Simplified Acquisition Brand Name Specification
Based on the information provided herein and in accordance with FAR 13.106(b)(1)(i), I hereby determine the proposed brand name specification is required for this acquisition.
The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T) requires a Closed-Circuit Television System (CCTV) system upgrade. This is to include the replacement of the existing Pelco Endura VMS system which is required due to the aging of the system (purchased in 2012).
The circumstance surrounding the brand name requirement is because the VA needs to continue utilizing existing Pelco equipment at both Martinsburg, WV, and Shepherdstown, WV. Purchasing a different system would cause connectivity and system language issues and would require the purchase of supplementary equipment to service both sites. Additionally, the VA currently holds paid licensing for 75 Pelco cameras, Pelco software licenses, monitors, and other ancillary pieces of equipment that work with the Pelco solution.
