This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
1. Solicitation 36C10E19Q0242 is issued as a request for quotation.
2. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36.
3. This procurement is being issued using “Cascading Procedures.” Reference the below listed Evaluation Addendum detailed in paragraph 10, for complete guidance on order of preference.
4. The NAICS code is 541611 (Administrative Management and General Management Consulting Services) with a small business size standard of $15,000,000.00.
5. CLIN 0001 – Senior Economic Consultant – 520 HRs CLIN 0002 – Junior Economic Consultant – 2080 HRs CLIN 0003 – Senior Regulatory Consultant- 2080 HRs
6. The Contractor shall furnish all resources necessary to accomplish the deliverables described in the statement of work at the Loan Guarantee Office in Washington DC. Work will consist of: Statement of Work is attached. Contractor shall perform these commercial services IAW with all federal, state, county, local, and VA requirements.
7. Period of Performance: One year from notice to proceed.
8. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.
9. 52.212-2, Evaluation -- Commercial Items applies. Quotes will be evaluated based on Price, Technical, and Past Performance.
10. Addendum to 52.212-2 Evaluation—Commercial Items – Method of Award – “Cascade Procedure” - As follows:
a. Any award(s) resulting from this solicitation will be made using the following cascading order of precedence. Offers shall clearly record their business size and all business preference category’s (i.e. SDVOSB, VOSB, HubZone, WOSB, Large Business, etc.) on the cover page of the offer. As a minimum, this cover page shall also include the following: Business name, Address, DUNS Number, Name, phone number, and email address for the Primary Point of Contact, Tax Identification Number, and your GSA contract number if applicable to this service. This cover page is a mandatory element of your offer as the offers will only be reviewed in accordance with the below criteria:
i. In accordance with FAR Subpart 19.14 and PL 109-461, award under this solicitation will be made on a competitive basis first to an eligible Service Disabled Veteran Owned small business (SDVOSB) concern (FAR 52.219-1, “Small Business Program Representations” for small business size definition) who submits a responsive offer, provided that there is adequate competition among such firms.
ii. If there is inadequate competition for award to a SDVOSB concern, award will be made competitively to an eligible Veteran Owned Small Business (VOSB) concern.
iii. If there is inadequate competition for award to a VOSB concern, award will be made competitively to a certified HUBZone small business concern.
iv. If there is inadequate competition for award to a HUBZone concern, award will be made competitively to a Women-Owned small business concern.
v. If there is inadequate competition for award to a Women-owned concern, award will be made competitively to a small business concern IAW FAR 19.5.
vi. If there is inadequate competition for award to a small business concern, award will be made on the basis of full and open competition considering all responsive offers submitted by responsible business concerns.
b. Adequate competition shall be deemed to exist if—
i. At least two competitive offers are received from qualified, responsible business concerns at the tier under consideration; and
ii. Award will be made at fair market prices as determined in accordance with FAR 19.202-6.
c. When there is inadequate competition at any tier, an otherwise competitive offer from a responsible business concern at that tier will be considered with the eligible offers for the next lower tier. For example, only one competitive offer is received from a SDVOSB business. That offer will be included with the offer(s) received from all VOSB businesses. If there is still inadequate competition, the offer from the SDVOSB business will then be included with SB offer(s) received; finally, if there is inadequate competition at the SB tier, the SDVOSB offer will be included with all responsive offers.
d. Award will be made to the quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
e. Pricing will be firm fixed price for each line item identified.
f. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
i. The Government will assess the capability of each quoter on the basis of the following criteria, which are approximately equal in value: (1) Price, (2) Technical Approach, (3) Relevant Past Performance. The Government will assess these factors as a basis for comparing quoters to determine best value.
1. Price: The Government intends to assess price to determine realism and reasonableness (reflective of the quoter’s understanding of the work and ability to perform the contract).
2. Non-Price Factors:
a. Technical Approach & Project Schedule: Reference Statement of Work. Discuss project scope of work to include schedule and methods to be used. This narrative should not exceed 3 pages.
b. Relevant Past Performance: References can confirm satisfaction and successful completion of past projects. Provide 3 references of relevant work of the type and magnitude of this project. Please provide current telephone and email contact information. (Ideally you would provide references for the projects listed in the Relevant Experience section.)
ii. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

11. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
