Justification and Approval (J&A) For

Other Than Full and Open Competition (>SAT)

BRAND-NAME ONLY: This brand name only, only one responsible source, justification requirement is based on East Orange Campus’s decision to standardize medical bed systems currently utilized in facility’s Intensive Care Unit (ICU) to maintain the highest possible standards of care insuring that care givers can provide consistent protocols when they consistently use the same safe patient handling features.

Hill-Rom Progressa ICU Total Care Sport Bed System includes but is not limited to required pulmonary surface powered air with percussion & vibration and rotation, chair egress frame design and the StayInPlace technology for the eight beds that will replace the existing Hill- Rom Total Care Sport Bed System within the 16 Bed ICU Suite.

Over the past year, the existing Total Sport beds had progressively become problematic and ultimately reached non-functional status. The unit was supplied with regular floor beds to replace the ICU beds which lacked the features to support better outcomes for critically ill patients.

The Progressa bed system has specific features to increase patient mobility and surfaces to decrease pressure ulcers that are common in ICU. VANOD data for NJHCS demonstrate that the ICU has HAPU (Hospital-Acquired Pressure Ulcers) and availability of this technology will support patient care, reduce cost and improve outcomes for the ICU patient especially ventilator patients and post-surgical patients.

Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

NJHCS is requesting the BRAND NAME EXACT MATCH of the Hill-Rom Progressa bed system based on the required features, familiarity of ICU staff and Engineering staff and past performance of the Hill-Rom Total Care Sport Bed System. This Progressa Bed System is designed specifically for Intensive Care Units to increase patient mobility and surfaces to decrease pressure ulcers. It has a StayInPlace technology that addresses patient migration to the foot of the bed. This supports back strain to healthcare nurses caring for the patients. The Progressa bed system has specific features to increase patient mobility and surfaces to decrease pressure ulcers that are common in ICU. VANOD data for NJHCS demonstrate that the ICU has HAPU (Hospital-Acquired Pressure Ulcers) and availability of this technology will support patient care, reduce cost and improve outcomes for the ICU patient especially ventilator patients and post-surgical patients.

The (16) bed MICU/SICU Suite in East Orange had standardized to the Hill-Rom Total Care Sport intensive care bed with rotation, vibration & percussion beginning in 2008 based

This requirement is for the replacement of eight legacy Hill-Rom Total Care Sport with the newest technology critical care bed Hill-Rom Progressa ICU Bed System with Pulmonary Surface.

The Progressa bed system provides the following required features for critically ill patients in an acute care setting as follows:

• 3-mode bed exit alarm with silence and support modes

• Head-of-bed alarm sends alert when HOB angle drops below 30 degree or 45 degree

• Intellidrive powered transport with precise stopping and turning controls

• StayInPlace technology for patient migration – prevents migrating or sliding down towards the foot end of the bed, prevents friction and shear forces which are risk factors for pressure ulcers and removes caregiver risk of lower back injury when repositioning patients.

• Full upright chair patient positioning

• Chair egress out the bottom of the bed to help with early mobility

• Patient exit assist

• Adjustable bed height and intergrated lift system

• Percussion and Vibration Therapies – Continuous Lateral Rotation Therapy (CLRT)

• Pulmonary surface (powered air) with X-ray sleeve

• Advanced Microclimate technology – not just LAL for heat but also remove moisture

• Comfort Adjust on the Surface – Allows you to control the comfort on the surface in different sections

• Sleep mode on the surface – Softens automatic adjustments for 8 hrs

• Opti-rest - Supplies a wave like movement on the surface to help relax the patient

• Integrated duel Oxygen Tank Holder

• Caregiver foot controls

Building Maintenance Shop (BMS) staff have received training from Hill-Rom, LLC as they are the first responders for bed repairs in the ICU Suite. There is a service agreement with Hill-Rom for the existing Progress Total Care Sport beds in the ICU Suite. To mix bed manufacturers/models of ICU beds would require extensive training of Nursing and BMS staff, multiple service contracts and cleaning instructions for the Housekeeping staff causing additional costs to the VA.
