Scope of Work
528A5-18-543
Replace Server Room AC at Canandaigua VAMC
1.0 DESCRIPTION
Canandaigua VAMC Engineering Department has a requirement to furnish and install a computer room AC (CRAC) unit for the main campus server room in B37. This new AC unit shall be a bottom discharge, top intake, air cooled, multistage with economizer; sized at a minimum of 35 Tons of cooling. Work includes purchase and installation of a new CRAC Unit and associated outdoor unit, electrical power, and associated programming required to commission the unit.
2.0 GENERAL
A. The contractor shall provide all labor, supervision and materials necessary to perform the task as indicated in the scope of work and drawings.
B. All work is to be performed during normal business hours. If the contractor anticipates that an interruption in the flow of work will occur, approval from the COR must be obtained prior to the interruption.
C. The contractor is responsible for all field measurements; the Government will not be held responsible for bidding errors made or the failure to adequately inspect the job site for existing conditions, dimensions and grades or existing utilities. The contractor is responsible for verifying sizes of openings and required transport route to final destination of CRAC Unit. The contractor is responsible for verifying all utilities through any resource necessary. All bidders are strongly encouraged to inspect the job site prior to submitting bids. The government will not be held responsible for any additional labor or material costs to install unit into final destination.
D. Any existing feature disturbed (removed, damaged, etc.) by the contractor during the performance of this contract shall be restored to similar or better condition by the contractor at the contractors’ expense. This includes all soil, grass, blacktop roads, concrete sidewalks, and electrical fixtures.
E. During the entire duration of work performed, the contractor shall at all times, maintain at least one lane for emergency traffic.
F. The VAMC Project COR shall govern all work done during project duration. Disputes shall be promptly referred to the Contracting Officer, (CO). The contractor will immediately correct any work in which the Project COR deems unacceptable or not in accordance with plans and/or specifications.
G. Contractor is responsible for site security at all times.
H. The contractor will not be allowed to stage material outside of the designated area. All material will be stored in an approved location by the COR.
I. There is a current site work project ongoing in the area of this project and the contractor shall adhere to the safety rules and regulations of the existing site work prime contractor.
2.1 Demolition
A. Contractor is responsible for all costs associated with the demolition of this project, including removal of metals, reclaiming of refrigerant, and any other refuse.
B. Asbestos Containing Material (ACM) abatement is not required on this contract. There may be presence of ACM in certain locations and the contractor is to ensure compliance with all OSHA and NYS Code regulations regarding ACM.
C. The contractor shall remove the existing CRAC Unit and provide a 30 Ton temporary AC unit per specifications.
2.2 Concrete/Masonry
A. Concrete work may include new slab foundation, if the existing pad is not sufficient to support the new unit, then the contractor shall provide an all new concrete pad for the exterior unit. The contractor shall demo and remove the original concrete pad, pinning and joining shall not be allowed.
2.3 Metals
A. Open flame cutting may only be used after approval by the COR.
B. All metal fabrication and anchoring will be submitted to the COR for approval.
2.4 Finishes
A. All linesets shall be insulated with UV resistant insulation and all openings shall be sealed and finished to match the existing.
2.5 Fire Protection
A. All work associated with fire protection requires a minimum of 7 days notification to the COR for coordination with the Fire Department.
2.6 Electrical
A. Contractor is to field verify location of all equipment and submit shop drawings of final location of all equipment; including within the existing electric room in B36.
B. Contractor is responsible for all electrical tie ins.
C. There is currently a 100 Amp fused disconnect serving the existing CRAC unit, this shall be reused; therefore the maximum size CRAC unit must require no more than 100A Overcurrent Protection Device.
D. Contractor is required to connect existing ATS in B36 electrical room to the new CRAC Unit.
E. The CRAC Unit shall be 3 phase, 480 V.
2.7 Mechanical
A. The basis of design for this project is Liebert DSE DA-125KW downflow air handler system.
B. The contractor shall provide a CRAC Unit with economizer package and electric reheat.
C. The new unit shall be placed in the same general location as the existing unit, including the outdoor condenser.
D. Contractor is required to perform TAB and Commissioning of the unit per the specifications.
E. The contractor is required to connect the new CRAC unit to the Canandaigua VAMC head end system. All required programming and control packages shall be the sole responsibility of the contractor. There is an existing connection point in B37, all bidders are strongly encouraged to view the site to determine connectivity requirements.
3.0 Period of Performance
A. The period of performance for this contract shall be 120 days from NTP.
