1) Question:
Can you please provide the existing contract number and name of the incumbent?
Answer:
The current contract is with EAP consultants and expires on 12/26/2021.
The new contract needs to be in place prior to 12/27/2021.
The existing contract number is GS-02F-0037P VA101V-16-F-3206.
2) Question:
Can you provide current utilization rates?
Answer:
No, the utilization rate requirement is no longer a requirement. The following is removed from the Statement of Work: The contractor shall maintain a 5% utilization rate for traditional EAP counseling services with an average of 2 sessions per client.
3) Question:
Can you provide current average session per client data?
Answer:
The current average session per client is two (2).
4) Question:
The SOW states, “The contractor shall maintain a 5% utilization rate for traditional EAP counseling services with an average of 2 sessions per client.” Generally, utilization rates include a combination of counseling and work life resource use. Can you further explain what data points are being referenced within the term “clinically serviced”? Both counseling and Worklife is used the capture utilization rate. For example, will Worklife Web access and resource use be considered for this metric?
Answer:
Regarding data points, both counseling and Worklife Web access and resource are considered “clinically serviced.” However, please note that the utilization rate requirement is no longer a requirement. The following is removed from the Statement of Work: The contractor shall maintain a 5% utilization rate for traditional EAP counseling services with an average of 2 sessions per client.

a) Question:
Additionally, we have seen some facilities with at least 5% utilization for counseling services and some at less. The national average has been from 3.5 – 4% for counseling.
What will be the consequences if an EAP cannot get that much utilization since we can’t force people to use the program, but can only advertise?
Answer:
There will be no consequences, but please note that the utilization rate requirement is no longer a requirement. The following is removed from the Statement of Work:
The contractor shall maintain a 5% utilization rate for traditional EAP counseling services with an average of 2 sessions per client.
b) Question:
What guarantees will we have that advertising materials and communications will be shared with employees if the COR becomes non-responsive?
Answer:
Not sure what we can provide as a guarantee. Please note however that the utilization rate requirement is no longer a requirement. The following is removed from the Statement of Work: The contractor shall maintain a 5% utilization rate for traditional EAP counseling services with an average of 2 sessions per client.
5) Question:
With only a three session model available, it may be difficult to show an average of 2 sessions per case where some employees may only go once and some may go more but are capped at three sessions. That could skew the average. What recourse does an EAP have for this requirement if it can’t be met? None Again, what will be the consequences?
Answer:
None. Please note that the utilization rate requirement is no longer a requirement. The following is removed from the Statement of Work: The contractor shall maintain a 5% utilization rate for traditional EAP counseling services with an average of 2 sessions per client.

Within the last 24 months, how many times has the need for on-site counseling for tragedies been utilized?
