Rachel Beason Contracting Officer Replace Fire Alarm – Batavia Project #528A4-16-201 The purpose of this amendment is to provide answers to requests for information received by potential bidders. Also, the attendance list from the formal site visit is attached for reference. All Contractors providing a sealed bid must acknowledge amendments on the SF 1449. The scheduled bid opening remains unchanged and will take place on Monday, March 25, 2019 at 1:00 PM at the NCO 2 Office, Appletree Business Park, 2875 Union Road, Suite 3500, Cheektowaga, NY 14227.
Q.1. Are we so assume/use wire mold down to wall mounted devices?
A.1.
· Wire mold or surface mounted conduit will only be allowed (as approved by VA COR in writing) for specific applications. The work in the main common or living areas of buildings 1, 2, 3 and 5 will require rigid conduit inside of the wall.
· In some cases, the VA COR may allow flex conduit inside of the wall with prior approval only. There may be some applications where surface mounted conduit can be used in NON-common or community areas or on exterior walls. When surface mounted conduit is to be allowed it shall be painted to match existing.
· Building 4 will be surface mounted conduit or re-use existing conduit as it is all hard walls and ceilings.
· The out buildings where the maintenance staff, grounds or generator plants are located for example will be less strict and surface mounted conduit or exposed conduit will be allowed.
· The VA does not want surface mounted conduit on finished walls where patients live and receive treatment.
· Building 30, A, B and C Wards on the 1st and 2nd floor of building 1 have new devices and new conduit as these areas have been recently renovated.
Q.2. Specifications call for an Integrated door assembly. The Hardware specifications is calling for delayed egress exit devices. Door & Hardware professionals cannot find an integrated door assembly manufacturer that has an option for delayed egress hardware. Please advise
A.2. The VA has these very devices on both B Ward and C Ward (new project areas). Without providing a manufacturer they are not difficult to find.
Q.3. Are existing door frames to be re-used, or all new?
A.3. Provide new door frames with the new doors.
Q.4. Limit of suspect ACM: The HA drawings define the “Limits of Suspect Asbestos Containing Materials”.
a. Since the project requires numerous times of access to above the ceilings in occupied spaces, what is the work procedures and ICRA protections required to a) inspect above ceilings and b) work above ceilings.
A.4. The A, B and C Wards are 100% abated. The project calls for containment booths for work above ceilings. There may be cases where these containments can be deferred based on the number of ceiling tiles that are opened, occupancy of the space, etc. The intent of the project is for use of containment booths for each required penetration or series of penetrations, depending on layout, in ACM areas.
Q.5. Since significant areas marked as “Limits of Suspect ACM”, will all access made above ceilings in these areas be made as Asbestos Contaminated areas requiring full asbestos containment?
What asbestos control procedures will be required within these marked “Limit of Suspect
ACM”?
A.5. Full abatement is NOT the intent. Only those areas of penetration that disturb asbestos should be abated. There may be instances of fall asbestos pipe insulation that may be in the way as well, to be removed as needed. All work above ceiling level in areas potentially containing asbestos should be treated as asbestos containing and use containment booths.
Q.6. Drawings 1/139 and 2/139 are missing from the drawing set. Could you please issue these two drawings?
A.6. Drawings 1/139 and 2/139 (GI001 and GI002) have been attached to these question responses.
Q.7. Drawings HA420, FD420, and FA420 have a scale listed as 1/16”=1’. It appears that is should be 3/8”=1’. Please verify the correct scale for these three drawings.
A.7. The scale for HA420, FD420, and FA420 should be 3/8” = 1’.
Q.8. Please identify the rooms in the buildings we are working in which have hard ceilings, instead of acoustical ceilings, so we can properly price the effort for working above these ceilings: and please designate which are plaster and which are drywall.
A.8. A set of sketches for buildings 1 through 5 have been provided that give an outline of areas that are either GRID (G) or HARD (H) ceilings.
· Throughout the campus the original construction had a hard ceiling and over time a suspended grid ceiling below the hard ceiling was added as systems and piping have been added from the original 1930’s construction. Refer to the sketches attached to determine what is grid or hard ceilings for buildings 1, 3, 4 and 5.
· Building 2 is grid throughout. The bathrooms may have hard ceilings however they only have a strobe mounted on the wall and NO new devices on the ceilings.
