1. Question: Please confirm if taxes should be carried in proposals?
Answer: It is the responsibility of the contractor providing a proposal/quote to prepare their prices in accordance with items that are taxable.
2. Question: Please confirm if any state, local, and/or Federal permits will be required on this project?
Answer: No permits required. All work to comply with applicable NFPA and VA fire protection requirements. All material and data submittals subject to VA and VA third party review and approval.
3. Question: Please confirm if there are any known hazardous materials?
Answer: Existing fire pump and associated piping are known to be painted with lead based paint. Proper disposal of demolished materials is required.
4. Question: Please confirm existing fire alarm vendor?
Answer: Fire alarm is a Notifier system with Easton Electronics Warn ADC. There is currently no contract for maintenance, however the system was installed by BK systems and the VA has utilized them for all maintenance and repair to date.
5. Question: You have a spec for asbestos removal. Do you currently have knowledge of any or estimated quantities?
Answer: There are no known asbestos containing materials within the scope of this project.
6. Question: Is there outdoor access in the mechanical room of building 88?
Answer: Yes.
7. Question: Who is the contractor on the fire alarm panel
Answer: Fire alarm is a Notifier system with Easton Electronics Warn ADC. There is currently no contract for maintenance, however the system was installed by BK systems and the VA has utilized them for all maintenance and repair to date.
8. Question: Who is going to shut off all transformers as required?
Answer: VA White River Junction electricians are qualified and will perform necessary transformer shutdowns based upon approved contractor schedules.
9. Question: Is there an entrance and parking for deliveries by the VA cutoff road/Canteen?
As of February 20, 2019
Answer: Material deliveries may be made through the Veterans Drive via VA cutoff road. Coordination with Canteen deliveries will be necessary.
10. Question: Are background checks required on all staff? If not, any staff?
Answer: Any staff expected to be present for the duration of the contract should follow the vetting process for a VA identification badge. Daily subcontractor employees or intermittent subcontractors shall obtain daily badges from the FMS office. All staff under the contract are expected to sign in and out of the daily log book in the FMS building 37. All staff are required to maintain OSHA 10 hour certification.
11. Question: Are there any over ceiling pipes in Bldg 88 basement?
Answer: B88 mechanical space is/was visible during walkthrough. Mechanical systems which require relocation are detailed on project drawings and specifications. Contractor is responsible for verifying existing conditions.
12. Question: Is there an exterior pipe excavation spec for pipe layout and trench detail?
Answer: Necessary details are included in project drawings and specifications.
13. Question: Where is the wall penetration for the switch on the boiler plant.
Answer: Wall penetration for electrical conduit associated with existing fire pump feeder disconnect on building 2 is directly behind exterior wall mounted disconnect.
14. Question: Utility fees is owner taking care of or are we? Is there any training /class to go through in order to work there? If so do you know approximately how long this takes?
Answer: VA pays normal utility and usage fees. Construction related fees shall be contract responsibility unless forbidden by utility provider. Any utility fee related to completion of the contract are the General contractors responsibility.
Specs are clear about the work conditions. There are no VA provided training classes.
Everyone working on site needs to prove completion of 10 Hour OSHA worker certification at a minimum, and proof of any qualifications required by specifications relative to their trade (i.e fire protection engineer certificate). Please review RFP specifications.
