A. The purpose of this amendment is to provide responses to ‘ALL OFFRORS” to questions submitted after conclusion of the site visit held on 12 September 2022 at 9:00 AM. The marshalling point was the address stated in original RFQ Posting, Department of Veteran Affairs, Veteran Benefits Administration, Support Services Division (VARO317), 9500 Bay Pines Blvd , Bay Pines Florida 33744-8700.

B. The following are the questions and responses to the questions submitted by potential offerors.

Q1 Please provide the current version of the Avigilon VMS and C-Cure 2.90?

Q1 Reply: This information will be obtained and provided during the site validation with the contractor selected for award and conducted after award is made. This a security concern that is NOT releasable to the public.

Q2 Please provide the current license of C-Cure 9000 – M, N, O or P?

Q2 Reply : This information will be provided during the site validation after award with the contractor selected for award. This is a security risk and is NOT releasable to the general public?

Q3 Please provide most current as-built drawings, wiring diagrams and/or closeout documents for CCTV, PACS and intrusion detection systems?

Q3 Reply: This information will be provided during the site validation after award with the contractor selected for award. This is a security risk and is NOT releasable to the general public?

Q4: Please confirm the total number of workstations that will need to be capable of creating badges and the total number that will need a Graphic User Interface (GUI)?

a. Minimum seven (7 ) total TAA compliant workstations.

b. Visitor card creation is a current capability.

c. one (1) TAA compliant workstation for non-PIV badge creation, importing PIV and creating PACS profiles, capable of monitoring cameras

d. Two (2) for importing PIV and creating PACS profiles

e. Four (4 ) capable of monitoring

Q5: How many workstations is the government requesting on the new consolidated system to view cameras, PACS, and Alarms?

a. Minimum seven (7 ) total TAA compliant workstations.

b. Visitor card creation is a current capability, it is stated in the RFQ.

c. one (1) TAA compliant workstation for non-PIV badge creation, importing PIV and creating PACS profiles, capable of monitoring cameras.

d. Two (2) for importing PIV and creating PACS profiles

f. Number of cameras currently installed is 91 , contractor shall determine based on the system you are quoting how many camara’s are required.

Q6 How many of the workstations would the government want to do PIV registration of cards into the system?

Q6 Reply: a. Minimum seven (7 ) total TAA compliant workstations.

b. Visitor card creation is a current capability.

c. one (1) TAA compliant workstation for non-PIV badge creation, importing PIV and creating PACS profiles, capable of monitoring cameras

d. Two (2) for importing PIV and creating PACS profiles

e. Four (4 ) capable of monitoring

f. Number of cameras currently installed is 91 , contractor shall determine based on the system you are quoting how many camara’s are required.

Q7 Please confirm the total number of days of storage required for the CCTV system?

Q7 Reply: This information will be provided during the site validation after award with the contractor selected for award. This is a security risk and is NOT releasable to the general public.

Q8 Please confirm the frame rate and resolution requirements for the CCTV cameras, as well as the total number of cameras on the Avigilon server ?

Q8 Reply :

a. This information will be provided during the site validation after award with the contractor selected for award.

b. All equipment that is on-site currently meet the existing security REQUIREMENTS at the time of installation when that contract was established.

The security requirements concerning the physical cameras may have changed in the interim and the eventual awardee will need to ensure compliance during the site validation.

d. Less than 100 cameras, Number of cameras currently installed is 91 , contractor shall determine based on the system you are quoting how many camara’s are required based on the system and Work Breakdown Structure you are quoting.

Q9 Does the VA have current logins for the cameras?

Q9 Reply Yes into software and firmware

Q10 Please confirm the total number of Lynx licenses currently in use, as well as the type and version of those licenses?

Q10 Reply: LYNX current SSA will continue throughout the POP. Proposal should speak to resolution of duress system solution.

Q11 The current LYNX panic alarm system is installed on VA network computers.

Does the government wish to have these migrated into the new off network solution?

Q11 Reply LYNX current SSA will continue throughout the POP. Proposal should speak to resolution of duress system inclusion into the GUI.

Q12 Please clarify if the canteen cameras are on a separate Exac NVR or if all these cameras are reporting to the Avigilon system?

Q12 Reply All cameras will report to the stand-alone network

Q13 Confirm the total number of data closets, doors, and panels?

