tammy.davis6@va.gov The purpose of this sources sought notice is to gain market knowledge of potential small business sources and their size classifications relative to NAICS Code 562998, All Other Waste Management Services, with a small business size standard not to exceed $8,000,000.00 gross annual receipts.

Responses to this sources sought notice will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time.

After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. This is not request for proposal and in no way obligates the Government to award any contract.

Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS), a capability statement and must respond to the following questions:

1) Is your business a small business under NAICS code 562998?

2) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? Certified in Veterans Information Pages?

3) Are you an 8(a) firm?

4) Are you a certified HUBZone firm?

5) Are you a woman-owned or operated business?

Please provide a capability statement addressing your organizations ability to perform as a prime contractor the work described in the Attached Draft SOW. If you intend on subcontracting the work please describe how you will meet the limitations of subcontracting – 13 CFR 125.6.

DRAFT SCOPE OF WORK

Stormwater Maintenance Contract

1.0 INTRODUCTION

The purpose of this contract is to obtain stormwater infrastructure maintenance for the Manchester Veterans Affairs Medical Center (VAMC), located at 718 Smyth Road, Manchester, NH 03104. The primary goal is to meet the Good Housekeeping and Pollution Control Measure of the small Municipal Separate Stormwater System (MS4) General Permit which the VAMC is newly covered under.

2.0 REQUIREMENTS

Contractor shall furnish all labor, supervision, materials, supplies, and equipment necessary to accomplish each listed task in this statement of work to accomplish the requirements of the VAMC Stormwater Management contract.

2.1 Asphalt Sweeping

Perform tri-annual street sweeping of all roadways and parking lots. Contractor shall provide the VAMC with total volumes of street sweepings collected. Street sweeping shall occur at the following intervals:

· Early Spring (March-April)

· Late Summer (July-August)

· Early Fall (September-October) All sweeping will occur outside of the VAMC regular business hours. Waste generated will be disposed of by the contractor in accordance with the NH Solid Waste Rules.

The street sweeping activities shall occur during the outlined times above and two weeks’ notice to allow for proper notifications throughout the facility. Notifications will let employees know of the service occurring, designated parking spaces will be assigned so that vehicles do not infer with the street sweeping.

Reference Attachment A Stormwater Maintenance plan as part of this contract for asphalt surfaces (roadways and parking lots)

2.2 Catch Basin Cleaning – Plan detail #4

Perform tri-annual catch basin cleaning as well as inspections. Contractor shall provide the VAMC with total volumes of catch basin debris collected. Catch basin cleaning shall occur at the following intervals:

· Early Spring (March-April)

· Late Summer (July-August)

· Early Fall (September-October) Cleaning will be prioritized for catch basins located near construction areas or are more than 50% full. Reference Attachment A for the number and location of catch basins as part of this contract. This accuracy of this plan (as well as all other plans) cannot be guaranteed and shall be field verified by contractor.

If contractor notices any damage or deficiencies to catch basins (settling rims, broken grating, other deficiencies, etc..) they shall notify the VA COR in writing of the condition found. Notification shall describe what was found as a condition and the location of the catch basin.

Contractor will provide the VAMC with all records pertaining to the quantity of materials removed from catch basins after each cleaning. Waste generated from catch basin cleaning will be disposed of by the contractor in accordance with the NH Solid Waste Rules.

2.3 Maintenance of Stormwater Treatment Structures

Perform tri-annual inspection and cleaning of the underground stormwater infiltration systems. Contractor shall provide the VAMC with total volumes of street sweepings collected. Work outlined below shall occur at the following intervals:

· Early Spring (March-April)

· Late Summer (July-August)

· Early Fall (September-October) Mountain Entrance – Plan detail #1:

The existing CULTEC Subsurface Stormwater Management System is installed at the Mountain Entrance of Bldg. 1 and is equipped with an inspection port. The contractor will inspect the stormwater treatment structure as outlined above. If sediment depth is in excess of 3 inches, provide cleaning with high water pressure. Reference Attachment A Stormwater Maintenance plan for details and exact location as well as Attachment B Cultec O&M for the manufacture’s recommendations.

New Clinical Services Building (under construction)- Plan detail #2:

BEGINS OPTION YEAR #1: Once the new Clinical services Building is completed, there will be an underground infiltration system that will be require maintenance under this contract. It is anticipated that Option #1 will include this system There are inspection ports and paths to allow for inspection and cleaning. Reference Attachment A Stormwater Maintenance plan for details and exact locations.

New Specialty Care Building (under design)- Plan detail #3:

BEGINS OPTION YEAR #2: The new Specialty Care Building is at 90% design completion and will have two retention ponds to capture storm water. Under this contract contractor shall clean out and weeds/grass/debris that are in the retention ponds and could affect flow of discharge. Contractor shall also clean out discharge piping as required and clean or replace screen covering pipe outlet. Reference Attachment A Stormwater Maintenance plan for details and exact locations.

2.4 Roof drains

Perform tri-annual roof drain basket clean out as well as inspections. Roof drain cleaning shall occur at the following intervals:

· Early Spring (March-April)

· Late Summer (July-August)

· Early Fall (September-October) If contractor notices any damage or deficiencies to roof drains, they shall notify the VA COR in writing of the condition found. Notification shall describe what was found as a condition and the location of roof drain.

