Beacon Point Associates is the only vendor capable of performing the required work because this is a follow-on contract to provide modification to the structural support systems and electrical systems for the operating room light. Beacon Point Associates has already done all field measurement and has a proposed solution to modify the structural and electrical systems to install the lights. Opening this up to competition will cause unacceptable delays in fulfilling the agency’s requirements. Other vendors would need to make several site visits to develop a proposal. This includes removal of equipment to gain access above the OR ceilings. That work would have to be done during off hours and would incur substantial duplication of costs, that would not be offset by competition. A new vendor would also need to be a certified installer of Stryker lights.

The NAICS code for this requirement is 339112.

This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement listed above must clearly identify their capability to do so in writing by April 5, 2023 at 9 am EST time. Responses should be sent to Issa Shawki at issa.shawki@va.gov. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
