Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Department of Veterans Affairs, Network Contracting Office 2, and the VA Medical Center in Canandaigua, NY anticipate a new, single manufacturer (brand name only per FAR 6.302-1(c) firm fixed price procurement action for Zeiss manufacturered Cirrus HD Optical Coherence Tomography equipment. The equipment identified in paragraph 3 below will be purchased and installed in the eye clinic at the new Rochester (NY) Outpatient Clinic (ROPC).
The new Department of Veterans Affairs Rochester (NY) Outpatient Clinic is scheduled to fully open April 2019. The Rochester VA facility has a requirement to procure new equipment for the eye clinic.
The Canandaigua and Bath VA Medical have integrated to what will be known as the VA Finger Lakes Health Care System. With that, the expectation is medical providers may work at any of the facilities within the region to include Bath, Canandaigua and/or Rochester. To ensure continuity in care, all facilities within the region must standardize medical equipment. The following item with specifications is required:
*ZEISS OS | CIRRUS HD-OCT (Model 5000) with AngioPlex OCT Angiography Version 9.5.
Includes GCGPA, Smart HD Scans, FastTrac, Adv RPE, GCA, Ant Seg Basic

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is a brand name specific make and model request. The Canandaigua and Bath VA Medical have integrated to what will be known as the VA Finger Lakes Health Care System. With that, the expectation is medical providers may work at any of the facilities within the region to include Bath, Canandaigua and/or Rochester. To ensure continuity in care, all facilities within the region must standardize medical equipment. In addition, this standardization further aligns the Eye Clinic’s association with the Flaum Eye Institute of the University of Rochester, NY. Providers from this institute are contracted by the Department of Veterans Affairs for the Upstate New York VA facilities to perform, among other things, OCT angiography. The equipment purchased for the new VA Rochester Outpatient Clinic must be compatible with equipment currently in use at the Flaum Eye Institute.
4. Description of market research conducted and results or statement why it was not conducted:
In accordance with FAR Part 10, market research will be conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.
A comprehensive search was conducted on the Veterans Information Pages (VIP) resulted in the following SDVOSB/VOSB matches:
