DESCRIPTION

Combined Synopsis Solicitation – VA Medical Center, Bedford MA. Semi-Annual calibrations, combustion testing and Safety Device Testing of Boiler Plant Controls and Instrumentation

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 36C24121Q0627 and the solicitation is issued as a request for quotation (RFQ).

(iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07.

(iv) This requirement is being issued as an open market, Service-disabled veteran-owned and Veteran Owned small business set-aside. The associated NAICS code is 238220 Plumbing, heating and Air conditioning Contractors – and small business size standard is $16.5 million.

(v) The Government intends to award a firm-fixed price Base Plus 3 Option Years award for Boiler Plant Calibrations and testing for the Bedford, MA VAMC. Please see the attached Performance Work Statement for full requirement details. Please complete the Price Schedule below and submit with the quote submission.

PRICE/COST SCHEDULE

(vi) The Contractor shall provide all resources necessary to perform Boiler Calibrations and testing per the attached Performance Work Statement. Please see the attached PWS for full requirement details.

(vii) The Place of Performance as outlined in the PWS is:

(viii) Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition in addition to the following addenda’s to the provision: 52.252-1 Solicitation Provisions Incorporated by Reference (FEB 1998); 852.252-70 Solicitation Provisions or Clauses Incorporated by Reference (JAN 2008).

(ix) Provision at 52.212-2, Evaluation -- Commercial Items, applies to this requirement.

Submission of Quotes:

(1)Quotes shall be received on or before the date and time specified in Section (xv) of this solicitation. Note: Offers received after the due date and time shall not be considered.
(2)Offerors shall submit their quotes electronically via email to Krisanne.Dernago@va.gov
(3)Questions: Questions shall be submitted to the Contracting Officer in writing via e-mail. Oral questions are not acceptable due to the possibility of misunderstanding or misinterpretation. The cut-off date and time for receipt of questions is July 12,2021 10:00AM EST. Questions received after this date and time may not be answered. Questions shall be answered in a formal amendment to the solicitation so all interested parties can see the answers.
(4)Quote Format: The submission should be clearly indexed and logically assembled in order of the evaluation criteria below. All pages of the quote shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer.

Evaluation Process:

Award shall be made to the best value, as determined to be the most beneficial to the Government. Please read each section below carefully for the submittals and information required as part of the evaluation. Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process.

Offeror quotes shall be evaluated under FAR Part 13.106-2(b) -- Evaluation of Quotations or Offers. Therefore, the Government is not obligated to determine a competitive range, conduct discussions with all contractors, solicit final revised quotes, and use other techniques associated with FAR Part 15. The contracting techniques associated with FAR Part 15 are not mandatory.

The Government shall award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation shall be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Price (Follow these instructions):

a.Offeror shall complete the attached Price Schedule, with offerors proposed contract line item prices inserted in appropriate spaces.
b.Ensure your representations and certifications are complete in the System for Award Management (SAM)(https://www.beta.sam.gov). Otherwise, you will need to fill out solicitation Clause 52.212-3 "Offeror Representation and Certifications -Commercial Items” and submit with the quote. Federal Acquisition Regulations require that federal contractors register in the SAM database at http://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Offerors are encouraged to ensure that they are registered in SAM prior to submitting their quotation.
Past Performance:
a.Provide (3) references of work, similar in scope and size with the requirement detailed in the Performance Work Statement. References must include contact information; brief description of the work completed, and contract # (if relevant). Please utilize Attachment 1 – Past Performance Worksheet for your references and please submit as part of your quote submission. References may be checked by the Contracting Officer to ensure your company is capable of performing the Statement of Work. The Government also reserves the right to obtain information for use in the evaluation of past performance from any and all sources.
Technical: The offeror’s quote shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services IAW the Performance Work Statement in a timely efficient manner.
a.Contractor shall demonstrate their corporate experience and approach to meet all requirements stated in the Performance Work Statement.
b.Contractor shall demonstrate that their technicians meet the qualification standards stated in the Performance Work Statement.
c.Contractor shall submit any applicable certification for the State of Connecticut
d.If you are planning to sub-contract some or all of this work, please provide the name and address(s) of all subcontractor(s) (if applicable) and a description of their planned subcontracting effort.

(x) Please include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer via the SAM.gov website or a written copy.

Subcontracting Commitments - Monitoring and Compliance This solicitation includes VAAR 852.215-70, Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors, and VAAR 852.215-71, Evaluation Factor Commitments. Accordingly, any contract resulting from this solicitation will include these clauses. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) to assist in assessing contractor compliance with the subcontracting commitments incorporated into the “Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement” to ensure the contractor's business records or other proprietary data reviewed or obtained in the course of assisting the CO in assessing the contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs. Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). The contractor is required to cooperate fully and make available any records as may be required to enable the CO to assess the contractor compliance with the subcontracting commitments.

