PERFORMANCE WORK STATEMENT (PWS)
VETERANS GUEST INTERNET ACCESS (VGIA)
WEST HAVEN VETERANS HOSPITAL
Project Overview The Contractor shall establish and maintain a Veterans Guest Internet Access (VGIA); a wireless internet access service made available to our veterans, their families, and guests visiting the West Haven VA Medical Center (VACT). Drawings that include (highlighted areas) to the locations that require Wi-Fi Service are attached.
1. The contractor shall provide solutions meeting or exceeding all technical requirements below.
2. The contractor shall provide public wireless VACTs internet access via 2.4GHz 802.11 b/g/n Access Points in the specific areas (as highlighted, but not limited to) per facility drawings provided
3. The contractor shall provide a cable alternative to wireless access at the VACT where wireless is not appropriate or cable preference is determined by the VACT.
4. The contractor shall provide specific bandwidth for users of the VGIA; Site Drawings, are available in Attachment 3, which are highlighted for locations of the estimated coverage areas. Areas are presented below. The intent is to provide wireless coverage to all clinical/patient areas on the 3rd, 4th, and 6th floors including the waiting areas 3237, 4150, and 6218. Drawings are provided for clarity.

5. All of the OIT circuits for VACT are brought into the campus in the PBX room, Bldg. 1 Room G251. The contractor will use Room G249A for head end equipment. Photographs of this room are provided in addition to CAD drawings. The point of demarcation is at the discretion of the contractor. If the contractor determines that more than one demarc is required, it shall be located in a FMS space.
6. All patch panels and wiring must be separate from the VA network. This includes the use of separate racks and cabling. The CAD drawings specify which rooms will be used for guest Wi-Fi project and equipment installation.
7. The contractor shall provide public security for the guest internet access and private security for the vendor provided equipment. All IT equipment is IE FIPS – 140 encrypted.
8. The contractor shall determine the equipment to be installed in each designated space such as wall mounted, floor mounted or a lockable cabinet. The Café Room (1279A) will also need a separate cage around the installed equipment in order to separate from the rest of the storage in the room.
9. The contractor shall supply 2-5 sets of key copies for locked cabinets and cages at the request of the COR.
10. The contractor shall provide wireless isolation via Layer 1 air gap, Multi-mode OM1 fiber. All fiber on campus terminates in Bldg. 5, however, there is not enough existing fiber available for this project. CAT6 cabling is to be used.
11. The contractor shall provide for the physical security of contractor installed equipment until installation is completed and accepted by the Government
12. Electrical power and outlets needed will be the responsibility of VACT Electrical Shop. A battery backup will also be provided. The point of contact for the Electrical Shop is:

