Combined Synopsis-Solicitation Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. The most current Federal Acquisition Circular can be found at Acquisition.gov.
This solicitation is set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB).
The associated North American Industrial Classification System (NAICS) code for this procurement is 238220, Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of 19 million.

STATEMENT OF WORK
SCADA Upgrade
1.0 INTRODUCTION
The VA Medical Center in Manchester has a SCADA system that requires support services, as well as preventative maintenance services, for the routine and critical maintenance of your facility’s control systems.
An upgrade is needed to the existing plant master control system. Provide all materials, labor, and equipment to perform the bid items detailed below.
2.0 BACKGROUND
The VA equipment to be serviced requires specialized test equipment, tools, training, and certifications/licenses to service. This Contractor shall have the necessary test equipment, tools, training, and certifications to perform this work.
With Support from Microsoft for Windows 7 edition having ended on January 14, 2020, any issues with the workstation operating system will require an OS system upgrade. Due to IFix 5.5. SP1 being released in 2012, it will not be compatible with any upgraded Operating system. The age of the workstation hardware, when combined with the existing software packages being obsolete, and the changes made to the plant / boiler control systems over the years, indicates it is only a matter of time before this system reaches an un-repairable state. Since the SCADA workstation is the central collection point for all the data in the plant, and provides the JCI Building Automation System instrumentation data, it is imperative this system is upgraded as soon as possible. General maintainability will only be able to continue while the existing hardware is functional.
3.0 SCOPE

· Fireye PPC6000 w/ Fireye YB110 & YZ300 Flame Safeguard/Expanded Annunciator Panel. Provided by Webster Engineering with the Webster Burners, and revised by Contractor in Oct, 2023 to meet VHA Safety Device Testing Manual 7th Edition.
History:
Under subcontract 0321122-3-004 in 2013 with TVC Systems, the Cleaver-Brooks Hawk ICS plant master system was repurposed, and re programmed per the TVC Drawings 1170-SA-001. At this time, the PLC was reprogrammed, while the HMI was disabled. The facility has been operating since with a blind plant master, and totally dependent on the SCADA workstation for monitoring the plant operation.
During a project in 2016-2017, the control systems on the burners were replaced, with Fireye PPC6000 controls replacing the Cleaver-Brooks Hawk Systems that the TVC drawings refer to. At this time, the plant master wiring drawings were not revised to show any changes.
Technical issues:
Plant Master Control System – Existing Plant Master control is a Cleaver-Brooks Hawk system that was re-purposed from the original design, and was not completed properly, leaving the HMI Non-functional. This poses a risk for the operators being dependent on the aging and outdated SCADA workstation to monitor plant operations.
In addition, the existing plant master does not meet current TIL Specification section 23 09 11. Some of the major items not present, include:
· Plant Alarm Annunciator
· Boiler/ Burner Submaster Control Stations
· Touchscreens (although present, it is not functional.)
· Master Steam Pressure control station.
Replace plant master control system to meet current VA TIL SPECIFICATION 23 09 11 Contractor will perform the task of providing all labor, material, equipment, and supervision necessary to replace the plant master control and feedwater control systems with controls to meet master specification 23 09 11, section 2.3 Some examples of the HMI screen information to be provided include:

| VCX™ Control functions are provided using ASCON Technologic nanoPac nP4 PAC Controller with CanOpen I/O expansion modules. The NanoPAC modules are DIN rail mounted inside the Main Instrumentation Control Panel. Operator interfacing for master is through its specific touch screen color display, which provides continuously updated operating measurements and graphics, and allows tuning of the control loops with proper permissions. |
Contractor configures and programs NanoPAC Controller and modules for control and other functions as presented herein. All I/O modules within each panel communicate via a local CANopen buss with a CPU module, which is programmed for the required local control functions. A local touch screen HMI display provides local graphics and control interface functions within the CPU for the boiler plant operators. Communications to the SCADA computer system is provided via TCP-IP LAN network wiring. All items are 24 VDC powered, with separate supplies furnished for discreet I/O, CPU with analog I/O and network switch, and HMI display.
VCX™ Control modules used for this project include:
· P/N nP4---16E4IW, CPU with CANopen, Modbus TCP/IP ports, and auxiliary RS-232 and RS-485 ports.
· P/N IO-CB-AI-04RT, 4-Channel RTD or TC Input Module.

· P/N IO-CB-AO-08HL, 8-Channel Analog Output Module.
· P/N IO-CB-DI-16LV, 16-Channel Digital Input Module – low voltage for 24 VDC signals.
· P/N IO-CB-DI-16HV, 16-Channel Digital Input Module with optical isolation for 120 VAC signals.
· P/N IO-CB-DO-16TS, 16-Channel Digital Out Module.
Auxiliary instrumentation such as power supplies, relays, etc are provided for an integrated system.