PERFORMANCE WORK STATEMENT

Semi-Annual calibrations, combustion testing and Safety Device Testing of Boiler Plant Controls and Instrumentation.

SCOPE:

Contractor shall provide all labor, tools, testing equipment and supplies required for semi-annual calibrations of Boiler plant controls and instrumentation for three boilers and other plant equipment. Contractor shall have a laptop computer and required software to plug into & back-up all settings in the PCCIII controls and provide a back-up flash drive to Plant Supervisor. Contractor shall not be accessing any Sensitive VA Information Systems; these are boiler controls only. Control devices will include but are not limited to the following, Preferred Instruments, CB Hawk, Foxboro, Yokogawa, Siemens & Johnson Controls. Contractor shall also supply to customer, calibration reports for each piece of equipment, indicating date, settings, pass/fail, technical data, and name of technician performing calibrations. Contractor shall provide a list of line items that require parts/replacement and the costs required to repair/replace those items. Any additional work will require approval from the contracting officer, no additional services will be authorized without a signed modification from the Contracting Officer. See attached list of controls & instrumentation to be calibrated.

#1,#2 and #3 FEEDWATER PUMP VARIABLE FREQUENCY DRIVE UNITS Note; there are new DA High and Low-level alarms and Condensate High and Low-level alarms installed separate from the PCCIII alarms. Separate testing and calibration will be required for these beginning with the first calibration cycle of this contract.

Semi-Annual Combustion Testing of Boilers Contractor shall provide all labor and materials required to perform burner calibration on 3 Cleaver Brooks CB700LE boilers. Each burner assembly will be inspected & adjusted to manufacturer’s settings. Each boiler shall be calibrated on gas and oil firing twice a year, approximately 6 months apart, as scheduled by the Plant Supervisor. Contractor will provide burner calibration printouts for each pin on the gas and oil cams (12 for Boilers 1 & 2) & (20 on #3 CB Hawk). Settings will be as close & safe as possible for max input for gas & oil firing at high fire as per the inputs listed on the boiler plate. Contractor shall calibrate the burners and not exceed the requirements of this facilities permit for emissions. Contractor shall perform a smoke test on boilers at customers’ request. Contractor is responsible for providing all tools and specialized equipment required to perform the work.

Safety Device Testing A) Contractor shall provide all labor, tools, and all testing equipment required to perform Semi-Annual Safety Device testing on 3 ea. Cleaver Brooks LE fire-tube boilers, and other plant equipment as identified in the VHA Boiler Plant Safety Device Testing Manual, Fifth Edition. Testing shall be in accordance with the procedures outlined in the VHA Boiler Plant Safety Device Testing Manual Fifth Edition or the most current edition if updates have been made. Testing manual will be available upon request.

B) Contractor shall provide a detailed report including a picture of each device as installed on the system and all other information required by the Safety Device Testing Manual 5th Edition. Safety Device Testing shall be scheduled with the Boiler Plant Supervisor.

C) Contractor shall furnish all tools, parts and specialized equipment to accomplish this.

Devices tested shall include, but not be limited to the list below as changes may be made to the Safety Device Testing Manual 5th Edition.

1. High-steam pressure cut-out (recycle), High-steam pressure cut-out (non-recycle).

2. Steam safety valves (raise boiler pressure until valves lift and reset).

3. Check gas vent for leaks.

4. High-gas fuel pressure cut-off.

5. Low-gas fuel pressure cut-off.

6. Gas fuel safety shut off valves proof of closure.

7. Leak test fuel oil safety shut off valves.

8. Check operation of Liquid Propane Gas pilot.

9. Low-pilot gas pressure cut-out.

10. Forced draft fan motor interlock.

11. Forced draft fan damper wide open for purge.

12. Boiler outlet damper wide open for purge.

13. Purge air flow interlock.

14. Timing for pre-purge.

15. Timing for post-purge.

16. Igniter timing.

17. Leak test gas fuel safety shut off valves.

18. High-fuel oil temperature cut-off (heated fuel, N/A).

19. Low-fuel oil temperature cut-off (heated fuel, N/A).

20. Low-atomizing pressure for fuel oil (hh) Low fire position interlock.

21. Combustion air interlocks.

22. Main flame out; i.e., time to close valves.

Building #70 Boiler Maintenance, Inspection and Tune Up

1. Contactor shall open the boilers water and firesides, for 2 HB Smith, 14 section, cast iron, low pressure boilers.

2. Contractor shall prepare the boiler and its auxiliary devices for an internal inspection by a Contractor supplied ASME Board Certified Inspector.

