Questions and Answers
36C10E19Q0113 Amendment 0003 NOTE: All responses are in bold.
Question 1: Is there an incumbent and if so, who is it, and what was the contract number?
Answer 1: Yes, there is an incumbent. A task order (VA101V-14-F-0454) against GS-02F-0004T was awarded to Compsych Employee Assistance Programs, Inc., 455 North Cityfront Plaza Dr., Chicago, IL 60611. Award was made on 3/3/2014.
Question 2: What was the annual cost, if any, for the last contract?
Answer 2: The task order referenced in Question #1 was awarded with a base year and 4 option years: The cost of each year was $15,478.32 (for 902 employees).
Question 3: The SOW states that there should be at least 4 geographical locations in Florida for access to care, so we are assuming that EAP services will not be required to be performed on-site. If this is true and EAP services personnel will not be interfacing with VA computer systems or on VA property, then why will EAP counselors be required to complete the requirements under pg5. VA Information and Information System security and privacy? EAP counselors already are required to comply with HIPPA and PII laws for healthcare professionals through State and Federal law.
Answer 3: If the contractor is going to have any VA network access they must complete the VA Privacy and Information Security Awareness and Rules of Behavior training, this is a requirement for EVERY employee, contractor or volunteer. If they are going to have access to any Veteran’s medical information they must also complete the Privacy and HIPPA training, as well. If they will only have physical access to areas only accessible to Veterans and will not deal with ANY PHI or PII then neither training is required but this is a requirement when using our network. The VA understands that the contractor employees may be HIPPA trained, but these are national requirements not just local.
Question 4: Will Financial and Legal counseling be required? (normally a standard service)?
Answer 4: Yes. Financial and legal counseling shall be available to employees and their immediate family members of the VA Regional Office and Out-based offices in Florida. The SOW has been revised to reflect this change.
Question 5: Will Worklife website and wellness training be required? (normally a Standard service)?
Answer 5: No, OPM provides this service free of charge to federal employees (https://www.opm.gov/policy-data-oversight/worklife/).
Question 6: How many employee orientation sessions? Live on-site or webinar/webcast acceptable?
Answer 6: The training required is bi-annual and onsite. This can be combined with the supervisory training. The SOW has been revised to reflect this.

Question 8: Also Page 15 of the solicitation document xv. States: “Quotes are due no later than March 5, 2019 by 2:00 PM EST.” We assume that April 5th 2019 was correct?
Answer 8: You are correct, but the due date was changed via amendment 0001 to April 10, 2019 @ 2 PM EST, via amendment 0002 to April 19, 2019 @ 2 PM EST, and now via amendment 0003 to April 26, 2019 @ 2 PM EST.
