1. PWS 3.4.4, page 9 – Medical Claims Processor (MCP) or Equivalent (Equiv). Q: Does the position description at PWS 3.4.4 apply to both Accounting Clerk II and Accounting Clerk III (lead) positions?

2. Q: Will the government give greater consideration to a Past Performance where the offeror was the prime contractor on the referenced past performance contract?

3. Can the Government please indicate how many FTE’s are in CLIN #3?
CLIN 0003 is Ad Hoc hours. PWS 3.3
4. Can the Government please indicate how many FTE’s are in CLIN #4?
CLIN 0004 is Ad Hoc Hours PWS 3.3
5. Please clarify that the Government is only looking for 1 resume for the Medical Claims Processor Lead as identified in the PWS page 7 & 8 (1920 hours).
The Key Personnel are the PM or Equivalent and MCP Lead . Please propose your resumes based on your understanding of the PWS (3.4).
6. Please provide the new anticipated period of performance given the incumbent contract has been extended to 12/31/2019. Should offerors anticipate 10/1/2019 given the 30-60-day transition?
Date of award will allow for 30-60 transition time frame. See Answer #18 A-0002
7. If there is no backlog, please explain what surge work is for and how it is anticipated given the 30 days needed to onboard a new employee.
The surge CLINS give the FSC flexibility to add staff if the workload increases significantly in order to meet Prompt Payment Act guidelines.
8. Please define the reports that can be generated from eCams.
The contractor will not be asked to produce reports from eCAMS; thus, it is not relevant to their ability to price their proposal.
10. What equipment will be needed for COOP?
See. PWS 4.0; Only executed in the event of a COOP. 4.0 TELEWORK/VIRTUAL WORK Virtual or telework is not currently offered at this time
11. Is the contractor required to provide Spanish speaking employees?
Not required but helpful
12. If we are using Government furnished equipment in a government facility, please clarify the need for the vendor to have high speed internet and computers with Citrix Access Gateway.
Should the Government implement its Continuity of Operations Plan (COOP), Contractor personnel that are approved for telecommute or virtual work shall work from their approved alternate work site. Q# 79. A-0002 Does the contractor need to have equipment on stand-by should the VA site in either Austin/Waco go into COOP mode? If so, how many stations are needed?
Yes, this should be proposed as a separate ODC line time. The number of stations depends on the number contractor personnel proposed.
13. Where will the COOP facility be located, and will the Government provide telecommunications capability (internet) for Vendors to connect to the Government’s systems?

The number of Background Investigations will be based on your number of personnel proposed and your understanding of the PWS.
