or is this an example of how the VA would like us to provide details to how we developed or labor estimates?
The government would like vendors to provide detailed breakdown of the cost for labor and materials when submitting estimates.
2. Since the site visit attendees were unable to inspect the communications closets and existing switches shall assumptions be made that the VA has sufficient PoE capable network switches and available ports to support this contract, or should we assume that new switches will be required to be provided under our response?
Current switches are old and outdated. Vendors should include in their proposal cost for new and updated switches.
3. Does the VA have any concerns with the contractor working outside of normal business hours to accomplish the efforts associated with installing the cabling and cameras? This will assist in mitigating inconveniences to patients and disturbing the commons areas and drop off areas during installation as well as could provide efficiencies on site.
The government is open to vendors working outside of normal hours provided prior arrangements and scheduling are made and approved.
4. It was noted that several attendees to the site visit were significantly late, specifically Johnson Controls and BSA Security. Will these firms be permitted to respond? We documented them being 33 minutes late to the pre-bid, which was permitted to restart to provide them an opportunity to inspect the security office as well as ask questions of the COTR.
There are two police offices on the ground floor in Manhattan – since the police office to meet at was not specified, it was reasonable to believe those firms when they said they were on time but had gone to the wrong office, which is why a 2nd run-through by the COR was done.
5. Is there any specific need to utilize HepaCart mobile containment units for above ceiling work? It appeared a majority of the effort under this contract will take place in commons areas unlikely to affect treatment areas in which above ceiling work may be an issue but use of these carts will significantly impact labor efficiency.
The HepaCart mobile containment unit is required for all sites that may affect patient health and safety.
6. Is the system on the VA Network?
a. If not, is the system to be installed on a separate unmanaged network?
b. If yes, is the VA OI&T supplying necessary network switches / ports?
No, the system is not on the VA network.
7. Is the VA design based only on re-using existing cables?
No
8. Where are the LPR Cameras located?
Throughout the ground floor
9. Please provide camera locations to accurately price labor and cable?
Throughout the ground floor, exits , x-ray machine Pharmacy area window , agent Cashier window , outside front entrance , rear entrance , elevator area .
10. Are the new cameras expected to be powered by POE?
Industry standards
11. Are the new cameras required to be McCain Act Compliant?
Yes
12. Please provide VA electrical system drawings format to determine contractor requirements.
We do not have floorplans with the electrical wiring information nor the camera locations. Engineering can provide the background/plain floorplans but even those drawings may be a little dated due to the construction occurring on the 1st floor. The vendor would have to visit to do a site-survey.
13. SOW states “Provide the source code for the control system to the VA upon completion of project installation.” Please define “source code”. Video system manufactures will provide SDKs to support integrations, but source code is proprietary and may be difficult / impossible to obtain.
Not applicable, statement has been removed from SOW.
14. Will access to the facility site plans be provided prior to the bid?
Yes
15. Will a physical space be provided to allow for storage and staging of project materials on site?
No, space is limited on premises
16. Will parking be provided at the facility for 1 or more contractor vehicles?
Parking is not available on-site. Only Government vehicles are allowed to park in the facility.
17. The Cost Schedule only includes a single UPS unit while requesting 2 workstations and one NVR. Will the VA be providing UPS for the other components?
Existing UPS devices will be utilized.
18. The Cost Schedule includes an Enhanced Decoder. Please provide detail on this component’s use and installation as it was not covered in the SOW or in the walkthrough.
The Pelco Enhanced Decoder creates a scalable monitor wall.
Government is open to alternative equipment.
