a. Offerors shall complete Blocks 17, and 30 of SF 1449, the Contract Administration Data on Page 3, and the Price/Cost Schedule listed on Page 6.

b. Offerors shall also complete and return all information designated in:

The information/documentation listed above in sections 5 a-b must be returned prior to the date and time specified in Block 8 of SF 1449 in order to be considered for award. Offers will only be received via email sent to gregory.stevens@va.gov The Simplified Acquisition Procedures of FAR Subpart 12.6 and 13.5 are being used to conduct this procurement.

c. By submission of an offer, the offeror acknowledges the requirement that they shall be registered in the System for Award Management (SAM). Offerors who are not registered in SAM should consider applying for registration immediately. Registration in SAM is a requirement to conduct business with the Federal Government. If the offeror is not registered in SAM at the due date and time for the submission of bids, the offeror will be removed from further consideration for award.

d. This procurement is set-aside 100% for Service Disabled, Veteran-Owned Small Businesses. In order to be considered for award, Offerors shall have a valid, current registration at the VA’s Vendor Information Pages (VIP) (https://www.vip.vetbiz.gov/) at the due date and time for the submission of bids. Offerors who are not VIP verified will be rejected as non-responsive.

e. Any resultant contract, if awarded to an SDVOSB, will be subject to the Limitations on Subcontracting clause set forth in this solicitation. For the Government to determine the extent and viability of a contractor being able to comply with this clause, the Government will evaluate the degree to which a prospective offeror will utilize other than service-disabled veteran owned or veteran owned small business concerns in the performance of the contract. Statement of Work Security Guards

1. Introduction The Department of Veterans Affairs, Veterans Benefits Administration, Chicago VA Regional Office (RO), 2122 West Taylor St. Chicago, IL 60612, has a requirement for two (2) unarmed security guards to augment the VA Police Service who are stationed at the magnetometer in the lobby of the Chicago VA Regional Office.

1.1 Overview

The Chicago VA Regional Office's current Physical Access Control System (PACS) software data base CCURE 9000 has become outdated and the system’s current hard drive can no longer support proper functionality of the building's security system. Entrance and inner building doors, common access ways, elevators, panic buttons and cameras are all compromised creating a security risk.

Without a functioning PACS and security camera system, the safety of veterans, employees, stakeholders, and government equipment is compromised. The procurement of a new Physical Access Control System with upgraded camera system has been approved and work towards installation of a new system is progressing.

2. Scope The Chicago VA Regional Office requires two (2) unarmed security guards to be stationed at the Chicago VA Regional Office located at 2122 West Taylor St. Chicago, IL 60612 for when the Regional Office fully reopens to employees, tenants and public until the new PACS installation is complete.

The unarmed security guards will:

1. Walk throughout the building ensuring security of individuals and ensuring public visitors remain in designated public areas.

2. On an as needed basis, escort public visitors to their designated office or interview room.

3. On an as needed basis, augment the VA Police Officers who are stationed at the magnetometer and x-ray machine in the lobby to allow for smooth transition of personnel into the building.

4. Observe all personnel entering facility when suspected of carrying weapons, showing hostility, or being unauthorized personnel (e.g., children unaccompanied by adults, or solicitors).

5. Operate and enforce a system of personnel identification, recognizing that certain areas are restricted to employees only or only certain employees.

6. Perform package inspection when required.

7. Discover and report to VA Police all persons attempting to gain unauthorized access to the property.

8. Security and fire systems: Monitor building fire and intrusion detection systems and other protection devices or building equipment.

9. Observe building occupants and visitors for compliance with posted rules and regulations and report violations to the VA Police.

10. Monitor surveillance cameras where installed.

11. Perform such other functions as may be necessary in the event of situation or occurrences such as but not limited to civil disturbances, power outages, protests, extreme weather or other criminal acts adversely affecting the security and safety of the Government, its employees, property and the general public lawfully on buildings or on the grounds under the control of the Government.

12. Obtain professional assistance in accordance with local procedures in the event of injury or illness to Government employees or others while in the building or on the grounds.

13. In the case of an emergency the guard will respond in accordance with the Disaster Plan, the VA provided training and the Contractor’s provided training.

14. Remain calm and professional at all times on duty.

15. Report daily, in accordance with procedure in the Standard Operating Procedures, potentially hazardous conditions and items in need of repair, including inoperative lights, leaky faucets, toilet stoppages, broken or slippery floor surfaces, etc.

16. Maintains the VA Form 1433, VA Police Daily

17. Operations Journal, on the computerized system or as directed during system failures.

18. Perform routine clerical duties associated with this position.

19. Receive, issue receipt, and store found articles pending disposition, using VA Form 3524.

The unarmed security guards will call VA Police for criminal activity. VA Police will respond to all calls for service (i.e. disorderly, assault, theft, etc.)

The unarmed security guards’ tour of duty will be Monday through Friday from 7:30a.m. to 5:00p.m., excluding federal holidays.

Before beginning work under this contract, the unarmed security guards will need to complete VA background investigation forms and return them to the Contracting Officer and will need to have their fingerprints electronically captured at the VBA Chicago Regional Office.

Contractor will maintain a current listing of employees. The list will include the employee’s name, address, phone number, social security number, level of security and position. The list will be validated and signed by the company Facility Security Officer and provided to the Contracting Officer and COR. An updated listing will be provided when an employee’s status or information changes. The Contractor has 24 hours to inform the Contracting Officer and COR that the employee does not work for them unless it is a duty day and they have to inform the Contracting Officer and COR within 60 minutes.

