QUESTIONS FOR 36C24123Q0851

1. Is this to provide additional services in conjunction with the previous awardee, or a reinitiation of the entire program? No, the previous solicitation/award was protested, and the results from GAO stated to revise Statement of work and re-solicit.

2. What is the desired launch date for? Award date will potentially be around Aug 1, 2023.

3. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? This a brand-new contract for the State of Maine.

4. Schedule to offer classes seven days a week including evening options Monday through Friday. Are these classes to be Monday through Friday or Seven Days a week? Section B, Services 1.3. The classes are to be offered seven days a weeks, including evenings hours Monday through Friday.

5. Can usage reports include the totel number of attendance only per date and time of class? Or Does it require confirmation by the participant? Section B, page 5, Services 1.1.9. Requirements would include total number of attendance per date/time, class type, and veteran/employee attendance data.

6. Please state the type of services requested for telephone support? How many are typically requested? Section B, page 5, Specific tasks 2.2 Telephone support for employees /veterans for difficulties signing on to website. This type of program will be new for VA Maine, so number is unknown.

7. Is it possible to have an eligibility file for all interested participants? Section B, pages 5-6. Operation efficiencies 3.0. No, we cannot supply Veteran names (HIPPA) or employee names.

8. Is it possible to have the total estimated uses for this program? VA Maine serves approximately 45, 000 Veterans and 1900 employees.

9. Are there better usage days and times preferred by VA Maine, Mon thru Fri morning, afternoon, evenings? Minimally 100 classes a week, 7 days a week, and evening classes Monday-Friday.

10. Is there any history on two-way interactive attendance? Client satisfaction? Yes, classes have been taught using 2-way and received well by both participant and instructor.

11. Does the VA Maine utilize VA Whole Health Coaches? VA Maine had WH coach and in process of hiring.

12. Has the VA Maine ever considered using an app for classes? No, we are not considering this.

13. Has the VA Maine every considered utilizing a service 24/7/365 days a year for program access? No, we have not considered this.

14. What is the estimated number of participants for this program? VHA Maine services approximately 45,000 Veterans throughout the State of Maine and employs approximately 1500 employees. An estimated number is difficult to ascertain.

15. Does any wage determination information need to be submitted with the proposal? (SF Form 1449, #20). No, the Contracting Officer will add the wage determination during award of contract.

16. Is there a minimum number of classes that need to be offered per day/week? Minimum 100 classes per week 7 days a week classes to be available at different times, including evening courses Monday thru Friday. Schedule to also contain offerings no less than once daily taught by Veteran-focused and trauma informed instructors.

17. Will pre-recorded classes be acceptable for this acquisition? Live interactive courses are required. A selection of pre-recorded classes can be available but not to replace live- virtual.

18. Will there be a safety plan required for participants in case any issues happen in the class? Yes – Vendor must have an established standard operating procedure addressing physical safety concerns and responses.

19. Are there any technical requirements for proprietary or off-the-shelf technologies that will be required? No.