3. Contractor shall perform all required safety device testing per the Safety Device Testing Manual 5th Edition and the Low-Pressure Steam and Hot Water Boiler ES 2018-001.

4. Upon completion of the inspection, if any repairs are required at that time, a written quote will be provided to the facility. No repairs will be made unless approved separately by the Contracting Officer.

5. Once the boiler is inspected and/or repaired, the Contractor shall put the boiler back together, fill with water, fire up the unit, and perform an operational and combustion test on oil and gas, making any adjustments needed for proper operation.

6. Contractor shall be responsible for any gaskets & seals that may be required to put boiler back together after inspection such as inspection port gaskets, low water cutout gaskets.

7. Contractor shall provide a service report and all combustion printouts to the Facility POC or designated representative upon completion of work.

8. Contractor is responsible to provide any specialized tools or equipment to perform the work.

9. Contractor shall sign in/out at the Main Boiler Plant, building #22, and will be escorted to the work site.

10. No changes to this Performance Work Statement will be made without prior written approval of the Contacting Officer

Note: there is a contract to replace the burner management systems on boilers 1&2 with CB Hawk controls. In addition, the SCADA system is being replaced/upgraded at the same time. This work will most likely happen during this contract. If it does, a modification may need to be added to this contract.

Boiler Inspections

A)Contractor shall perform 1 internal/external inspection, and 1 external inspection, on 3 Cleaver Brooks 700 LE fire tube boilers in the main boiler plant, and 2 HB smith 14 section low pressure boilers in building 70. Internal inspections on all Cleaver Brooks boilers will be performed once a year, 1 boiler at a time starting in the early spring until all boilers are completed. Building 70 boilers are shut down during the warmer months and can be opened and inspected together. External inspections under pressure shall be performed in the early fall, to allow time to take a boiler down for any repairs needed a result of the inspection and prior to heating season. The inspector shall be a Commissioned National Board-Certified Inspector, and the inspections will be in compliance with National Board Inspection Code & ASME Code.
B)The inspector shall be responsible for performing and adhering to his own Confined Space Entry Program in accordance with OSHA regulations when entering boilers.
C)Contractor shall provide all required inspections and certification documents for the inspections, along with color pictures of the internals and externals of the boilers.
D)Contractor is responsible for providing all specialized tools and equipment required to perform the work.
E)All inspections will be scheduled through the Plant Supervisor.

PERFORMANCE REQUIREMENTS:

All work shall be completed such that the integrity of the systems is maintained. All work shall be done in accordance with OSHA, EPA regulations, NEPA codes with particular attention to NFPA 85, VA codes, Federal, State and local regulations throughout the course of this project.

DELIVERABLES:

Contractor personnel must meet VA Qualifications Requirements as well as qualifications and experience of the company and the inspector or testing specialist. Contractor shall provide written report of the inspections or testing fully describing all tests performed, all findings and recommendations. Reports must include the description of the device, functioning status, deficiencies/recommendations, corrective actions and photographs. Reports shall be given to the Boiler Plant Supervisor verbally prior to leaving the site and written report within one week of inspection/testing. All safety related deficiencies shall be immediately reported to the Boiler Plant Supervisor during the inspection visit. The contractor shall have been in business at least five years providing services described within the Performance Work Statement similar in design and annual production rates to that of the Medical Center. The Contractor shall provide a list of at least five customers similar to the VA who have utilized the services for boiler calibrations, inspections and testing for at least three years. Contractor shall provide a detailed list of the testing equipment proposed and the related equipment specifications. Contractor shall provide a detailed list of personnel proposed to service the VA Medical Center along with documented relevant experience and expertise. The Contractor shall provide the company’s lock-out tag-out procedures, safety plan, confined space program, chemical hygiene plan, MSDS’s for all chemicals proposed for use in the boiler plant under this contract. Contractor shall provide Activity Hazard Analysis (AHA). A blank AHA form is available at http://www.swf.usace.army.mil/pubdata/safety/PDF/blank_AHA_form.pdf. Contractor shall provide Respiratory Protection Program, if respirators are to be used in the performance of the work on this contract or if a subcontractor is involved, the subcontractors Respiratory Protection Program.

APPLICABLE DIRECTIVES:

The recommendations and requirements of VHA Boiler Plant Safety Devices Testing Manual, 3rd Edition. The written recommendations of the equipment manufacturers. The requirements and recommendations of NFPA 85 Boiler and Combustion Systems, Hazards Code including applicable appendices. Medical Center, Facility Services Policy FS-7 VA Directives 2008-62.
