Pre-solicitation Notice of Intent to Sole Source
Pre-Solicitation Notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract with:
Emergency Care Research Institute (ECRI) 5200 Butler Pike Plymouth Meeting, PA 19462-1298 Unique Entity ID (SAM): JHWRXX6LEVP8
The Department of Veterans Affairs VA Medical Center intends to award a purchase order, Firm Fixed Price, Sole Source contract for a base plus four (4) year option contract, to ECRI a large business an OEM of the ECRI software subscription. The intent is to procure these services on a sole source basis.
The NAICS 541511. The size standard $30M. The PSC/FSC is J065.
Interested persons may contact the Contracting Officer/Contract Specialist by email at sharieka.wright@va.gov regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
Responses must be received by 12/20/2022 no later than 12PM CST.
STATEMENT OF WORK (SOW)
ECRI Subscription Purchase
1.0 Introduction (Provide a brief description of what you are buying).
Procurement of a continuing ECRI subscription contract to also include the Biomedical Benchmark resource link.
2.0 Background (Provide any historical information necessary to understand how and why the requirement evolved and where it is headed. Include appropriate information to help the reader/contractor understand the requirement).
VISN1 has had a contract with ECRI for at least 20 years. This contract has been an instrumental part in Clincial Engineering’s ability to stay abreast of and respond to medical device safety and quality issues, better mange healthcare technology, and assist in comparisons of medical devices prior to procurement.
3.0 Scope (Provide an overview of the PWS emphasizing the most important aspects of your requirement and defining the boundaries of the contractor’s performance responsibilities).
The ECRI subscription will provide on-line databases and consulting services that provide information for the VA VISN 1 to improve patient safety, ensure quality, manage enterprisewide medical technology risks, address healthcare technology management needs, and make safe, effective and stategic medical equipment purchase decisions. ECRI will provide a Capital Guide Sourcebook that will provide a resource for North American medical device and manufacturer data. ECRI will also additionally supply the Biomedical Benchmark resource link.
4.0 Applicable Directives (List all documents referenced in the next section 5.0, Performance Requirements, with which the contractor will have to comply in performance of the contract effort. If only portions of a given document apply, specifically identify the applicable portions).

5.0 Performance Requirements (Identify what the contractor is required to do (major tasks and subtasks).
ECRI will provide the following services:
· On-line “Health Devices” databases for medical device hazard and recall information, management tools, guidelines, and standards
· On-line “Healthcare Product Comparison System” searchable database, that delivers comprehensive information used to understand, compare, and make informed purchasing decisions for medical equipment.
· On-line “Sourcebase Gold” continuously updated database to locate medical products, contact suppliers, and compare prices including profiles of more than 15,500 medical companies, more than 76,500 executive contact names, and more than 66,000 trade names. Easily downloadable data files and contact information for creating mailing lists.
· Customized consulting via phone to address medical device hazard and recall information, management tools, guidelines, standards, and purchasing decisions
· Hard copy “Sourcebook” which is the print resource for North American medical device and manufacturer data.
6.0 Deliverables (List all data required to manage or monitor contractor performance).
ECRI must continue to provide a functional and accessible web-site containing all of the outlined information databases above, consulting services as described above, and hard-copy Health Devices Sourcebook to all VISN 1 VA Clinical Engineering departments, as requested.
