Pre-solicitation Notice of Intent to Sole Source Pre-Solicitation Notice of intent to award a sole source contract with OEM, Olympus America Inc.’s sole authorized SDVOSD distributor. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract with:

This is not a solicitation. The Department of Veterans Affairs intends to negotiate to purchase Olympus Microscopes for VISN 1 Laboratories. Items to be delivered to numerous VAMC locations within the New England area. The contractor will provide the required parts and labor.
Alliant Enterprises, LLC is the only SDVOSB vendor/contractor that can provide the supplies required to remain compliant with the existing system, this acquisition will not be competed. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities SAM.gov.
The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
The NAICS 334519. The size standard is 500 employees. The PSC/FSC is 6640.
Interested persons may contact the Contracting Officer/Contract Specialist by email at keri.reeves@va.gov regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.

Essential Physical Characteristics:
Pathologist scopes must be of the highest quality, proper magnification, the proper coating for removing stray light for greater clarity. These microscopes must also have a quality camera attached so that special cases can be saved for tumor boards as well as for any consults that may be necessary. These microscopes must have tilted trinoculars to provide the Pathologist with their most comfortable eyepoint height and more easily reduce neck, back, and shoulder fatigue.
The microscopes for the other lab sections must also be of the highest quality yet still appropriate for the departments for where they will be utilized. The proper objectives must be installed and any proper filters for fluorescence as needed.
All microscopes must provide LED lighting prevent eye fatigue for the user. With Halogen lighting, there is heating and cooling of the ocular fluids that causes eye fatigue during the workday: LED light sources do not produce any heat at all so eye strain is greatly reduced.
All microscopes must be ergonomically created to prevent any strain on the user’s neck, back, wrists and any other body parts that may become fatigued and leading to repetitive injury.
The model of the microscopes must be appropriate and maximized for the testing that will be performed. No “one fits all” microscopes.
Pricing for microscopes must take into consideration the use for which is intended. There is to be no overselling of microscopes yet no underselling either. Costs should be appropriate for the department and the purpose of the microscope being used.
Microscope objectives must be maximized for the type of microscope selected and the lab specialty the microscope is needed. This includes the proper objectives, proper glass and proper coatings that offer the highest quality image needed.