13. Any existing rack space or power source will not be available for use on this project. Existing fiber strands cannot be used to support the switches.
14. Cisco 24/48 port POE switches will be utilized in the closet locations. (Cisco or equivalent is acceptable). The vendor will design the network for future expansion as well; ensuring switches shall not exceed a 75% port utilization at the beginning of the project. Cabling will have 20% added for potential future expansion.
15. The contractor shall be responsible for the design, configuration and installation of all cabling, access points, switches, and routers needed for the VGIA.
16. The contractor shall supply the VACT with a final wiring and equipment location map for each floor upon completion of the project.
17. The contractor shall provide an introduction page with usage agreements for acknowledgement at the time of login with information on the program, rules, restrictions, and usage agreements. If user does not agree with acknowledgement, user access is denied. Furthermore, users must acknowledge awareness of the risk of using a public WI-FI.
18. The contractor shall provide 24/7/365 VGIA technical support via a call center for VACT OI&T staff.
19. The contractor shall provide 24/7/365 VGIA technical support via a call center for VACT veterans and guests.
20. The contractor shall provide, at the VACT request, telephone support within two hours and onsite support within 24 hours (if required).
21. If any service is needed or maintenance on the WIFI equipment, it needs to be coordinated through the COR.
22. The contractor shall provide service availability with an expected uptime of no less than 99%.
23. The contractor shall provide the Internet bandwidth specified by the VACT to provide a satisfactory user experience for customers using the VGIA service. The minimum acceptable service speed shall be a high-speed circuit with 1Mbs upload and 10Mbs download delivered over an appropriately sized WAN.
RF specifications:
· This network as any other network will interfere with our production VA network. For that reason, we restrict guest access to the 2.4GHz in an effort to protect our most sensitive wireless traffic (voice) which will use the 5GHz band. Coverage for both 802.11b/g/n 2.4GHz; VA coverage specifications will drive the coverage requirements. (Currently the VA uses the 2.4 range and channels 1/6/11)
24. The contractor shall monitor the typical usage of access points and Internet gateway(s) to define high usage areas; the contractor shall notify the VACT of these locations. The contractor will help the VACT re-evaluate and upgrade the bandwidth should the VACT determine there is need. Data compiled from the Completed Appointment Reports is that approximately 1372 patients visit on average each day for appointments or guests. The square footage for all areas listed in the PWS and CAD drawings is approximately 65,205 sq. ft. (estimate).
25. The contractor shall provide content filtering for inclusion to the VGIA. The Contractor’s solution shall provide ability for content filtering for internet access to include but not limited to gambling, pornography, and soliciting, vending, debt collection.
26. All work shall occur during normal administrative hours (7:00 AM to 4:30 PM, M-F, Holidays excluded). Off hours work (as an example – work of a very noisy or dusty nature) may be scheduled in advance with the VA COR – 10 days’ notice. Notification of an event extending a preventive maintenance period or which may degrade system performance shall be disseminated to the user community immediately and If the event is foreseen, no less than 7 days prior to the event. The contractor be required to gain approval from site prior to coring through floors and walls.
27. No access to IT closets will be granted without a VA staff member present whether it’s IT or Facilities Management Service. General keys can be coordinated through VA approval if contactors are on site for an extended time. An escort from FMS can give access to an area if needed during peak and off-peak hours. The COR will be available for off peak hours as well. Must be scheduled with the COR in advance with 10 days’ notice.
28. All access will be coordinated by the site coordinator. The site coordinator will be the COR. If working in a high patient sensitive area and any noise or dusty is created, all work should be done during off peak hours which are 6pm – 6am, weekends and holidays. All work must be scheduled in advance.
29. The contractor shall confine all operations including the storage of materials on Government premises to areas authorized by the COR. A Physical Security Plan may be required by the VA Police for exterior laydown areas.
30. Permits are required to perform work at the VACT. Any permits needed can be found on the TIL (Technical Information Library) at: https://www.cfm.va.gov/TIL/spec.asp#01. Typically, it is foreseeable that a confined space permit will be needed to run fiber. More may apply. A Department of Consumer Protection Connecticut electrical license is required.
31. All clinical and patient areas will require HEPA containment (tenting) units while pulling cable. The contractor is responsible for supplying containment equipment regarding infection control.
32. All equipment used must meet the VA specs which can be found on the Technical Information Library (TIL) at: https://www.cfm.va.gov/TIL/spec.asp#01
33. The contractor shall submit a full safety plan to the COR prior to starting this project.
34. Upon request a site log of all areas of Asbestos, lead, etc. concerns can be provided by VACT safety and infection control through communication with the COR.
35. The contractor shall adhere to all standards governed by the National Fire Protection Association (NFPA-101 Life Safety Code, 2012 Edition). No firewall discontinuities. Firestop requirements can be found on the TIL in Section 07.84.00 FIRESTOPPING. https://www.cfm.va.gov/TIL/spec.asp#01
36. The contractor shall be responsible for the purchase of all cabling, access points, switches, and routers needed for the VGIA infrastructure.
37. The contractor shall relinquish ownership of all installed equipment to the Government upon completion and acceptance by the Government.
38. The contractor shall test, validate, repair, replace as needed, and maintain installed VGIA equipment in concert with the VACT service agreement.
39. The contractor shall relinquish ownership of all installed cabling and related non-electrical equipment to the Government upon completion of the service term.
40. The contractor shall provide commercially available systems for filtering and security, which is intended for protecting the public users in hospital environments. The system(s) being used must also include continuous manufacturer updates to be uploaded by the vendor or manufacture, and allow for VA or vendor requested modifications pursuant to quality improvements.
41. The contractor shall be liable to repair existing ceiling pathways that are utilized and are not properly grounded as well as any damage to existing VACT equipment during installation and project maintenance.
Project Responsibilities
1. Validation Testing Requirements or Acceptance Criteria:
a. The Contractor shall submit a draft test plan to the VA COR for acceptance and comment.
b. The draft test plan shall include the following:
i. The Contractor shall perform testing following installation to ensure access points and wireless service are functioning at a minimal data rate with acceptable signal to noise and power settings as determined by the site during the site survey. A pre-installation Radio Frequency (RF) site survey can be coordinated through the project COR for access to needed areas.
ii. The Contractor shall discuss and confirm suggested speed test criteria in requirement (i) with the program manager at each site.
iii. The Contractor shall provide a Post Survey Heat Map, which will show where the access points are located, and that they are functioning.
iv. The Contractor shall test for interference with existing medical center systems.
v. The Contractor shall provide a final test plan that includes updates addressing any comments provided by the VA to the draft test plan.
2. The vendor shall complete a site survey to guarantee prevention of interference with the existing wireless access, both medical and non-medical systems, and to determine all equipment required for installation.
3. The vendor shall be responsible for the purchase and installation of all cabling, access points, POE extenders, switches, routers, and all other materials and equipment needed for the VGIA infrastructure as specified by vendor.
4. The VACT will pay the installation costs upon completion of the VGIA infrastructure and satisfactory end to end service testing or the contractor may provide a payment schedule for approval by the ENRVH. These installation costs will include all items except the recurring monthly internet service charges.
5. The vendor will establish a monthly flat-rate fee of recurring charges for Internet bandwidth, service and support fees, equipment maintenance and support fees.
Subcontractors vendor will identify all subcontractors (including a list of all elements applicable to the utilization of subcontractors) to be involved in providing VGIA to the VACT. Subcontractor(s) identified in the vendor’s technical proposal will be the same subcontractor(s) who will actually perform on the project. If, during performance of the contract, it becomes necessary for the vendor to substitute subcontractor(s) for one of those whose qualifications were the basis for evaluation of the offer and award of the contract, the vendor shall submit to the Contracting Officer the same information that was required in the initial proposal regarding the proposed substitute subcontractor(s). The Contracting Officer shall have the right to review the qualifications of the proposed substitute subcontractor(s) and to approve or disapprove the substitute subcontractor(s) qualifications. If the proposed substitute subcontractor(s) qualifications are disapproved by the Contracting Officer, the vendor will propose another subcontractor(s) who does possess equivalent qualifications.
PERFORMANCE REQUIREMENT SUMMARY: The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

The Government will utilize a Quality Assurance Surveillance Plan (QASP) throughout the life of the contract to ensure that the Contractor is performing the services required by this PWS in an acceptable manner. The Government reserves the right to alter or change the QASP at its own discretion. A Performance Based Service Assessment Survey will be used in combination with the QASP to assist the Government in determining acceptable performance levels. The COR will determine if the performance of the Contractor is below a metric standard and deem it unacceptable. The COR will then notify the Contracting Officer.