The on-off status of each pump is monitored from auxiliary contacts in the motor VFD drives, and drive speed is modulated to maintain 30psig condensate transfer pump pressure. If lead pump fails, lag pump will start and run to maintain pressure.
Makeup water flow to condensate tank is controlled with a control valve based on the tank level DP transmitter signal.
Emergency City water Make-up is controlled with a control valve. Emergency Make Water Valve will open upon tank level low-low alarm and modulate in unison with the normal makeup water valve until 8” (Adjustable) of water has been added to the tank level.

3.3 Item 1 - Plant Control System
Control panels, controllers and field devices directly monitoring and/or controlled. This includes field calibration of all balance of plant instruments that are capable of being calibrated. This excludes control systems not provided by Contractor. Contractor will at the request of the customer and to the best of our ability and substantial knowledge base, support existing control systems provided by others, however we cannot guarantee successful results.
3.2 Item 2 - Plant Data Network Infrastructure
Network infrastructure devices and interfaces whose function is to pass data throughout the controls network. This excludes customer’s corporate network infrastructure devices and interfaces.
3.3 Item 3 - Plant Human Machine Interface (HMI) System
Control system HMI Servers, workstations, and operator interface terminals (OIT). This excludes HMI’s and OIT’s not provided by Contractor. Contractor will at the request of the customer and to the best of our ability and substantial knowledge base, support existing control systems provided by others.
3.4 Item 4 - Telephone/Remote Support Normal Business Hours: M-F 8-5 Within (4) Four Hours of initial call for support, Contractor shall provide the customer technical phone support and/or remote system access support during NORMAL business hours. This support shall include questions covering troubleshooting, maintenance, and operational issues for all controlled systems covered under this agreement. Up to 40 hours per year of telephone and/or remote support shall be provided during normal business hours as part of the base contract. Additional telephone/remote support services shall be provided on a T&M basis.
3.4 Item 5 - On Site Maintenance Services
Contractor shall provide a qualified control systems engineer and/or technician to perform onsite maintenance services. These services ensure the consistent operation of the field controllers, their systems, and their associated end-devices, as well as the HMI systems, and evaluate performance and functionality of the controlled systems. These maintenance services shall include:

Onsite maintenance shall be performed up to 3 DAYS ANNUALLY and shall include the services of an engineer and/or up to two (2) technicians, travel time and expenses. Additional onsite maintenance services shall be provided on a T&M basis.
3.5 Item 6 - Project Management
Contractor shall provide Project Management staff. Project Management shall include:

5.0 PERFORMANCE REQUIREMENTS
All work shall be completed such that the integrity of the systems is maintained. All work shall be done in accordance with OSHA, EPA regulations, NFPA codes, with particular attention to NFPA 85, VA codes, Federal, State, and local regulations throughout the course of this project.
All areas will be left in a clean and workmanlike manner.
6.0 DELIVERABLES
· Contractor shall coordinate with the customer to provide a complete calendar year schedule for scheduled maintenance tasks at the commencement of the contract.
· Contractor shall provide a prioritized phone support contact list at the commencement of the contract.
OTHER CONSIDERATIONS FOR PROPOSAL:
· Material Safety Data Sheets (MSDS’s) must be submitted to the Contracting Officer’s Technical Representative (COTR) for approval for all hazardous materials before they are brought to the work site.
· Two weeks prior notice is required for all work that involves shutting down any of the systems. Work requiring a shutdown may be required to be performed outside of normal working hours.
· End of day cleanup of the work area(s) is mandatory, and all trash shall be bagged and properly disposed of offsite.
· Contractor vehicles, including those of their employees, are to be parked in the lower level of Lot D. Exclusion: Any vehicle directly involved in the cleaning and removal of debris from the boilers.
· Smoking is permitted only in designated locations.
· Work shall be completed during normal business hours of 7:00am – 4:30pm.

2. Quote: Offeror shall provide a quote using the Line item 0001 table above. Offerors must also provide all applicable labor rates for the solicited services so they can be compared to the applicable wage determination for compliance with the Service Contract Labor Standards.

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
The following are the decision factors:
1. Price: Quotes will be compared by price.
1. Technical: The offeror’s quote shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services IAW the Statement of Work in a timely efficient manner.
1. Contractor shall provide specification sheets for proposed equipment and include within the solicitation response.
1. Vendors shall be certified as a SDVOSB in VetBiz or VetCert, failure to be certified will remove vendors from consideration.
The award will be made to the response most advantageous to the Government.
Responses should contain your best terms, conditions.
Submission of your response shall be received not later than 21 June 2024 at 3:00 PM EST. All quotes shall be emailed to David Valenzuela at david.valenzuela2@va.gov.
Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1.