The contractor will furnish and maintain in acceptable condition all items of uniform and equipment necessary to perform work required by this contract.

The contractor will maintain satisfactory standards of employee competency, conduct, appearance, and integrity and will take disciplinary action with respect to all contractor employees as may be necessary. The contractor will also ensure their employees do not disturb papers on desks, open drawers or cabinets, or use Government telephones, except as authorized.

The contractor will maintain confidentiality of all VA information obtained onsite at the Chicago Regional Office and/or during the performance of this contract. The contractor will maintain confidentiality of restricted information and reports of personal nature. The contractor will not remove any record or copies of any record or sensitive information from government property. If information is disclosed intentionally or unintentionally, the contractor and the contractor’s staff will keep that information strictly confidential, and provide protections to prevent the unauthorized disclosure of such information, including, but not limited to the protection required by applicable federal, state and local laws and/or regulations regarding the security, and the confidentiality of Veteran/employee information including, but not limited to the Health Insurance Portability and Accountability Act (HIPPA). The contractor will immediately report to the COR any instances in which the contractor is exposed to sensitive/protected information of the VA and/or veterans.

The Government may also request the contractor to immediately remove any employee(s) from the worksite(s) should it be determined that individuals are being assigned to duty who have been disqualified for either suitability or security reasons, or who are found to be unfit for performing security duties during their tour of duty. The contractor must comply with these requests. For clarification, a determination of unfit may be made for, but not limited to, incidents involving the most immediately identifiable types of misconduct or delinquency as set forth below:

a) Violation of VA Rules and Regulations addressed in VA training and orientation.

b) Violation of Federal, State or local laws, rules, and/or regulations.

c) Neglect of duty, including sleeping while on duty, unreasonable delays, or failure to carry out assigned tasks, conducting personal affairs during official time, and

d) refusing to render assistance or cooperate in upholding the integrity of the security program at the work site.

e) Falsification or unlawful concealment, removal, mutilation or destruction of any official documents or records, or concealment of material facts by willful omissions from official documents or records.

f) Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by

g) words or actions, or fighting. Also participating in disruptive activities that interfere with the normal or efficient operations of the Government.

h) Theft, vandalism, immoral conduct, or other criminal actions.

i) Selling, consuming, or being under the influence of intoxicants, drugs, or other substances that produce similar effects.

j) Improper use of official authority or credentials.

k) Unauthorized use of communications equipment or Government property.

l) Violation of security procedures or regulations.

The Contracting Officer, COR or Highest Ranking VA Authority on site, will make all determinations regarding the removal of any employee from the worksite. In the event of a dispute, the Contracting Officer will make the final determination.

3. Standards The contractor’s unarmed guards will meet the following minimum standards:

· High School graduate or GED equivalent.

· U.S. Citizen, at least 21 years old.

· Licensed by the State of Illinois as an Unarmed Security Guard.

· Successfully passed contractor comprehensive background investigation.

· Ability to read and understand printed English regulations, written orders and instructions.

· Ability to maintain poise and self-control under stress.

· Possesses exceptional Public Relations skills.

· Excellent written/oral communications skills.

· Physically and mentally fit, and capable of performing all normal and emergency security

· duties and responsibilities.

· Capable of successfully completing a Physical Stamina Performance Standards (PSPS).

· Capable of passing a Psychological Assessment.

· Must possess exceptional Public Relations skills.

· Impeccable character, honesty, integrity, proven sound judgment.

· No history of substance abuse or domestic violence, or any other criminal acts.

· Conduct “Stop & Question” of person’s found in closed areas, halls, locked areas,

· parking lots, or VA property to ensure no criminal activity, has or is, taking place.

· Ability to utilize magnetometer, x-ray equipment and security camera equipment in

C.1 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. (End of Clause) C.3 VAAR 852.219-74 LIMITATIONS ON SUBCONTRACTING—MONITORING AND COMPLIANCE (JUL 2018)

(a) This solicitation includes VAAR 852.219-10 VA Notice of Total Service- Disabled Veteran-Owned Small Business Set-Aside.

(b) Accordingly, any contract resulting from this solicitation is subject to the limitation on subcontracting requirements in 13 CFR 125.6, or the limitations on subcontracting requirements in the FAR clause, as applicable. The Contractor is advised that in performing contract administration functions, the Contracting Officer may use the services of a support contractor(s) retained by VA to assist in assessing the Contractor's compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to Contractor's offices where the Contractor's business records or other proprietary data are retained and to review such business records regarding the Contractor's compliance with this requirement.

(c) All support contractors conducting this review on behalf of VA will be required to sign an “Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement” to ensure the Contractor's business records or other proprietary data reviewed or obtained in the course of assisting the Contracting Officer in assessing the Contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs.

(d) Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the Contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). (d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. D.1 SERVICE CONTRACT ACT WAGE DETERMINATION, COOK COUNTY, IL.

The McNamara-O'Hara Service Contract Act (SCA) applies to every contract entered into by the United States or the District of Columbia, the principal purpose of which is to furnish services to the United States through the use of service employees. The SCA requires contractors and subcontractors performing services on covered federal or District of Columbia contracts in excess of $2,500 to pay service employees in various classes no less than the monetary wage rates and to furnish fringe benefits found prevailing in the locality, or the rates (including prospective increases) contained in a predecessor contractor's collective bargaining agreement. Safety and health standards also apply to such contracts.

The compensation requirements of the SCA are enforced by the Employment Standards Administration's Wage and Hour Division (WHD) within the U.S. Department of Labor (DOL). The SCA safety and health requirements are enforced by the Occupational Safety and Health Administration (OSHA) within DOL.