Q13 Reply: This information will be provided during the site validation after award

Q15 Based on the walkthrough there seems to be Controlled ( 1 factor) and Limited (2 factor) and none with Exclusion ( 3 factor)?

Q16 Please confirm if equivalent alternates to HID readers/HID certificate verification are allowed due to current availability issues?

Q16 Reply : This information is contained in the RFQ.

Q17 Please confirm that the new PACS solution will need to be FICAM ( Information Technology through GSA) compliant at all reader locations?

Q17 Reply : Offeror will comply with all federal standards pertaining to HSPD-12 USAccess cards and conforms with all VA security protocols as stated in the RFQ.

Q18 Please provide the location where the single door controllers terminate or connect back NAPC

Q18 This information will be provided during the site validation after award with the contractor selected for award. This is s a security risk and is NOT releasable to the general public.

Q19 Please confirm best value evaluation criterion as appears to be the case on page 27?

Q19 Reply : The evaluation Criteria is as stated in the RFQ. “Best Value” is the expected outcome and expectation that an offerors submission will provide the greatest overall benefit to the government in response to the RFQ.

Q20 Should the price be a single lump sum or monthly as indicated on page 2?

Q20 Reply Review the RFQ the schedule page is included also review Amendment A0001. The RFQ states “JOB” . It is expected that each offeror as instructed will provide sufficient detail for the government to evaluate your submission without discussions.

Q20 Reply The warranty period for new equipment could be as long as 5 years.

Please clarify if the VA wants service for that long or if the post-installation warranty service should just be one year since a separate maintenance and repair contract will be solicitated later (per page 10)?

Q20 Reply One Year should be sufficient time for the station to put a new procurement package for the maintenance. This action will NOT roll into a maintenance agreement. … mfg. standard warranty. Offerors shall provide a standard mfg. warranty for the system they quote.

Q21 Do we provide a quote for the maintenance contract?

Q21 Reply:

a. No.

b. Please review the RFQ indicates that the maintenance is NOT a requirement of this RFQ. A maintenance contract will be established before the warranty expires and will be a competed action.

c. Offeror’s submission should express and demonstrate that your submission is a commercially available system that can be maintained by any qualified maintenance provider.

i. Your quote and system proposed must NOT be proprietary to your company or a specific /particular manufacturer but will allow for the future maintenance to by any commercial qualified and eligible source for maintenance services.

ii. Offerors at their election can submit an estimate of maintenance cost it. It will ONLY be used for informational purposes and market research for the future maintenance contract which will be a competed action.

iii. You may include a maintenance estimate for a base and four one-year options if you have time, but be advised it will ONLY be considered as information for the future planning and market researching for a maintenance contract. This information if you elect to include SHOULD NOT BE PART of your quote for replacement stated in this RFQ.

iv. The system that you quote shall be a commercially available industry standard system that any eligible servicing company can perform preventative maintenance, software updates, maintenance repairs, troubleshooting and required services stated in the SOW.

v. As stated in (I )above The system you will quote must be of

NON proprietary nature so a qualified , licensed eligible firm can perform preventative maintenance and all the requirements of the SOW.

Q22 Please confirm that the contractor should install all necessary cabling and fiber, or to what extent the VA will self-perform any cabling or allow reuse of existing fiber on page 27 ?

Q22 Reply. Please review the RFQ , Contractor will use existing equipment and materials when able. All additions, repairs or upgrades to equipment and material must be documented and a justification provided to the CO and COR via a standardized template.

Q23 Please confirm per federal guidance that the security integrator must have a CSEIP on staff for this project. Registry of Certified System Engineer ICAM PACS (CSEIP) – Secure Technology Alliance (securetechalliance.org)?

Q23 Reply Offerors selected for award will comply with all federal standards pertaining to HSPD-12 USAccess cards.

Q24 Is this solicitation limited to those contractors with an active Service- Disabled Veteran Owned Small Business SDVOSB status?

Q24 Reply: Yes as stated in posting and synopsis ad RFQ .

C. Contractors are reminded that it is your responsibility to monitor the SAM Contracting Opportunities website for any project you are interested in. The Government will also NOT walk you through a posted action. The deadline for questions is hereby ended.

D. Offerors shall include in quote work breakdown structure (WBS) the mfg. and model of each equipment quoted. Contractors are expected to quote a system that you configure to replace the existing ES3. It is not the intent of the Government to advise you of what kind of security system you will provide.
