1. The SOW says 150,000 total rounds at 1000 rounds per case is required. It later list the total number of cases going to all facilities at 409 cases which would be 409,000 total rounds. Can you confirm the total number of rounds requested is 409,000.. Please see the revised SOW. Confirm 409 cases that is 409,000 rounds.

2. The SOW says: “Vendor shall be capable of -providing the entire quantity of ammunition within the required time frames. Could you please confirm what the requested delivery by date is.

The delivery time being requested is a reasonable delivery time frame no exact date was given.

An extention of proposal dates has been granted the new date is 7/25/22 time frame is 16:00 Hrs. EST

Contracting Officer Training Ammunition Scope of Work Background:

The VA Police service provides law enforcement, protective and investigative services to the U.S. Department of Veteran Affairs facilities and properties. Current VA training requirements require every armed VA Police officer to train quarterly to maintain weapons proficiency. VA Police are currently authorized to carry the following handguns:

Sig Sauer 229R DAK in 9mm
Sig Sauer 239 DAK in 9mm
Berretta 92D in 9mm

The VA Police will require the vender to deliver a total of 409,000 rounds of 124 grain, 9mm full metal jacketed (FMJ) training ammo to our VISN’s eight duty stations located throughout New England. The ammunition should be packaged in 1000 round cases of 50 round, boxes. Bagged ammo is not permitted. Training ammunition for the service handgun will be 124 grain full metal jacketed (FMJ). . Service handgun training ammunition may be of any brand, as long as it is produced by a reputable manufacturer and meets the Sporting Arms and Ammunition Manufacturers’ Institute specifications. Reloaded ammunition is not authorized.

All ammunition must be current production verified by lot number through the manufacturer. The vendor must guarantee that all ammunition sold has been stored under manufacturer-recommended conditions to protect the integrity of the product.

The projectile design shall not require a clean barrel to be seasoned by the firing of fouling shots to achieve optimal accuracy. If any type of surface coating is applied to the projectile, it shall not wear off or transfer under normal handling and/ or storage (inside a pocket, etc.).

The bullet pull force will be sufficient so as not to dislodge the projectile from its seated position in a previously un-chambered cartridge during recoil (when contained in the magazine) or when feeding/chambering in the VA Approved weapons listed.

The manufacturers shall certify that the warrant that the projectile designs are compatible with all listed VA Approved weapons and will not cause abnormal wear or damage to any components of these weapons.

Ammunition shall consist of production ammunition offered by the manufacturer.

No component of ammunition shall have been used previously. Reloaded ammunition is unacceptable.

Vendor shall be capable of -providing the entire quantity of ammunition within the required time frames.

Vendor shall ensure that all applicable laws have been complied with concerning construction, packaging, labeling, registration, and transporting.

The vendor shall not make any unannounced alterations to the ammunition design or components, including powder, primer, cartridge case, projectile, or suppliers, without prior notification and written approval by the COR.

In the event of ammunition failure, findings of failure analysis will be reported to the vendor in writing, within 5 business days. Concerning the findings, remedial action may be required to be taken by the vendor to, replace the defective product if warranted. Findings of failure shall be reported to the manufacturer.
