About this file
This document is a single source justification for a retractor system under a simplified acquisition procedure. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 intends to award a new firm fixed price purchase order to Buffalo Supply, a small business distributor for Integra Life Sciences. The justification is required because the estimated value of $98,712.60 exceeds the micro-purchase threshold. Integra Life Sciences is identified as the only manufacturer that can meet the unique requirements for flexibility, interchangeable and removable arms, and stable retraction capabilities needed for the retractor system. Market research was conducted including searches of VetCert, SAM.gov, MSPV contracts, SBA DSBS, national contracts, GSA schedules, ECAT, and FPDS with no other viable alternatives identified. The contracting officer certified the justification as accurate and complete.
