CRRC SECURITY CAMERA REPLACEMENT QUESTION AND ANSWER SESSION

QUESTION 1: This document refers to a requirement for Lenel certification - this is listed both on page 11 Section 8.0 as well as page 38, Section C. Factor Three. This appears to be a Pelco VideoExpert system and we are a certified Pelco partner with the necessary certifications. What is the reason for the Lenel certification requirement?

RESPONSE 1: Lenel certification is no longer required has been removed from solicitation.

QUESTION 2: Regarding the above solicitation, page 9 of 62, Section 4.0 Scope of Work has a note/comment that model numbers will be provided so that salient characteristics can be identified. Can you advise if this information is available?

RESPONSE 2:

The model numbers have been incorporated into PWS Section 4.0. The 58 cameras to be replaced are at least 10 years old. However, the Video Monitoring System (VMS) was replaced in 2019 with Pelco VideoXpert system. Therefore, VA only requires 58 cameras to be replaced in accordance with Section 4.0. Please see updated PWS Section 4.0 scope of work for brand name or equal to PELCO Cameras model number.

QUESTION 3: Page 14, B.3. Price/Cost Schedule: CLIN 0004 - if a model number cannot be provided, can you please specify what Megapixels (MP) (image size, ie. 2MP, 3MP, 8MP) camera you are seeking and also whether Infrared (IR) capability is required?

RESPONSE 3: See response to Question 2.

QUESTION 4: What is correct due date? Web page says 8/28/20 but documents say 09/4/2020 at 10:00 AM ET? What is the true RFP submission date?

RESPONSE 4:, The solicitation will expire on September 7, 2020 at 10:00am ET. Please refer to the amendment 0001 for further details for due date and time for new question and answer session.

QUESTION 5: Is project tax exempt?

RESPONSE 5: This requirement is a commercial buy and is subject to Federal, State and Local taxes.

QUESTION 6: what is the date for submittal of questions for the CRRC facility in Martinsburg WV? I received documentation that states that the deadline in today at 10:00AM but on another I have the date for the submissions on Tuesday August 25th? What is the true date for the question(s) submission?

RESPONSE 6: There is a typo in the amendment RFQ 2 for the question and answer session. The Question and answer session expired on August 24, 2020 at 10:00 ET.

New question and answer section have been updated in E.1 instructions to Offeror. Question and answer section will end on September 1, 2020 at 1:00pm ET.

QUESTION 7: What is the preferred resolution for the Pelco product line?

RESPONSE 7: See response to Question 2.

QUESTION 8: Does the VA, at the facility, have an existing VMS in place at this time?

RESPONSE 8: Yes, Per Scope of Work (4, B), Cameras and firmware must be compatible and shall be programmed for viewing through the newly installed Pelco VideoXpert Video Management System. VideoXpert is the VMS being utilized.

QUESTION 9: Do they want the interior cameras mounted in the ceiling tiles or surface mounted on the walls?

RESPONSE 9: Please see attached CRRC Security Diagram PPT. for indicators where mounts are in the ceiling or surface.

QUESTION 10: Will a man-lift be needed? It appears to be a three (3) story building?

RESPONSE 10: Building is one story. No lift is required. A tall ladder will be required in the maintenance/courtyard area.

QUESTION 11: All electrical needs to be supplied by the VA?

RESPONSE 11: If electrical required, the VA will supply. If additional wiring is required the awardee should submit the requirement to VA 2 weeks in advance to schedule for installation of wiring.

QUESTION 12: Does the VA have the necessary license(s) for the 58 cameras?

RESPONSE 12: VA is utilizing VideoXpert Enterprise does not require individual licenses, therefore licenses are covered under VideoXpert Enterprise.

QUESTION 13: Will the site require new wiring that goes with the security cameras or are we using existing wiring connections?

RESPONSE 13: Contractor will use existing wiring any additional wiring refer to question 11.

QUESTION 14: Is the Pelco software system already in place?

RESPONSE 14: Yes, as indicated in the PWS Section 4.0.

QUESTION 15: Are we replacing the entire camera system or are there areas that will require new installs?

RESPONSE 15: No the VA only wants to replace the security cameras. Please see scope of work (4.B). Purchase and install 58 (fifty-eight) replacement cameras at the CRRC. See attached diagram for camera locations. Cameras and firmware must be compatible and shall be programmed for viewing through the newly installed Pelco VideoXpert Video Management System. There are no areas that will require new location installs.

QUESTION 16: Is PELCO video system VMS the only option in terms of responding to this Solicitation?

RESPONSE 16: Pelco VideoXpert VMS is the current system that is being utilized as stated above. VA has a need to replace cameras only that is compatible with Pelco VideoXpert VMS in accordance with PWS Section 4.0.

QUESTION 17: Would you accept the Genetec platform (Security Center)?

RESPONSE 17: The VA is not looking to replace the existing VMS, only replacing the cameras.

RESPONSE 18: Cameras should be as listed in the PWS (equivalent to model and compatible to current VMS). See PWS section 4.0 for model numbers brand name or equal.
