DESCRIPTION

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C 2304 (C)(1), as implemented by FAR 6.302-1(a)(2) and 6.301-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand-name descriptions.

The Department of Veterans Affairs Medical Centers located at 150 South Huntington Avenue, Boston, MA 02301 and 940 Belmont Street Brockton, MA 02301 have a requirement for Spectralis Tracking OCT System - HRA+OCT w/OCT2-MultiColor.

The Government intends to award a firm-fixed-price sole source contract with L1 Enterprises.

A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. this notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Governments intent to award on a sole source basis.

Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government.

Statement of Work Spectralis Tracking OCT System

A. INTRODUCTION:

The VA Boston Healthcare System Surgical Department, Ophthalmology and Optometry Section, located at the Jamaica Plain Campus and Brockton Campus, is requesting a replacement Spectralis Tracking OCT System in the clinics. We will be trading in our current equipment for these replacement items.

This is an ophthalmic imaging platform with an upgradeable design. It allows clinicians to configure each Spectralis to the specific diagnostic workflow in the clinic. It delivers high resolution images with a lateral resolution and enables fine capillary networks to be visualized in great detail. The current equipment(s) is at the end of lifecycle replacement and is no longer serviceable. We are in need of a replacement in the operating room.

We currently have this equipment in place from the current vendor L1 Enterprises. The system has been historically reliable, and it is important to remain consistent with the equipment/vendor. The equipment is a standalone system not connected to the VA network. It is maintained by BioMed. If any issues arise with the equipment/item, the vendor representative will provide guidance to BioMed on how to mitigate those issues via phone/email.
