STATEMENT OF WORK
For Upgrade to HVAC System Variable Air Volume Terminal Units
CAO: 12 Jan 2018
OBJECTIVE:
The objective of this contract is to provide the Montgomery Veterans Administration
Regional Office with a contractual obligation that encompasses the upgrade of Variable air volume Terminal Units from pneumatic control to direct digital control.
This contract shall not require access to a VA system or VA sensitive information (e.g., system administrator privileged access to a VA system, or contractor systems or processes that utilize VA sensitive information).
SITE VISIT:
Bidders shall visit the site to confirm location, dimension, and condition of the required for the fulfillment of this contract. The site visit shall be for the purpose of observing first hand any conditions relevant to the fulfillment of this contract. No consideration will be given to claims based on a lack of knowledge of the existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. CONTRACTOR RESPONSIBILTY:
The Contractor shall provide all labor and equipment and supervision necessary for execution of this contract. Contractor shall be responsible for the following:
Variable Air Volume Terminal Units
Remove pneumatic controllers and thermostats on approximately 69 variable air volume terminal units. The building is divided into two zones with three floors in each zone. It is the responsibility of the vendor to verify exact numbers and locations in each zone. Three units in the first floor north zone do not require the requested upgrades.
Vendor is responsible for installing METASYS VMA DDC controllers and direct digital control thermostats on identified variable air volume terminal units.
Install electric to pressure switches on variable air volume boxes to allow operation of existing pneumatic control valves.
Install new METASYS NAE control panel to allow for system expansion.
Install all necessary communication and electrical wiring to variable air volume terminal units.
Integrate variable air volume terminal units into existing METASYS controls system and provide all necessary programming.
Vendor is responsible for providing, within 14 days after completion, an updated set of drawings showing locations and upgrades.
Vendor is responsible for sealing all penetrations created during the upgrade.
Final Testing and Operation
Test variable air volume terminal unit operation from the METASYS Extended
Architecture Server to ensure that all variable air volume units respond to inputted commands.
Any damage resulting from the negligence of the contractor shall be the responsibility of the contractor to replace at no expense to the government.
HOURS OF WORK:
The hours of work shall take place during non-business hours of 4:00 PM to 12:00 AM
Monday through Friday and on Saturdays between 8:00 AM and 6:00PM, Federal
Holidays excluded. After hours and weekend work is authorized for this contract due to the nature of work being accomplished with the HVAC system. “Inspections” by the
COR of all work accomplished are required prior to placing units back in service. All work shall be completed within 60 days of notice to proceed or May 8, 2018, whichever comes first.
WARRANTY:
Contractor shall warrant that the equipment shall be free of defects in materials and workmanship arising from normal usage for a period of one year.
