Evaluation Criteria Project #: 528A7-16-719 SYRACUSE- Repair Garage 8th Floor Drains

PROCEDURES FOR SUBMITTAL OF OFFERS AND PROPOSAL EVALUATION CRITERIA

1. Overview.

1.1 The intent of this solicitation is to select one contractor to provide professional construction services per the Statement of Work (SOW), drawings, and specifications for Repair Garage 8th Floor Drains, Project #528-A7-16-719

1.2 The Government intends to use the “Best Value” tradeoff process source selection approach in accordance with FAR 15.101-1. Award will be made to the responsive responsible offeror whose offer in conformance with this solicitation, results in the best value to the Government, price plus other factors considered. The Contracting Officer will award a firm fixed price contract to the responsive responsible offeror whom the Source Selection Authority determines conforms to the solicitation, is fair and reasonable and offers the best overall value to the Government, all factors considered. The Government reserves the right to accept other than the lowest priced offer or to reject all offers. Setting aside for an SDVOSB firm is in compliance with regulations to meet our goals, and to fulfill the VA’s mission to meet socioeconomic goals.

2. Submittal of offers.

2.1 Offerors submitting proposals for this project should limit submissions to data essential for evaluation of proposals, so that a minimum of time and monies will have been expended in preparing information required herein. However, in order to be effectively and equitably evaluated, the proposals must include information sufficiently detailed to clearly describe the offeror's experience, technical approach, and management capabilities to successfully complete the project. Proposals should follow in the order of sequence set forth in the Request for Proposal (RFP). Information provided out of sequence may not be evaluated and may result in the offeror's disqualification from award. Requirements stated in this RFP are minimums. Innovative, creative or cost-saving proposals that meet or exceed the requirements should be clearly noted and justified in the proposal.

2.2 Offerors must comply with the detailed instructions for the format and content of the proposal; proposals that do not comply with the detailed instructions for the format and content of the proposal may be considered non-responsive and may render the Offeror ineligible for award.

2.3 All proposal materials shall be submitted in binders with a table of contents and tabbed section dividers. The sections should parallel the submission requirements identified below.

Volume I: Sections 1 – 2 Volume I: Sections 1-2 shall be submitted in original and on a compact disk (CD) to the Contracting Officer. Must be typed using 11- point Times New Roman font. Packages that are handwritten will not be evaluated. Failure to place the required submission information under the appropriate tab (factor or sub factor) and format may result in a lower rating if the evaluators cannot readily find the appropriate information.

Volume II: Section 3 Volume II: Section 3 shall be submitted as an original only, and shall be placed in a separate envelope, included in the proposal package.

2.4 All proposals shall be submitted to:

Sandra L Fisher, Contracting Officer

Hand-Carried Address:

Department of Veterans Affairs Syracuse VAMC Bldg. 2 Rm D02 800 Irving Ave Syracuse NY 13210

Mailing Address:

Department of Veterans Affairs Syracuse VAMC Bldg. 2 Rm D02 800 Irving Ave Syracuse NY 13210

3. Proposal Evaluation Process.

3.1 A Source Selection Evaluation Board (SSEB) comprised of representatives of the Department of Veterans Affairs will evaluate the proposals. SSEB may also include Architect and Engineering firm non-voting members. The identities of the SSEB personnel are confidential, and any attempt by the offerors to contact these individuals is prohibited. The evaluation will be based on the content of the proposal and any subsequent discussions, if necessary, as well as information obtained from other sources, e.g. past performance information. Offerors are advised that the technical evaluation and rating of proposals will be conducted in strict confidence in that technical and past performance proposals are reviewed and rated without knowledge of the price offered. During deliberation, the number and identities of offerors are not revealed to anyone who is not involved in the evaluation and award process or to other offerors. Proposals will be evaluated based on the factors described herein, and award will be made to the responsive responsible offeror whose offer in conformance with this solicitation, results in the best value to the Government, price and other factors considered.

3.2 Source Selection Procedure and Priority Statement. The Government intends to use the “Best Value” tradeoff process source selection approach in accordance with FAR 15.101-1.

a. A tradeoff process is appropriate for this project since it is in the Government’s best interest to consider award to other than the lowest priced offeror or other than the highest technically rated offeror to ensure timely completion of this critical parking project.

b. The following applies to the utilization of the tradeoff process: (1) All evaluation factors and significant sub-factors that will affect contract award and their relative importance are clearly stated in the solicitation; and (2) All evaluation factors other than cost or price, when combined, are significantly more important to cost or price.

3.3 The evaluation process consists of two parts: Technical/Past Performance Evaluation and Price Evaluation.

Part 1. Technical/Past Performance Evaluation: Proposals will be evaluated by the Technical Evaluation Panel against the Evaluation Factors.

Part 2. Price Evaluation: The Contracting Officer will evaluate price proposals.

4. Evaluation Factors

Proposals will be evaluated in accordance with the Evaluation Factors identified below. Technical Capability and Past Performance are equal and when combined are significantly more important than cost or price.

As demonstrated in their proposals, offerors will be evaluated in terms of the offeror’s ability to meet or exceed the project’s requirements as identified in the SOW, and those proposals demonstrating an ability to exceed specified requirements may be rated higher in those areas than proposals demonstrating only the ability to meet requirements. Offerors are reminded to include their best technical and price terms in their initial offer and not automatically assume that they will have an opportunity to participate in discussions or be asked to submit a revised offer. The Government intends to make award to a responsible Offeror submitting a conforming proposal without discussions, if deemed to be in the best interest of the Government.

Exhibits A and B are to be provided by offerors with the proposal package and will not be evaluated or scored as part of the rating. These exhibits will only be used for contract administration.

4.1 Evaluation Factor 1 – Technical Proposal

Provide a clear and concise technical proposal not to exceed 25 pages (front and back side use of a single page will count as 2 pages, no less than 11 point font). Company advertising literature shall not be included.

The Technical Proposal evaluation is divided into six sub-factors. Sub-factors (1) Capability and Experience, (2) Organization and Specific Personnel, and (3) Scheduling Methodology are of equal importance and together are more important than the group of sub-factors (4) Quality Control and (5) Safety, which are of equal importance in relation to one another.

(1) Capability and Experience:

The Government will evaluate the quality and extent of related experience, and determine if the offeror has the experience to manage construction projects, which are comparable to the work requirements of this solicitation.

1A. Describe your experience and capability in managing construction projects for the dollar level, and disciplines needed to accomplish this project. (Why are you a good candidate for receiving an award?)

1B. Explain in detail how you will perform the minimum percentage required (15% GC) with your own resources. (See Exhibit A for what can/cannot be included.) Note: An offeror who has the capability to perform both as a General contractor and self-perform a major element of construction, for example, concrete demolition, mechanical demolition, and/or placement of poured in-place concrete, may be afforded additional consideration in the evaluation. You should address your general self-performance capability here as well as demonstrate it in the calculations on the Exhibit A.

(2) Organization and Specific Personnel:

The Government will evaluate the offeror’s overall proposed organization, organizational chart, as well as number of personnel and the duties of proposed technical staff to determine if offeror has the ability to manage multi-discipline projects within the areas of consideration chosen without significant difficulty. The specific criterion proposed (skill levels, experience, and background) for personnel, if adequate, is an indicator of an acceptable organization.

The proposed subcontractors, applicable for multi-discipline consideration, are verifiable, and information provided indicates a good professional relationship with Plumbing, Pre-cast Concrete, Electrical, etc. Offerors shall complete Exhibit B – Subcontractor Information and Consent form.

2F - Provide list of major subcontractors and their trades that you intend to use on these projects.

2G - Tell us if you have worked together in the past. If yes, on what kind of jobs?

The Government will evaluate the offeror’s proposed scheduling methodology to determine if they have scheduling processes that ensure completion and control of the project from beginning to the end of the project.

3A. Discuss your scheduling capabilities. Include such things as programs and staff to do scheduling. Submit a schedule for this project.

(4) Quality Control:

The Government will evaluate the offeror’s proposed quality control activities for compliance with the solicitation requirements.

4A. Discuss how quality issues will be dealt with on this construction project. Include in the discussion as a minimum, meetings, inspections, submittal reviews, correction of non-compliant work and how you intend to ensure non-reoccurrence and reporting of quality problems to Government officials. (Note: A full Quality Control Plan is required with the proposal.)

4B. Provide the names of testing laboratories to be used and the procedures for test data reporting

4C. Discuss your procedures for contract closeout (Punch list, as built drawings, etc.).

(5) Safety Activities:

The Government will evaluate the offeror’s proposed safety program, including, but not limited to Training and documentation. Also evaluators will note any improvements exceeding the RFP requirements or betterments provided, including an explanation of proposed systems, as outlined in SOW.

5A: Discuss your Safety Program in general, and provide as a minimum, details on training, documentation, and your plan to ensure adherence to OSHA Standards. (Note: A full Safety Plan will be required if you are awarded a contract and is NOT required with the proposal. If you do provide a plan, indicate if it is a draft for this contract, a sample from another project or a corporate plan.)

5B: Discuss the steps you took to promote safety during construction during the past five (5) years.

Show the participation of key personnel (identified previously with resume) in the listed projects. The offeror can also include the subcontractors by company name. Including subcontractors may be beneficial to show the experience of the company in addition to the key personnel.

Provide information regarding the assessment of liquidated damages on any contracts within the last five years (Frequency, circumstances, severity of problem, etc.). Offerors shall include information on problems encountered on relevant projects and the specific corrective actions taken to remedy the problems.

EXHIBIT A - CALCULATION OF SELF-PERFORMED WORK

SUBMITTED IN RESPONSE TO RFP 36C242-18-R-0071

Use a format similar to the following to identify and calculate cost of the work to be self-performed. Refer to the definitions pertaining to “Self-performance of work”, “On the Site” and “Total amount of work to be performed under the contract”.

(Includes mobilization and utilization of owned or rented plant and equipment to be operated by the prime contractor’s own employees; only those materials which will be both purchased and installed by the prime’s own forces; labor associated with those aforementioned materials or equipment; only those supplies to directly support work performed by the contractor’s own employees; and the contractor’s own job overhead costs.)

Clearly describe the work to be self-performed:

Show Calculation of Self-Performed work:

B.1 Total Offer Price: $

B.2 If applying for consideration as a General Contractor subtract Specialty Trades (Unless being self-performed) $ ___________

B.3 Subtract G&A, home office overhead, prime contractor’s markups for profit, bond, state use tax, etc. ($)

B.4 Remainder is “Total amount of work to be performed under the Contract” = $

B.5 “Work to be self-performed”: = $ Amount shown on this line should match the amount shown for “Show Calculation of Self-Performed work”?

(Includes mobilization and utilization of owned or rented plant and equipment to be operated by the prime contractor’s own employees; only those materials which will be both purchased and installed by the prime’s own forces; labor associated with those aforementioned materials or equipment; only those supplies to directly support work performed by the contractor’s own employees; and the contractor’s own job overhead costs.)

B.6 15 % Self-performed Work = Line B.5 / B.4 X 100% = %
