A. GENERAL INFORMATION
1. Title of Project: VHA Planning Community Commercial Capacity Database Access
2. Scope of Work: The contractor shall provide access for VA and VHA Planners to a centralized web-interfaced database which includes access to regularly updated information such as Commercial Inpatient Capacity by Bed Type, Commercial Outpatient Capacity by Physician Specialty, Commercial Quality Indicators, Commercial Patient Satisfaction Scores, Average Lengths of Stay (LOS), Common DRGs, Number of Employees and Health Systems’ addresses, phone numbers and e-mail addresses of Key Contacts.
3. Background: There is an increasing need, as outlined by the Secretary of VA, to become more familiar with the availability of private sector resources in our local community to augment VA’s capacity when there are identified gaps between the projected demand for care and VA’s capacity to meet the demand in creating High Performing Networks. This type of data is needed to assist field staff with identifying network capacity as well as specific provider capacity to guide the development of local community care networks. With the enactment of the MISSION Act, specifically Section 106, VHA is directed to assess community capacity as part of the legislated Market Assessments to be provided to Congress. The free databases that are available and provide this information are significantly limited. Therefore, a paid subscription to a database providing this type of community data is required.
4. Performance Period: The period of performance will be twelve (12) months from date of award
5. Type of Contract: Firm-Fixed Price
6. Place of Performance: Virtual
7. General Requirements: Performance of the contractor will be monitored by the VHA Office of Policy and Planning (10P1).
