Justification for Single Source Awards IAW FAR 13.106‐1 For
Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: VA242‐18‐AP‐5798
1. Contracting Activity: Department of Veterans Affairs, VISN 2, VA NJ Health Care System (NJHCS), East Orange campus, Sterile Processing Services (SPS)
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Sterile Processing Department thorough VISN 2 Downstate is standardizing all of the processes and equipment to ensure cleaning, disinfection, and sterilization of all reusable medical equipment is prepared with the highest quality and effectiveness in all campuses for all of our patients and staff and to ensure standards and practices of the NJHCS. The Sterrad 100NX will help the SPS staff to sterilize more instruments as it has a 27% greater capacity than the current equipment we use, accommodating about 80 trays / day. This feature is significant as with the implementation of Robotic Surgery to our facility, the workload increased for the instrumentation needed to be sterilized with this method. It has an ergonomic footpad which permits convenient hands‐free opening and closing of chamber door, making the uploading process easier and safer for the staff.
This equipment will promote patient safety by reducing the incidents of infection and complications related to transporting instrumentation in vehicles that are not temperature and humidity controlled to other campuses for instrumentation to be ETO sterilized. It will also reduce the expense of purchasing extra equipment for back‐up or replacing the ones that require ETO sterilization. With the increase of Robotics cases and elimination of High level Disinfection items, The Sterrad 100NX provides enough room capacity to combine all instrumentation, improving the efficiency of the SPS and faster turn‐around of instruments. The estimated cost of this procurement is $135,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Sterrad 100NX will sterilize all components and instrumentation for DaVinci Robotics Surgery and is the only compatible system per Intuitive Surgical Manufacturer’s Instructions for Care and Processing of DaVinci Instrumentation. The Sterrad 100NX has shorter cycle times which increase throughput and efficiency. The hydrogen peroxide residual is non‐toxic and non‐carcinogenic, keeping our staff safe and significantly reducing the exposure to the chemical and on the job injuries. The new technology built‐in in the Sterrad 100NX allows instrument inventory to be uploaded and cycle history to be downloaded onto a flash drive. This technology is important because control of records keeps the department in compliance with the newly adopted ISO Standards and regulations from IAHCSMM and National Program Office for Sterile Processing (VHA 1116). The Sterrad 100NX will be an upgrade to currently owned Sterrad equipment. This system greatly reduces the use of high level disinfectants, saving time and minimizing the exposure to chemicals used in the Sterile Processing Department.

4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted as Sterile Processing Departments throughout VISN 2 Downstate are standardizing all processes and equipment. The standardization will help ensure cleaning, disinfection, and sterilization of all reusable medical equipment is prepared with the highest quality and effectiveness in all campuses for all patients and staff. The Biomed Supervisor searched for any other company with gas plasma sterilizer service and the only other one was an industrial type sterilizer, not the clinical type capable of processing Robotics instruments.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
