Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K)

1. Contracting Activity: Department of Veterans Affairs, VISN 02, James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx, NY 10468. Organizational Activity; James J. Peter VA Medical Center 130 West Kingsbridge Road Bronx Campus, 526-18-2-3086-0056. This is a justification for a Brand Name Only.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

VA Bronx Medical Center has a requirement to supply their existing stock of Stryker Prime Zoom Stretchers for Emergency room department. The desire is to procure the same brand name product, thus ensuring standardization of all motorized stretchers in the facility. Prime Zoom Stretchers are based upon the following:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Stryker Corporation and Chaperone Litter assembly are standard to the Medical Center. Bronx VAMC currently uses Stryker stretchers. These stretchers comply with the required safe patient handling specifications and features. The particular brand name product or feature is essential to the Government’s requirement, and market research indicates other companies similar products are lacking these particular features, do not meet, or cannot be modified to meet the agency’s needs. This justification is in support of a Brand name product Stryker Prime Zoom Stretchers. The action will be awarded as a new firm fixed priced contract. The characteristics of the Stryker stretchers include: Lower height adjustment to 20.75 inches which provides additional safety for geriatric patients, hydraulic knee catch which creates less physical stress on caregivers as the need for bending forward to turn a manual key/crank is eliminated; four-wheeled, center brake system with dual end activators, assisting in safer patient transfer; integrated transfer board which eliminates gaps and provides for safer patient transfer.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research conducted by the Contracting Officer in accordance with FAR Part 10, included a quick look on GSA Advantage website & A sources sought was posted in FBO starting 02/16/2018 and ending 02/22/2018 seeking providers that could supply the brand name item. This resulted in Contracting Officer receiving 3 positive SDVOSB vendor’s responses for the exact matched item. CO will require the vendors to submit a letter of authorization along with the quotes.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
