1. Please provide a control joint detail and layout for the fixed end of the bridge.

There are no control joints required in the design for the new concrete deck.

2. Please provide details and intent regarding concrete removal around and under bridge bearings and associated anchors.

Details and design intent at show on drawings SB401, SB402, and SB501. The intent of hatched areas shown on drawings SB401 and SB402 is to show the limits of repair areas. It is not the intent to have every hatched area shown on drawings SB401 and SB402 replaced. It is not the intent of the design to jack and lift the bridge in order to replace bearing pedestals.

3. Please confirm that the bridge is free of lead paint as was discussed in the pre-bid walk through.

None of the specimens sampled were positive for lead.

4. When then deck load is removed from the span and deflection occurs will local utility owners coordinate / be responsible for leaks etc.

• Water main.

• Sanitary Sewer main.

• Gas main.

Per notation on the drawings, the contractor is responsible for temporary supports of utilities to prevent deflection. See reconstruction notes on drawing GI002, drawing S-105, detail 1, and drawings SB401 and SB402.

5. Will local utilities be responsible for replacing hangers and supports if required

• Water main.

• Telephone Per reconstruction notes on drawing GI002, the contractor will be responsible for repairing or replacing any hangars or supports that are required to be replaced.

6. Will the engineer supply / calculate deflection tables for the screed rail setup?

There is a note on drawing S-103, detail 3 that addresses approximate deflection due to dead load. The contractor is welcome to hire an engineer to perform that task for their equipment.

7. Are there any DBE, MBE, or WBE requirements on the contract?

DBE, MBE, or WBE requirements will be noted in the RFP and/or contract documents provided by Bath VAMC.

8. Are there any work force EEO requirements on the contract?

EEO requirements will be noted in the RFP and/or contract documents provided by Bath VAMC.

9. Are there any permits required to perform the Bridge Rehabilitation (SWIPP, DEC, etc…)?Whom is responsible to obtain said permits?

All of the work is above the high water of the bridge and there is no earthwork being performed.

Encorus does not believe a DEC permit is required in this case. The contractor should be able to perform all of the work under a US ACE Nationwide Permit, 3. Maintenance. As long as that permit is followed during construction, the contractor is in compliance. The website is here:

However, the construction is not impacting the water flow in any way. That being said, the Bath VAMC and US ACE should be notified by the contractor prior to the start of work.

10. Are there any restrictions on when the Bridge can be closed (Memorial Day, 4th of July) or when the Bridge needs to be re-opened (Veterans Day)?

Work May begin anytime prior to Memorial Day but it must remain open to traffic until Memorial Day is past

11. Will there be time between Award and Notice to Proceed to prepare / review / approve the demolition plan, steel repair shop drawings, etc…?

Available time is up to the contractor to coordinate. Encorus will work diligently to keep review and approval time of submittals to minimize impact on the schedule.

12. Notice to Proceed plus 120 calendar days to complete the Rehabilitation of the Bridge is very tight. Can the duration be extended?

The contract period will be 150 days

13. Has all the lead paint been remediated from the existing bridge structure?

None of the specimens sampled were positive for lead.

14. There is not sufficient room to perform the prescribed concrete repairs to the existing abutments behind Floor Beams F80 and F87. How do we proceed?

The intent of hatched areas shown on drawings SB401 and SB402 is to show the limits of repair areas. The concrete backwall is not to be removed and replaced and no earthwork or excavation is being performed as part of this project.

15. Specification Section 01 45 29 requires the GC to provide construction materials inspection, both on site and offsite at our material suppliers and fabricators. Do we need to include cost for Concrete Batch Plant inspection, Rebar Mill inspections, Structural Steel Fabrication plant inspection, etc… or do we simply need to supply a field concrete inspection (slump, air, temperature, cylinders), field structural steel inspect (SIP welds, stud welds, bolted connections)?

Yes. Include cost for plant, mill, and shop inspection as well as field inspection.

16. Is the VA retaining a Construction Inspection agency to perform the daily inspections outlined above?

The Bath VA Engineers will be the oversite of the project.

17. The contract drawings indicate a 4” yellow paint stripe is required, Specification Section 32 17 23 indicates that the pavement marking will be epoxy. Which is correct (paint)?

The specification 32 17 23 is correct. The pavement marking should be epoxy.

1. Please confirm the thickness of the steel gusset plate repair sections.

Detail 5 on drawing S-104 are intended to show typical detail arrangements. Thickness of steel gusset plate repairs are noted on drawing S-105.

2. Plan sheets SB401 & SB 402 show concrete repairs to the bridge seat areas. Is the intent for the contractor to perform structural lifting or jacking to support the bridge while the concrete is removed and repaired?

2. Please confirm which end of the bridge is fixed and which end is expansion.

Fixed and expansion bearings are noted on drawing S-101.

4. Plan sheet S105 detail 4 calls for repair of the outboard members. Detail 6 appears to indicate that the repairs will be done on both the inboard and outboard sides of the truss. Please confirm.

Confirmed. Detail 4 and 6 on drawing S-105 is intended to show that both channels are corroded and require repair within the outboard truss member.

5. How many days of wet cure and how many days of dry cure will be required for the new deck?

Curing requirements are noted in Specification 033000 Cast-In-Place Concrete.

6. Is the new deck and sidewalk to be sealed with penetrating sealer?

The new deck and sidewalk are to receive a protective sealer. The limits of protective sealing are shown in Detail 2 on drawing S-101.

7. Please consider extending the contract work duration by 30 days to allow for concrete cure time.

The contract period will be 150 days