· Building 1. Ward A (1st floor), Ward B and Ward C (2nd floor) are recently renovated and were gutted from floor to deck so there is NO asbestos and NO hard ceiling above the grids. The drawings reflect what the ceiling types are.
· The ground floor of building 1 is very tight above the ceiling. Rigid Conduit is required however the VA COR will review with VA Safety to determine if 1/2" conduit may be used as the requirement for the VA is 3/4"
· Buildings 6 has predominately hard ceilings however surface mounted conduit can be used in this building. Surface mounted conduit to be painted.
· Building 7 and 8 has hard ceilings however surface mounted conduit can be used in these two buildings. No need to paint the surface mounted conduit.
· The buildings behind the campus such as 20, 13, 9, 12, 25 and 26 are utility buildings where surface mounted conduit can be used. These are utility buildings.
· The hard ceilings that you see in Buildings 1 through 5 are plaster and NOT Drywall.
Q.9. Please provide information about the existence of Asbestos in Building 20 and Building 30 A.9. No asbestos at all in Building 30 (brand new in 2014). Building 20 is the maintenance shop and is occupied by our maintenance staff. Building 20 has no asbestos readily evident as it is a block building with a hard, overhead ceiling.
Q.10. Drawings FD432 (Bldg 09), FD433 (Bldg 10), FD435 (Bldg 12), FD 436 (Bldg 13 & 18), FD440 (Bldg 23 & 26) show fire alarm demolition in buildings where we are not adding new fire alarm equipment. Do you actually want fire alarm systems demolished in these buildings?
A.10. Yes, it is the design intent that these alarm systems be demolished.
Q.11. Drawing FA601 shows that you want 3 SLC, 3 NAC, and 3 AUD circuits per floor. The Device numbering shown on Drawings FA401, FA402, FA403, FA404, FA405, and FA406 show that you want 1 SLC, 1 NAC, and 1 AUD circuit per floor. Please identify if you want one or three of each type of circuit per floor in Building 01?
A.11. The design intent is that there are three of each circuit type (i.e. one per zone) on each floor per FA601. Per General Notes (#3 on FA401), the fire alarm zone was omitted from the device addresses on the fire alarm plans for readability. This is also what accounts for the seemingly duplicate addresses on these drawings.
Q.12. On several drawings you show that certain areas of fire alarm work are covered under a separate contract (e.g.: Keyed Note 2 on FA402), however, you do not clearly identify the limits of the area covered by the separate contracts. Please identify the limits of all work covered under separate contracts so the bidder can clearly understand the limits of work covered in this bid.
A.12. B Ward and C ward on the 2nd floor are brand new. The systems shall remain as it but be connected to and integrated into the new fire alarm system on this project. The front doors for both B and C ward are the boundary lines.
Q.13. In Bldg. 01, since you already have parts of the building completed, we would assume that the FACP, and possibly other parts, already exists in the building. Therefore, we are confused as to why the drawings require a new FACP in Bldg 01. We have a similar question for buildings 2, 3, 4, 5, and 11. Please confirm that it is your intension to have the contractor provide completely new FACP’s, FACU’s, FATC’s in all buildings except for Bldg 30? If you wish to reuse some of the existing panels/equipment, identify which panels/equipment is existing to remain?
A.13. The existing FACP in Building 1 does not have the capacity for the devices being added. It is the design intent to have the contractor completely replace all FACP's except that in Building 30 as shown on the drawings. Select FATC's are called out as existing to remain where it should assist in connecting existing devices to the new system.
Q.14. Drawing FA701 shows some Fiber Optic Cable runs to be existing but Drawings FA601 to FA606 show all fiber runs to be new. In regards to the use of existing Fiber Optic runs, does the information on FA701 supersede the information shown on FA601 to FA606?
A.14. The line designations in the riser diagrams are only intended to differentiate between fiber optic and copper network cabling, the information on FA701 should supersede FA60X in regard to fiber optic cabling.
Q.15. Drawings FA602 to FA605 show FATC’s that are not located on FA409, FA412, FA414, FA415, FA417, FA418, and FA419. Are you leaving the location of these FATC’s up to the discretion of the Contractor?
A.15. The design intent was to have the FATC’s be located outside whichever stairwell houses the cable riser.