There is not a plan that shows roof drain locations or quantities. The contractor shall include the following buildings for roof drain clean outs as follows:

· Building #1

· Building #7

· Building #15

· Building #18 The above refenced locations can be referenced on Attachment D

2.5 CCTV Inspection and Jetting Services

Perform inspection of underground stormwater and sewer infrastructure using CCTV (when and if needed). This will be a separate line item to be performed at the request of the VAMC should any deficiency’s or obstructions be found during routine maintenance operations and inspections. Anticipate that up to 50ft of underground piping may require CCTV inspections and jetting per year.

3.0 MATERIALS AVAILABLE

The VAMC has made available the following; underground plans of its stormwater infrastructure, previous CCTV inspection reports (if requested by contractor), and the CULTEC Subsurface Stormwater Management System Operation & Maintenance Guide as part of this SOW.

4.0 PERFORMANCE REQUIREMENTS

4.1 All work (except for street sweeping) will be performed between the hours of 7:00am to 4:30 pm Monday through Friday, excluding holidays, except where off hours are specified. Off hours and weekend work may be requested of the VAMC Contract Officer’s Representative (COR) with a 48-hour request notice.

4.2 Street sweeping shall occur outside Medical Center hours of operation (Monday through Friday 7am-430pm). Work shall be performed off hours or on weekends.

4.3 The provisions of all applicable OSHA, EPA, and all Federal, State, and local regulations shall be followed throughout the course of this project.

4.4 All safety plans and documentation of personnel training on those plans shall be submitted for review and acceptance three (3) weeks prior to the start of work on site (refer to Attachment C Safety plan for requirements). Some of the requirements are boiler plate and the Contractor shall work with COR to determine exact requirements pertaining to approval of Safety plan.

4.5 Contractor vehicles, including those of their employees, are to be parked at the end of Lot “E”. This parking lot is located by the salt shed at the north end of campus. No vehicles will be allowed to park around buildings or at loading dock areas. Loading docks are available for use for unloading and loading of materials and tools then must be moved to parking lot “E”. See Attachment D Campus Wide parking plan for parking lot E location.

4.6 Smoking is not permitted on campus.

5.0 PROTECTION AND RESTORATION

5.1 The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which is not to be removed, and which do not unreasonably interfere with the work required under this contract

5.2 The Contractor shall protect from damage all existing improvements and utilities at or near the work. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the CO may have the necessary work performed and charge the cost to the Contractor.

5.3 Upon completion of contract, deliver work complete and undamaged. Existing work (walls, ceilings, partitions, roofs, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work

5.4 At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are indicated on drawings and which are not scheduled for discontinuance or abandonment.

6.0 CONTRACT REQUIREMENTS

The Contract shall be based on one (1) base year with three (3) additional option years for the provided service. VA has the right to terminate after the base year or after any completed option years. Each year shall include the following requirements:

BASE YEAR 1

· Asphalt sweeping entire campus

· Cath basin inspection and clean out entire campus

· Roof drains

· Mountain Entrance CULTEC Subsurface Stormwater Management System

· CCTV Inspection and Jetting Services (as required when needed)

OPTION YEAR 1

· Asphalt sweeping entire campus

· Cath basin inspection and clean out entire campus

· Roof drains (including new Clinical Services Building roof drains)

· Mountain Entrance CULTEC Subsurface Stormwater Management System

· Clinical Services Building underground infiltration system (similar to Cultec)

· CCTV Inspection and Jetting Services (as required when needed)

OPTION YEAR 2

· Asphalt sweeping entire campus

· Cath basin inspection and clean out entire campus

· Roof drains (including Clinical Services Building & Specialty Care Building roof drains)

· Mountain Entrance CULTEC Subsurface Stormwater Management System

· Clinical Services Building underground infiltration system (similar to Cultec)

· Specialty Care Building retention ponds

· CCTV Inspection and Jetting Services (as required when needed)

OPTION YEAR 3

· Asphalt sweeping entire campus

· Cath basin inspection and clean out entire campus

· Roof drains (including Clinical Services Building & Specialty Care Building roof drains)

· Mountain Entrance CULTEC Subsurface Stormwater Management System

· Clinical Services Building underground infiltration system (similar to Cultec)

· Specialty Care Building retention ponds

· CCTV Inspection and Jetting Services (as required when needed)

7.0 SAFTEY REQUIREMENTS

No personal shall enter any storm water catch basins or piping unless the area is treated as a confined space. Prior to entering the confined space, a Confined Space Safety Plan shall be submitted to the VHA for approval and submittal. It is anticipated that this contract can executed without having to enter any confined spaces.

VH Manchester has a site-specific Safety plan shall be followed as part of this contract to protect contractor as well as occupants (patients and employees) of the Medical Center. This site-specific safety plan can be refenced as Attachment C Safety Plan as part of this contract.

Some of the items required are as follows (whether included in Safety Plan):

· Traffic control if equipment if being used during working hours

· Use of safety precautions established by EM385 including but not limited to; safety cones, signs, flaggers, etc.

· No manhole shall ever be left uncovered at any time unless supervised

· All uncovered manholes shall be barricaded to prevent injuries to people

· 1 week notice of any road closures or lane closures on the campus
